PSD Circular No. 10: Issuance of PSO-WLMA license to 'SSL Commerz Limited'
The Bangladesh Bank has granted a license to SSL Commerz Limited to operate as a Payment System Operator (PSO) and Wholesale Market Licensee (WLMA) within the country, subject to the conditions specified in letter PSD/ADCNDEL(SSLCL)/49/2025-1110 dated June 3, 2025. This authorization is issued under the powers conferred by Section 5(4) of the Payment and Settlement Systems Act, 2024. The circular notifies all scheduled banks, mobile financial service providers, payment system operators, and payment service providers operating in Bangladesh of this licensing decision.

In exercise of the powers conferred under Section 5(4) of the Payment and Settlement Systems Act, 2024, the Bangladesh Bank has granted a license to 'SSL Commerz Limited' to operate as a Payment System Operator (PSO) and Wholesale Market Licensee (WLMA) within the country, subject to the conditions specified in letter PSD/ADCNDEL(SSLCL)/49/2025-1110 dated June 3, 2025, issued by this department.
