The Superintendence of Banking, Insurance and Private Pension Fund Administrators eliminates the submission of the Credit Operations Report (RCO) and the Co-debtor Report (RCCOD) by financial system companies. It modifies Chapter V of the Accounting Manual by deleting Annexes 5-C, 5-C', and Report 33, while adjusting submission deadlines for Annexes 9, 16-A, and 16-B to 17 calendar days after the close of the relevant month or quarter. Additionally, it updates the External Audit Regulation to specify that financial statements must correspond to formats established by the Superintendence, repeals Resolution SBS No. 6413-2014, and sets the effective date for most provisions as June 1, 2019.

CONSIDERING: That, through Resolution SBS No. 895-98 of September 1, 1998, and its modifying norms, the Accounting Manual for Companies of the Financial System, hereinafter Accounting Manual, was approved; That, the aforementioned complementary information is composed of the annexes and reports contained in Chapter V of the Accounting Manual; That, this Superintendence has requested information regarding the implementation of the Credit Operations Report – RCO; That, through Resolution SBS No. 6413-2014 of September 26, 2014, the Procedures for the Registration of Credit Information reported in the Co-debtor Report and for Rectifications of Complementary Information were approved; That, subsequently, through Resolution SBS No. 3362-2017 of August 23, 2017, the deadline for the implementation of the Co-debtor Report was modified; That, through Resolution SBS No. 17026-2010 and its modifying norms, the External Audit Regulation was approved; That, it is necessary to improve the use of information supplied by companies in the supervised systems, in order to achieve greater efficiency in the use of resources and to assist in the better supervision and analysis by this Superintendence; That, this Superintendence, in the process of resource optimization, has deemed it convenient on this occasion to eliminate and modify the submission deadlines for certain Annexes and Reports applicable to financial system companies; as well as certain information regarding credits; With the approval of the Adjunct Superintendencies of Banking and Microfinance, Insurance, Private Pension Fund Administrators, Economic Studies, Risks, and Legal Advice; and, In exercise of the powers conferred by items 7 and 13 of article 349 of the General Law of the Financial System and of the Insurance System and Organic Law of the Superintendence of Banking and Insurance, Law No. 26702 and its amendments; and, in accordance with the exception conditions established in item 3.2 of article 14 of Supreme Decree No. 001-2009-JUS;
RESOLVES: Article First.- Modify Chapter V of the Accounting Manual, as indicated below:

The elimination of Annexes No. 5-C and 5-C’, as well as Report No. 33, is without prejudice to the fact that this Superintendence may request the necessary information from companies, at the time it deems convenient, for the purposes of developing its inspection powers. Likewise, said elimination does not exempt companies from the obligation to comply with the prudential provisions established in the respective norms.

Companies must present via the External Capture and Validation Submodule (SUCAVE) to the Superintendence, the aforementioned Annexes, within seventeen (17) calendar days following the close of each month or quarter, as applicable.
Article Second.- Eliminate the submission of the "Credit Operations Report" (RCO).
Article Third.- Eliminate the submission of the "Co-debtor Report" (RCCOD).
Article Fourth.- Modify the External Audit Regulation approved by Resolution SBS No. 17026-2010 and its modifying norms, according to the following:
Incorporate into article 9 Information to be submitted to the Superintendence, as the last paragraph, the following text:
"Article 9.- Information to be submitted to the Superintendence (...) The financial statements referred to in item a) shall correspond to the formats established by the Superintendence in the corresponding accounting norms."
Article Fifth.- This resolution enters into force as of June 1, 2019, except for what is established in Article Third, which enters into force the day following publication in the Official Gazette El Peruano. Likewise, the day following the publication of this Resolution in the Official Gazette El Peruano, Resolution SBS No. 6413-2014 and its modifying and complementary norms are repealed.
