PSD Circular No. 09/2024: Determination of Fees/Charges for Online Income Tax Payment

The document establishes maximum fee limits for online income tax payments made via the e-Return system through card payments, internet banking, and Mobile Financial Services (MFS) or Payment Service Provider (PSP) wallets. For transactions up to BDT 25,000 using cards or internet banking, the maximum charge is BDT 20 per transaction; for amounts exceeding BDT 25,000, the limit is BDT 50 per transaction. Transactions conducted via MFS/PSP wallets are capped at 1% of the transaction value or BDT 30, whichever is lower, and no chargebacks are permitted on these transactions. These directives apply immediately to all scheduled banks, MFS providers, PSPs, payment system operators, and international payment schemes operating in Bangladesh.

Dear Sir,

Regarding the determination of fees/charges for online income tax payment.

In order to facilitate the filing of returns and tax compliance for the fiscal year 2024-25, the National Board of Revenue opened the e-Return system for taxpayers on 09 September, 2024. Taxpayers can pay income tax through the e-Return system via internet banking, card payment, and Mobile Financial Services (MFS) / Payment Service Provider (PSP) wallets. Now, with the aim of further encouraging taxpayers and facilitating online income tax payment, the fees/charges for paying income tax through the e-Return system via card payment, internet banking, and MFS/PSP wallets are determined as follows:

a) For transactions up to BDT 25,000/- (Twenty-five Thousand) using cards issued in Bangladesh and internet banking, a maximum of BDT 20/- (Twenty) per transaction (inclusive of VAT) may be collected from the customer; and for transactions above BDT 25,000/- (Twenty-five Thousand), a maximum of BDT 50/- (Fifty) per transaction (inclusive of VAT) may be collected;

b) For transactions using MFS/PSP wallets, a maximum of 1% or BDT 30/- (Thirty) per transaction (inclusive of VAT), whichever is lower, may be collected from the customer;

c) No chargeback shall be applicable against this transaction.

This directive will come into effect immediately.
