On Approval of the Regulation on Requirements for Cash-in-Transit Services Organized by Commercial Banks

In accordance with the Laws of the Republic of Uzbekistan "On the Central Bank of the Republic of Uzbekistan" and "On Banks and Banking Activity", as well as the Decree of the President of the Republic of Uzbekistan No. PF-5564 dated October 30, 2018 "On Further Liberalization of Trade in Commodity Markets and Development of Competition", the Board of the Central Bank of the Republic of Uzbekistan resolves:
Approve the Regulation on Requirements for Cash-in-Transit Services Organized by Commercial Banks in accordance with the Appendix.
This resolution enters into force from the date of its official publication.

REGULATION
On Requirements for Cash-in-Transit Services Organized by Commercial Banks
This Regulation establishes the requirements for the organization of cash-in-transit services by commercial banks.
Chapter 1. General Provisions
armored vehicle - an armored (armored) vehicle used to protect the life and health of cash-in-transit service employees transporting cash and other valuables and to ensure the integrity of the valuables;
cash-in-transit service - a service for collecting, transporting, and escorting cash and other valuables belonging to business entities, as well as banks, branches, and separate units of banks;
specialized uniform - service clothing intended to be worn by cash-in-transit service employees using uniform attributes;
special vehicle - a vehicle equipped with a specific color scheme, a special blue flashing light (beacon), an audible signal (siren), radio communication, and other devices, bearing the bank (cash-in-transit service) logo, intended for collecting and transporting cash and other valuables;
special protective equipment - special armored vests, holsters for carrying weapons, wide belts, and weapon protection straps used to protect the human body from firearms and metal fragments (shrapnel) in explosions;
cash - money issued into circulation by the Central Bank of the Republic of Uzbekistan (hereinafter referred to as the Central Bank in the text) in the form of banknotes and coins of various denominations;
color graphic scheme (decorative) line - a line on the side parts of the special vehicle that is brighter than the main color of the exterior, ensuring instant visibility and distinction in the flow of ground transport;
radio communication device - a device used to ensure rapid communication between the duty collector and groups of collectors and to warn of danger.
valuables - all valuables with their own value that have been handed over for storage to the bank cash network or as collateral (items made of precious metals and stones, valuable papers handed over for storage, documents confirming property and property rights, payment and strict accountability forms, etc.).
Chapter 2. Organization of Cash-in-Transit Services
The main purpose of the activity of the cash-in-transit service of commercial banks (hereinafter referred to as the cash-in-transit service in the text) is to collect, transport, and escort cash and other valuables belonging to business entities, banks, branches, and separate units of banks on a contractual basis, ensuring their integrity (wholeness).
The cash-in-transit service carries out the collection, transportation, and escort of cash and other valuables and ensures their integrity using service weapons, as well as through specialized uniform and special vehicles by the cash-in-transit brigade.
The provision of cash-in-transit service employees with service weapons and ammunition, their storage, use, and accounting are carried out in the manner established by legislative acts. The commercial bank provides specialized uniform, special protective equipment, service weapons, and ammunition for employees involved in activities related to the collection, transportation, and escort of cash and other valuables to wear during the performance of their duties.
The cash-in-transit service develops routes for collecting funds from business entities and schedules for their visits. These routes may be updated at the beginning of each year.
Plans for covering and protecting cash-in-transit routes and collector groups are coordinated with local internal affairs bodies and updated as necessary.
In organizing the cash-in-transit service, commercial banks may, on a contractual basis, involve employees of enterprises and organizations subordinate to ministries and departments that have the right to purchase, store, and use service weapons and ammunition and the authority to collect, transport, and escort cash and other valuables, as well as the right to store, carry, and use service weapons and ammunition, in cases where they do not have the right and opportunity to purchase, store, and use service weapons and ammunition themselves. The cash-in-transit service of commercial banks may be organized as a separate structural unit of the respective commercial bank, as a separate legal entity wholly owned by the commercial bank, or as a separate legal entity organized by several banks.
The cash-in-transit service of a commercial bank operates on the basis of a Charter approved by the bank's board of directors (jointly by the boards of directors of several banks if organized by several banks).

The cash-in-transit service may take measures to form special vehicles, radio communication devices, and other necessary material and technical bases with modern innovative tools.
Special vehicles and the cash and other valuables being transported by the cash-in-transit service must be insured.
The bank's board of directors (jointly if organized by several banks) approves internal documents establishing the duties and functions of the cash-in-transit service based on the requirements of legislative acts. Chapter 3. Requirements for Employees of Cash-in-Transit Services
The staffing table of the cash-in-transit service is determined by the management of commercial banks (jointly if organized by several banks) based on the volume of work performed by the cash-in-transit service.
Persons with higher education and at least three years of work experience in the field of economics and finance are appointed to the position of head of the cash-in-transit service.
Persons who have an unexpunged or unremoved conviction for crimes against the economy or against the order of management cannot be appointed to the position of head of the cash-in-transit service.
An employee bearing the responsibility for ensuring the intact storage, receipt and delivery, accounting, and use of service weapons and ammunition, as well as employees assigned service weapons and ammunition, must undergo training and retraining courses at the basis of the Military-Technical Institute of the National Guard of the Republic of Uzbekistan for organizations authorized to carry and use service weapons and special tools, and must have the corresponding certificate.
After each newly hired employee has mastered the normative documents related to cash-in-transit work, demonstrated knowledge of the material part and technical-tactical characteristics of firearms and the procedure for their use, and passed physical fitness tests, permission to work is granted by the head of the cash-in-transit service.

