Resolution on Amendments to the Regulation on the Procedure for Commercial Banks to Grant Loans to Farmer Holdings Pledged with Future Harvest
The Central Bank of Uzbekistan approved amendments to the Regulation on the procedure for commercial banks to grant loans to farmer holdings pledged with future harvest. The amendments authorize commercial banks to establish preferential interest rates for these loans, permit payments for harvesting grain and collecting cotton raw materials, and recommend that the maximum loan amounts for financing specific crop cultivation costs be determined based on annually approved agrotechnical cards by the Ministry of Finance and the Ministry of Agriculture and Water Resources. These changes were coordinated with the Ministry of Finance, the Ministry of Agriculture and Water Resources, the State Committee for Management of State Property and Support of Entrepreneurship, the State Committee for Land Resources, Geodesy, Cartography and State Cadastre, and the Union of Peasant and Farmer Holdings.

RESOLUTION OF THE BOARD OF THE CENTRAL BANK OF THE REPUBLIC OF UZBEKISTON
ON AMENDMENTS TO THE REGULATION ON THE PROCEDURE FOR COMMERCIAL BANKS TO GRANT LOANS TO FARMER HOLDINGS PLEDGED WITH FUTURE HARVEST

This resolution was removed from the state register based on the Order of the Minister of Justice of the Republic of Uzbekistan dated August 19, 2019, No. 347-mh "On Removing Departmental Normative Legal Documents from the State Register" (registration number 1337-5, August 19, 2019).
Based on the Laws of the Republic of Uzbekistan "On the Central Bank of the Republic of Uzbekistan" and "On Banks and Banking Activity", the Board of the Central Bank resolves:

Add amendments to the "Regulation on the Procedure for Commercial Banks to Grant Loans to Farmer Holdings Pledged with Future Harvest" (April 16, 2004, registration number 1337 - Collection of Legislation of the Republic of Uzbekistan, 2004, No. 15, Article 182) attached hereto.

This resolution enters into force ten days after the date of registration with the Ministry of Justice of the Republic of Uzbekistan.

Amendments to be made to the Regulation on the Procedure for Commercial Banks to Grant Loans to Farmer Holdings Pledged with Future Harvest
Paragraph 4 shall be supplemented with the following new paragraph:
"Commercial banks have the right to decide on establishing preferential interest rates for these loans."
- Paragraph 5 shall be supplemented with the following new paragraph after the fifth paragraph:
"Payments for harvesting grain crops and collecting cotton raw materials."
Paragraph 10 shall be supplemented with the following new paragraph:
"In this regard, it is recommended that the maximum amount of loans granted for financing each type of crop cultivation costs specified in Paragraph 5 of this Regulation be determined based on agrotechnical cards approved annually by the Ministry of Finance and the Ministry of Agriculture and Water Resources of the Republic of Uzbekistan for each harvest."
- These amendments were coordinated with the Ministry of Finance, the Ministry of Agriculture and Water Resources, the State Committee for Management of State Property and Support of Entrepreneurship, the State Committee for Land Resources, Geodesy, Cartography and State Cadastre, and the Union of Peasant and Farmer Holdings of the Republic of Uzbekistan.
