The resolution adds an eighth transitional article to the General Provisions applicable to credit institutions, stipulating that Annex 24 enters into force six months after the publication of the instrument in the Official Gazette. This extension allows credit institutions additional time to verify the absence of liens on goods via the Unified Registry of Movable Guarantees and the Unified Registry of Certificates, Warehouses, and Goods when granting secured credits. The resolution itself enters into force the day following its publication in the Official Gazette.

RESOLUTION modifying the General Provisions applicable to credit institutions
A seal bearing the National Coat of Arms, which reads: United Mexican States.- Ministry of Finance and Public Credit.- National Banking and Securities Commission.
The National Banking and Securities Commission, based on Articles 76 and 96 Bis of the Credit Institutions Law, as well as Articles 4, fractions XXXVI and XXXVIII, and 16, fraction I of the National Banking and Securities Commission Law, and
CONSIDERING
That it is opportune to extend the deadline for credit institutions to consider, in the granting of credits secured by real guarantees and other assimilable instruments, the obligation to have evidence of having consulted the Unified Registry of Movable Guarantees referred to in the Commercial Code and the Unified Registry of Certificates, Warehouses, and Goods referred to in the General Law of Organizations and Auxiliary Activities of Credit, with the purpose of determining whether the goods are free of liens or not, has resolved to issue the following:
RESOLUTION MODIFYING THE GENERAL PROVISIONS APPLICABLE TO
CREDIT INSTITUTIONS
SOLE.- Article EIGHTH TRANSITIONAL is ADDED to the "Resolution modifying the General Provisions applicable to credit institutions", published in the Official Gazette of the Federation on January 6, 2017, to read as follows:
"EIGHTH.- Annex 24 of the General Provisions applicable to credit institutions, which is replaced by this Resolution, will enter into force six months following the date of publication of this instrument in the Official Gazette of the Federation."
TRANSITIONAL
SOLE.- This Resolution will enter into force the day following its publication in the Official Gazette of the Federation.
