Subject: Reporting to the Banking Supervision Department Directives
Introduction
In order to improve the data on housing loans and loans for residential purposes, Directive No. 876 (Housing Loans - Monthly) was amended to align with the Public Treasury report.
Additionally, Directive Nos. 809, 810, 810A, and 810D were updated regarding the amendments to the directives.
The changes are as follows (Quarterly Provision - Directive No. 809):
a. In Directive No. 317, under "Risk Characteristics of the Borrower (Information on the Borrower's Funds)," replace "Column 3" with "Appendix to Directive No. 311 (Obligation to Receive Debt Report)."
b. In Directive No. 317, replace "Floor Liability" in row 01 with "Floor Liability according to Directive No. 311."
Explanatory Remarks
Following the publication of Management Directive No. 2357 dated 23.12.2012, which published and repealed Banking Management Standard No. 311, references in Directive Nos. 316, 317, and 809 were updated.
(Quarterly) (HMT-linked) (Credit Risk with Borrowers - Directive No. 810A)
In Section 17 of Directive No. 316, replace "Borrower Rating" with "Report Borrower Rating."
In row 02 of Table 01, if the reporting institution does not have an existing credit rating for the borrower's credit, record "NA" for "Borrower Credit Rating." Replace "Borrower Rating" with "Borrower's Credit Rating."
Explanatory Remarks
Following the publication of Management Directive No. 2357 dated 23.12.2012, which published and repealed Banking Management Standard No. 311, references in Directive Nos. 316, 317, and 810A were updated.
(Quarterly) (Large Exposures - Directive No. 810D)
Clarifications.
In Section 5 (Definitions), the definition of "Borrower with Large Exposures" was updated and added.
In Section 6(1b), "Borrowers controlled by" was repealed, and "No obligation to report on banking entities reported as part of the banking group" was added.
After the words "For all borrower groups," add "Group Code" (as specified in Appendix 01, paragraph b). The rest of this section does not apply.
Explanatory Remarks
(Weekly) (Internal Pricing for Interest Rate Purposes - Directive No. 830)
In Section 4 (Reporting Method), after the words "Name of the file to be sent by the banks," add additional details. The file name should be ribXXddmmyy.xls, where XX indicates the Bank Code. The ending remains unchanged without modification.
In Section 7 (Definitions and Clarifications), after Section 8, add: "In cases where there is no data in a specific range, record 'ND' (No Data) in the relevant cells where the bank is closed."
In Tables 01-04, add a column for reporting dates in addition to the reporting day details. When dd/mm/yy, dd is the day, mm is the month, and yy is the year.
(Monthly) (Profit and Loss - Directive No. 832)
Explanatory Remarks
Correction of error.
(Monthly) (Housing Loans - Directive No. 876)
In columns 05 and 03, replace "Overdue by more than 90 days" with "Overdue by 90 days or more."
The changes in Table 06 are as follows:
a. "Number of Loans" in rows 06-12 (new numbering) and rows 06-10 (old numbering) are repealed. Rows 07-11 become (new numbering).
b. After column 07, add a new column "Overdue by 30 to 89 days" for loans secured by residential property. The numbering of columns 09-14 remains unchanged.
c. In column 01, replace "Over 3 months to 6 months" with "Over 30 days to 3 months."
d. In columns 02 and 09, replace "Over 6 months to 6 months" with "Over 90 days to 6 months."
Explanatory Remarks
The requirement for detailed information on the number of overdue loans is intended to assist in analyzing developments in the mortgage market. The remaining changes align with the Reporting to the Banking Supervision Department Directive.
Commencement
The amendments to Directive No. 809 commence on 1.1.2014.
The amendments to Directive No. 876 commence from the report dated 30.9.2013.
The commencement of the amendments to the other directives is from the date of publication of this circular.
