The Royal Decree formally designates the settlement system operated by BNY Mellon CSD (enterprise number 501 804 457) as a settlement system within the meaning of the Law of 28 April 1999. This designation follows a positive opinion from the National Bank of Belgium dated 10 July 2013 regarding the request to recognize the system as governed by Belgian law. The decree enters into force on the day of its publication in the Belgian State Gazette, and the Minister of Finance is charged with its execution.
Art. 7. Repealed are: — the Royal Decree of 29 December 2010 concerning the fiscal system of manufactured tobacco; — the Royal Decree of 9 January 2012 concerning the fiscal system of manufactured tobacco. Art. 8. This Decree enters into force on 1 July 2013, with the exception of Article 2, which enters into force on the day of the entry into force of Article 9 of the Programme Law of 28 June 2013. The settlement system managed by the Belgian law public limited company BNY Mellon CSD, enterprise number 501 804 457, is designated as a settlement system within the meaning of the Law of 28 April 1999 implementing Directive 98/26/EC of 19 May 1998 concerning the finality of settlement in payment and securities settlement systems. Art. 2. This Decree enters into force on the day on which it is published in the Belgian State Gazette. Art. 3. The Minister responsible for Finance is charged with the execution of this Decree.