a note on non-disclosure of service secrets, information on the collection, transportation, and escort of cash and other valuables.
The life and health of each employee of the cash-in-transit service assigned a service weapon by the commercial bank (based on mutual agreement if organized by several banks) must be insured.
Employees of the cash-in-transit service assigned service weapons and ammunition must undergo a medical examination annually based on a contract concluded with medical institutions by the commercial bank.
The cash-in-transit service must regularly take measures to improve the professional, physical, and combat skills of employees involved in the collection, transportation, and escort of cash and other valuables, based on the requirements of normative documents. This includes conducting practical shooting exercises with assigned service weapons twice a year and measures to test employees' physical fitness once a year.
Chapter 4. Requirements for Special Vehicles of Cash-in-Transit Services
Cash and other valuables must be transported in a special vehicle with a closed body of the cash-in-transit service.
To ensure the integrity and wholeness of cash and other valuables along cash-in-transit routes, special vehicles with closed bodies must:
be equipped with boxes for placing cash and other valuables, and these boxes must be securely fixed in the interior of the special vehicle in a size and location that does not interfere with the driver's maneuvering while driving (or these boxes may be equipped in the cargo compartment of the special vehicle);
have doors locked by the driver's control, have two rows of seats, and a passenger compartment with four doors;
have a number of seats not less than 5, including the driver, and be protected from impacts from the front and rear.
have a cargo van body;
have an armored cabin and windows;
be equipped with "driver-cargo" and "driver-cargo compartment" communication equipment in the cabin;
have a locked inner grated door in the cargo compartment;
be equipped with lockable shooting apertures from the inside.
Special and armored (bronzed) vehicles may be equipped with other devices and tools to ensure the integrity (wholeness) of cash and other valuables, as well as the safety of brigade members.
The cash-in-transit service may additionally equip special and armored (bronzed) vehicles with video recorders and navigation monitoring systems.
Special vehicles used by the cash-in-transit service for the collection, transportation, and escort of cash and other valuables are registered as special vehicles of the State Road Safety Service, equipped with special blue flashing lights (beacons), audible signals (sirens), digital radio communication devices with the ability to organize a protected radio channel, bearing the cash-in-transit service logo, and painted on the exterior based on a color-graphic scheme, in coordination with the Main Directorate of Road Safety of the Ministry of Internal Affairs.
When a special vehicle is discontinued for use in the cash-in-transit service, the special blue flashing light (beacon), audible signal (siren), rapid radio communication devices, and color-graphic schemes on the exterior must be dismantled.
A copy of the drawn-up protocol is submitted to the services of the Main Directorate of Road Safety of the Ministry of Internal Affairs for deregistration of special vehicles.
The content of informational inscriptions (logos, emblems, etc.) distinguishing special vehicles of the cash-in-transit service from other vehicles is determined independently by the cash-in-transit service.
Special vehicles must fully meet requirements such as the full placement of the collector group, the number and volume of cash and other valuables, and ensuring their integrity during transportation.
In addition to brigade employees (except for escort duties), no other employees are allowed in the special vehicles of the cash-in-transit service during the collection, transportation, and escort of cash and other valuables. Furthermore, the use of these special vehicles for purposes other than collection and transportation is not permitted.
Chapter 5. Requirements for Buildings and Structures of Cash-in-Transit Services
a room for cash-in-transit service employees to prepare for routes and receive briefings;
a place (garage) for storing special vehicles;
a room for storing service weapons and ammunition, technically reinforced, equipped with alarm devices and automatic fire notification systems;
a room equipped with a device for holding ammunition for loading and unloading service weapons;
a duty collector's room equipped with stationary radio communication for rapid monitoring of the collector group's activities and safes (iron cabinets) for storing documents related to cash-in-transit work;
a room for cash-in-transit service employees to change clothes and store personal protective equipment.
Buildings (structures) must comply with current fire safety norm requirements and be in constant working condition. In this regard, conditions must be created for the safe evacuation of people, service weapons and ammunition, and material assets from the cash-in-transit building in emergency situations.
Rooms in cash-in-transit service buildings (structures) where service weapons and ammunition are stored must be technically reinforced, equipped with danger warning and guard alarm devices and automatic fire notification systems, connected to the Technical Center (Point) of the Guard Service of the National Guard of the Republic of Uzbekistan, and guarded by guard service units.
Rooms for storing service weapons and ammunition and duty rooms of the cash-in-transit service must be equipped with video surveillance devices.
Chapter 6. Control over Compliance with Requirements for the Organization of Cash-in-Transit Services
Within two days from the date the cash-in-transit service is fully organized by commercial banks (by the bank selected by them if organized by several banks), a written or electronic reference regarding the organization of the cash-in-transit service and a copy of the bank board's resolution (resolutions of the boards if organized by several banks) must be sent to the Central Bank.
Chapter 7. Final Provisions
Commercial banks and heads of cash-in-transit services are responsible in accordance with legislative acts for the organization of cash-in-transit services, the quality of service provided, and the collection, transportation, and escort of cash and other valuables and ensuring their integrity. This Regulation is coordinated with the Ministry of Internal Affairs, the National Guard, and the Ministry of Emergency Situations of the Republic of Uzbekistan.
