REPUBLIC OF MOLDOVA NATIONAL COMMISSION of the FINANCIAL MARKET Boulevard Ștefan cel Mare și Sfânt, no. 77, Chișinău municipality, MD 2012, tel: (373 22) 859 401, www.cnpf.md, e-mail: office@cnpf.md DECISION 24 August 2026 No. 43/5 Regarding the registration in the Register of securities issuers of the bonds issued by the Ceadîr-Lunga City Hall Following the examination of the request of the Ceadîr-Lunga City Hall (registered at the National Commission of the Financial Market (CNPF) with no. 7190 on the date of 18.08.2026) regarding the registration in the Register of securities issuers of the securities according to the report on the results of the bond issuance, as well as the documents related to it, based on Law no. 419/2006 on public sector debt, state guarantees and state recredit, Law no. 171/2012 on the capital market, art. 8 lit. m) and lit. o), art. 18 para. (3), art. 20 para. (1) and para. (6) and art. 22 para. (3) of Law no. 192/1998 on the National Commission of the Financial Market, Instruction on the procedure for registration of bonds issued by local public administration authorities (Decision CNPF no. 18/1/2018) and point 16, point 19 and point 21 of the Regulation on the organization and functioning of CNPF (Decision CNPF no. 57/11/2022), The National Commission of the Financial Market DECIDES:

1. There are registered in the Register of securities issuers the securities according to the report on the results of the bond issuance of the Ceadîr-Lunga City Hall (IDNO 1007601004434, MD-6100, UTA Găgăuzia, Ceadîr-Lunga municipality, Lenin Street 91), in the total volume of 8,000,000 lei, in number of 8,000 bonds, with the nominal value of 1,000 lei per bond, of two different classes: 3,000 bonds of class III, with ISIN code MD2004000126, and 5,000 bonds of class IV, with ISIN code MD2004000118, with the circulation term of 2 years and, respectively, of 3 years, with the floating interest rate, established for each class of bonds, paid semiannually, equal to the reference rate, determined as the arithmetic average of the last 6 (six) monthly values of the weighted average interest rate on new deposits attracted in national currency in the banking sector, with the term from 2 to 5 years, published on the official website of BNM (www.bnm.md), calculated with 3 (three) working days before the coupon payment date + the fixed margin of 3.25% for the bonds of class III and, respectively, of 3.50% for the bonds of class IV.
2. This Decision may be contested by submitting a preliminary request to the address of CNPF (MD-2012, Chișinău municipality, Boulevard Ștefan cel Mare și Sfânt, no. 77), within 30 days from the date of communication.
3. This Decision enters into force on the date of adoption, is communicated to the recipient according to the legislation, is published in the Official Monitor of the Republic of Moldova and on the official website of CNPF (www.cnpf.md). Dumitru BUDIANSCHI, PRESIDENT
