1. This Regulation establishes the status, main tasks, functions, rights and obligations, and organizational foundations of the activities of the National Agency for Promising Projects of the Republic of Uzbekistan (hereinafter referred to as the Agency). The Agency is a state institution with the rights of a legal entity, has a seal and letterhead with the image of the State Emblem of the Republic of Uzbekistan and its name, personal treasury accounts in the Single Treasury Account for extra-budgetary funds formed from the budget and state duties and other fees specified by legislation, and account numbers in commercial banks of the Republic of Uzbekistan for grants, loans, debts, and charitable donations. The Agency is the authorized body for regulating the circulation of crypto-assets, the capital market and insurance market, e-commerce, the organization of lotteries and games of chance on the Internet global information network, and betting activities, including licensing, permitting, and notification procedures. 4. In its activities, the Agency adheres to the Constitution of the Republic of Uzbekistan and laws, decrees of the Chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, decisions, and orders of the President of the Republic of Uzbekistan, this Regulation, and other legislative acts. 5. developing and implementing unified state policy in the fields of crypto-asset circulation, capital market and insurance market, e-commerce, organization of lotteries and games of chance on the global Internet information network, and bookmaking activities (hereinafter referred to as regulated sectors);

ensuring compliance with the rights and legitimate interests of investors in the fields of crypto-asset circulation and capital market;

exercising control over the activities aimed at protecting the rights and legitimate interests of participants in insurance relations of professional participants of the insurance market;

participating in the development and implementation of measures to combat the legalization of proceeds from criminal activity, financing of terrorism, and financing of the proliferation of weapons of mass destruction;

8. Participants in the special regime, after being registered in the established manner, implement pilot projects in the field of crypto-asset circulation without obtaining documents with a licensing or permitting nature. 9. The activities of participants in the special regime, as well as their contractual relations with other subjects in the framework of implementing pilot projects, are regulated by legal regimes established by the normative legal acts of the Agency. Submit comments on the document Listen to audio Obtain a reference from a document element The maximum value of contracts (offers, agreements) concluded by participants in the special regime for the provision of services to residents or non-residents of the Republic of Uzbekistan, as well as the limited number of customers for pilot projects implemented within the special regime, must be agreed upon with the Agency. 11. The period for implementing pilot projects within the special regime must not exceed three years. Submit comments on the document Listen to audio Obtain a reference from a document element After the specified period, the Agency adopts a decision to remove pilot projects from the special regime by introducing amendments and additions to the current legislative acts, and either spreading relevant norms to regulate relations throughout the territory of the Republic of Uzbekistan (if the results of the pilot projects are assessed positively) or terminating the pilot project with the indication of relevant grounds.
