The National Bank of Belgium sets the countercyclical tier 1 common equity capital buffer rate for relevant credit exposures to counterparties established in Belgium at 0%. This rate is automatically renewed every three months, starting three months after the regulation enters into force on 1 January 2016. The regulation applies to credit institutions subject to the supervision of the National Bank of Belgium under the law of 25 April 2014.

We have decided and decide:
Article 1. The regulation of 24 November 2015 of the National Bank of Belgium on the determination of the countercyclical tier 1 core capital buffer percentage, attached to this Decree, is approved.
Art. 2. This Decree shall enter into force on 1 January 2016.
Art. 3. The Minister responsible for Finance is charged with the execution of this Decree.

Decides:
Countercyclical buffer rate
Article 1. In application of Article 5, § 2 of Annex IV to the law of 25 April 2014, the Bank sets the countercyclical tier 1 core capital buffer rate for relevant credit exposures to counterparties established on Belgian territory, as referred to in Article 5, § 1, of the same Annex, at 0%.

Countercyclical buffer rate
Article 1. In application of Article 5, § 2, of Annex IV to the law of 25 April 2014, the Bank sets the countercyclical tier 1 common equity capital buffer rate for relevant credit exposures to counterparties established on Belgian territory, as referred to in Article 5, § 1, of said Annex, at 0%.
