Added

Reporting to the Banking Supervision Department Directives

The Banking Supervision Department amends reporting directives for banking institutions and credit card companies, replacing the temporary directive on construction credit risk (888E) with a permanent quarterly reporting requirement under directive 806. The monthly balance sheet directive (821) is updated to align with public reporting standards, including the removal of specific line items and the redefinition of borrower categories. Additional technical corrections are applied to directives concerning exposure to foreign financial institutions (833), large credit exposures (810D), housing loans (877), and emergency reporting (889). These amendments enter into force on March 31, 2014.

Subject: Reporting to the Banking Supervision Department Directives

Introduction

  1. The effective date of the temporary directive Circular No. 06-2369 was set as 12.2.2013 from 23.2.2013 (quarterly) (Construction Credit Risk (888E)).
  2. In accordance with this, the current circular incorporates this directive into the "Reporting to the Banking Supervision Department Directives" collection No. 806.
  3. Concurrently, the temporary directive No. 888E is repealed.
  4. The directive No. 821 (Monthly Balance Sheet) is amended and updated to obtain information for the public and to adapt to the monthly balance sheet.
  5. The directive No. 833 (Exposure of Banking Institutions to Foreign Financial Institutions) is also updated, along with technical corrections to the directives on Large Credit Exposures (810D), Housing Loans (877), and Emergency Reporting (889-V) (Interest).

Amendments to the Directives

Directive No. 806 (Total Credit Risk in the Construction Industry (Quarterly))

  1. The temporary directive No. 888E (Construction Credit Risk) will be incorporated into Directive No. 806. The name of the directive will henceforth be "Construction Credit Risk" and the reporting will become quarterly. The current version is repealed.

Directive No. 821 (Monthly Balance Sheet)

  1. The following changes and clarifications apply to the definitions in Section 5: a. Subsections d-b are deleted and replaced with: "Private and commercial persons." b. The definition of "Resident" in subsection e (old numbering) is replaced with: "Non-resident – a resident of Israel who is not a foreigner." c. Subsections of subsection e in Section 5 are renumbered.

  2. The line "05-02 (Specialized Banking Institutions)" is deleted from sheets 05, 17, 05, 22.

  3. The line "06-04, 02 (Credit intended for deposits)" is deleted from sheets 06, 31, 33, 14.

  4. The line "06-05, 03 (Deposits intended)" is deleted from sheets 06, 27, 33, 23.

  5. The line "02 (Related companies of)" is replaced with "(Related companies of) Financial Institutions" in sheet 10 (old numbering).

  6. The line "03 (Others)" is deleted from sheet 03.

  7. The line "04 (Banking Institutions through)" is deleted from sheets 04, 02.

  8. The line "14-20 (The Reporting Entity)" is deleted from sheets 14, 20.

  9. The existing detail in lines 12-17 (old numbering) of sheet 04 is replaced with the following detail "Value of Securities": a. Israeli Government b. Foreign Governments c. Financial Institutions in Israel d. Foreign Financial Institutions e. Asset-Backed Securities (ABS) f. Mortgage-Backed Securities (MBS) g. Others in Israel h. Foreign Others All lines in the sheet are renumbered.

Explanatory Note: Adaptation to the "Reporting to the Banking Supervision Department Directives".

Directive No. 833 (Exposure of Banking Institutions to Foreign Financial Institutions (Quarterly))

  1. In Annex 1 (Country Identification Codes), the country code for Georgia (code 308) is deleted from line 4.

Directive No. 888E (Total Credit Risk in Construction (Quarterly))

  1. The reporting directive is repealed.

  1. Return of Cheques: Other Accounts and Liabilities of the Banking Institution - Continued According to the reason for return.

  2. Reporting shall be made via computer communication technology using the Internet. The reporting format is attached to the Bank of Israel.

  3. The non-financial consolidated report includes companies whose activities in Israel were consolidated in the annual financial report of the banking institution according to Section 9 of the 'Instructions for Public Reporting (Banking)' (Page 14.2-661).

a. Commercial persons and private individuals. b. Non-Israeli residents. c. Accounts from which funds can be withdrawn on demand - 'On Call' credit.

Credit granted on call and repayable on demand according to the agreement between the bank and the customer.

v. Investment companies holding non-financial assets shall be presented in the monthly balance sheet under the column 'Non-Financial Items'.

z. Creditors' Deposit - 'K.P.H'.

Interest Rate Information - Housing Loans Sheet 2-877

This sheet summarizes data from Sheet 12. (12. The credit granted during the month for residential purposes - automatically populated from previous sheets).

