PSD Circular No. 13: Regarding the submission of payment related data (National Payment Data)

The Department of Payment Systems of Bangladesh Bank mandates that all licensed payment system participants, including scheduled banks, Mobile Financial Services (MFS) providers, Payment Service Providers (PSPs), and the Digital Financial Service 'Nagad', submit verified monthly payment data in a specified template by the 10th of the following month. This directive is issued under Section 18(4) of the Payment and Settlement Systems Act, 2024, and establishes that providing false information constitutes a punishable offense under Section 37(3) and is subject to fines under Section 41 of the same Act. The requirement aims to ensure the accuracy and timeliness of national payment data published on the Bangladesh Bank website, correcting previous delays and errors in submissions.

Dear Sir,

Regarding the submission of Payment Related Data (National Payment Data).

Payment-related data and National Payment Data reflect the real picture of formal transactions in the country's authorities, which helps in forming an overall concept of national policy transactions. Its importance in determining business strategy, expanding financial services, or managing risks in the payment system is immeasurable. In this context, 'National Payment Data' has been published on the Bangladesh Bank website since July 2024. Recently, many institutions have been taking time to verify the accuracy of the data provided after the prescribed time or by providing erroneous payment-related data. Consequently, the main objective of publishing National Payment Data is being hindered.

  1. Now, instructions are issued to submit verified monthly payment-related data to this department by the 10th of the following month in a specified format (template) according to the defined data definitions. In this regard, it is mentioned that under Section 37(3) of the Payment and Settlement Systems Act, 2024, providing false information is a punishable offense by the court, and under Section 41 of the same Act, Bangladesh Bank can impose fines for the same reason.

This instruction is issued under the powers granted in Section 18(4) of the Payment and Settlement Systems Act, 2024, and will take effect immediately.
