The Bank of Mexico and the National Banking and Securities Commission (CNBV) submit for public consultation the draft "General Provisions Applicable to Payment Media Networks". This project has as purpose to promote the acceptance and efficiency of payments with cards in Mexico and update the regulatory framework applicable to said networks and their participants.
In this document, the approaches gathered in the public consultation carried out in October 2025 are taken up and consolidated. Given the copious and detailed participation, the Bank of Mexico and the CNBV determined to extend the analysis period of the comments received with the purpose of ensuring that the final implementation of the project addresses in the best way the needs of the market.
The proposal is articulated around two main axes: i) the gradual reduction of interchange fees which will allow decreasing the costs associated with the processing of payments with cards and, consequently, generate more favorable conditions for their acceptance among commerces, and ii) the strengthening of interoperability obligations so that all point-of-sale terminals accept all cards regardless of the issuer, the acquirer and the networks to which these belong. These measures will contribute to strengthening competition and incentivize innovation with the purpose of facilitating the acceptance of payments with means other than cash.
