PSSD Circular No. 01: Regarding Submission of Trust and Settlement Account (TSA) and E-money/Merchant Payable Data
The Payment Systems Supervision Department of Bangladesh Bank mandates licensed and approved Mobile Financial Service (MFS), Payment Service Provider (PSP), Payment System Operator (PSO), and utility service providers to submit monthly Trust and Settlement Account (TSA) status, investment details, trust fund in transit, and e-money/merchant payable data. Submissions must be made using the specified Excel template by the 10th of the following month. Providing false information constitutes a court-punishable offense under Section 37(3) of the Payment and Settlement Systems Act, 2024, and is subject to fines under Section 41 of the same Act.

Re: Submission of data regarding Trust and Settlement Account and E-money/Merchant Payable.
Institutions approved and licensed by Bangladesh Bank operating in the payment system, including MFS, PSP, PSO, and Utility Service Providers, operate Trust and Settlement Accounts with Schedule Banks to conduct their operations. The actual status of the E-money/Merchant Payable of the institutions concerned, along with this account, plays a crucial role in ensuring customer fund security, maintaining the stability of the overall payment system, and building public confidence through proper management and effective supervision. In this regard, it is the responsibility of all concerned stakeholders to ensure the timely provision of accurate data as needed.
- In this context, instructions are hereby issued to submit the monthly (daily-based) status of the aforementioned institutions' Trust and Settlement Account, investments made from the Trust and Settlement Account, Trust Fund in Transit, and data regarding E-money/Merchant Payable to this department by the 10th of the following month, strictly in the specified format (template). It is mentioned that providing false information under Section 37(3) of the Payment and Settlement Systems Act, 2024, is a court-punishable offense, and Bangladesh Bank may impose fines under Section 41 of the said Act for the same reason.
These instructions are issued under the powers conferred by Section 18(4) of the Payment and Settlement Systems Act, 2024, and shall come into force immediately.