  1. 'Housing Loan': As defined in 'Banking Management Instructions' No. 451.
  2. 'Credit for Residential Purposes': As defined in 'Banking Management Instructions' No. 451, paragraphs 1, 2, or 4. It is clarified that this loan is for the purchase of a dwelling.
  3. 'Credit Secured by Residential Dwelling': As defined in 'Banking Management Instructions' No. 451, paragraph 3. It is clarified that this definition includes only credit secured by a residential dwelling other than the one defined in 'Housing Loan'.
  4. 'Loan-to-Value (LTV)', 'Investment Property', 'Purchase Groups': Calculated as 'Unsecured' according to the 'Instructions for Reporting to the Supervision' - 'Housing Loans' Quarterly Report No. 876.
  5. 'Interest Rate': Weighted Average Effective Interest Rate. a. The annual effective interest rate shall be calculated on an adjusted interest rate basis (i.e., interest rate). The interest rate calculation shall take into account the payment frequency. b. Interest income from credit shall be included in the effective interest rate calculation according to Section 56 of the 'Instructions for Public Reporting'.
  6. 'Anchor Rate': The rate determined according to an objective external basis, i.e., not directly affected by a fixed formula.
  7. 'Credit Granted': Reported as 'Credit Granted' in one of the following cases: a. When a new loan is granted. b. When a bank grants an additional part of a loan to an existing customer (e.g., during construction stages or parallel to payments to the seller). c. When a loan is granted for the purpose of paying an early repayment fee.
  8. 'Credit Repaid': Reported as 'Credit Repaid' in one of the following cases: a. When the loan is settled via a cancellation sheet, provided it does not affect the loan's classification as non-performing. b. When the loan is settled via a new cancellation sheet and the loan is restructured, e.g., by changing certain parameters of the loan:
  9. Change in sector (e.g., indexation).
  10. Change in interest rate conditions (e.g., variable to fixed, or change/addition of spread). Despite the above, a loan not in arrears on the monthly payment (even if temporarily frozen) shall not be included in 'Credit Repaid' (for three months).
  11. Change in the repayment period of the loan.

Emergency Reporting Sheet 2-889

  1. Reporting shall be made via computer communication technology using the Internet. The reporting format is attached to the Bank of Israel.
  2. In case of communication failure as stated in Section 9 above, the data shall be transferred to the Bank of Israel offices (Jerusalem) by 12:00 on magnetic media (Disk on Key or CD). If other instructions are given, the data shall be transferred to the Bank of Israel offices in Tel Aviv (Benjamin Nahman Street 69).
  3. 11.5 Sheets 08-10: Place the file for Sheets 08-10 under the name P_889_V.xlsm in the secure safe compartment under the partition Root\PK_masters. Additionally, place the file for Sheets 09-10 only under the name P_889_V_bbbbb_yyyymmdd_hhmm.xml in the partition Root\PRT_xml_ herum. (bbbbb - Bank Code, V - Version, yyyymmdd - Reporting Date: yyyy-Year, mm-Month, dd-Day, hhmm - Reporting Time: hh-Hour, mm-Minutes). Import the xml file into the Excel file using the appropriate button in the Excel file. Export the xml file for the Bank of Israel using the appropriate button in the file.   1. The data reported in Sheets 05-01 shall be for the previous business day, except for the day the report is sent. (See instructions for Sheet 01 - 'Large Deposits' section). The reported data shall be updated as of 10-06.

  2. The data reported in Sheets 06-10 are immediate sheets and shall be reported immediately upon any change.

  3. Sheets 07-10 are immediate sheets.

  4. Sheets 01-04 may be submitted based on reasonable estimates based on the best available information, provided that the banking institution informs the Bank of Israel of the submission deadline.

  5. It is clarified herein that if the Supervisor decides to suspend the routine supervisory reports, in whole or in part, the banking institution shall continue to send them. Otherwise, they shall be completed after the end of the emergency situation.

  6. 'Settled 'Offshore'' - 'Offshore' held by the banking institution that can be sold or liquidated by the banking institution. Settled 'Offshore' in clearing houses.

  7. 'Deposits in Banks': As defined in the 'Reporting to the Supervision of Banks' No. 827.

  8. 'Large Deposits': As defined in the 'Reporting to the Supervision of Banks' No. 827.

Example: If the report is sent on the 15th of the month, the data for Sheet 05-01 shall be for the 14th of the month (previous business day). The data for 'Large Deposits' shall be for the 13th of the month (ref. Section 12 above).
