TERMS OF REFERENCE FOR TRAINING EVENTS

INTRODUCTION

The Federal Budget and Fiscal Responsibility Law (LFPRH) in its article 77 establishes that in the Expenditure Budget

the programs that must be subject to Rules of Operation will be indicated with the object that the application of public resources is

carried out based on criteria of efficiency, effectiveness, economy, honesty and transparency.

The granting of the support provided for in these Rules of Operation will be subject to the budgetary resources included for such

purpose in the cash flows of the trusts that make up the Trusts Established in Relation to Agriculture (FIRA) in accordance with

what was approved in the Expenditure Budget of the corresponding year and/or in accordance with the budget that FIRA assigns with resources from its

patrimony, and under the terms approved by the Technical Committees of FIRA.

The trusts that make up FIRA will allocate resources to each of the support that these Rules of Operation comprise, which

may be redistributed among each of them based on the demand observed. In this document

the manner in which the various support of the trusts that make up FIRA (FONDO, FEFA, FEGA and FOPESCA) will operate is established.

These Rules of Operation have the purpose of achieving greater financial inclusion of producers, seeking to facilitate

their access to formal financing; promote the increase in productivity, efficiency and profitability of their businesses, and promote

responsible and sustainable development of the agricultural, forestry, fisheries, food and rural sectors.

The support referred to in these Rules of Operation are the following:

These Rules of Operation are subject to the regulations approved by the Technical Committees of FIRA and contained in the

dispositions, manuals and operating procedures issued by the Trusts, to the policies and criteria issued by the

Secretariat of Finance and Public Credit and the Bank of Mexico in their capacity as trustee, to the contractual stipulations celebrated

between the Trusts and the Participating Financial Intermediaries, as well as to the other applicable legal provisions.

Link with the Results Indicator Matrix

The progress and results obtained from the operation of the support included in these Rules of Operation will be measured

with the strategic and management indicators designed for this purpose.

Alignment with the objectives of the National Development Plan 2025 - 2030

The Support referred to in these Rules of Operation will be executed observing the priorities and axes of public policy

established in the National Development Plan 2025 - 2030.

OBJECTIVES

Promote financial inclusion and reduce access barriers to financial services for producers, with emphasis on those of

smaller scale, as well as promote the increase in productivity and efficiency in all links of the value chains of

the countryside, and contribute to the development of a responsible and sustainable agricultural, forestry and fisheries sector.

GUIDELINES

The delivery of support must always adhere to the principles of impartiality in the use of public resources and equity in order to

contribute to avoiding actions that could generate pressure on the electorate, as well as the improper use of social programs.

The support provided for in these Rules of Operation will have national coverage, except for training services and

commercial or technological missions which can also be carried out abroad.

Applicants for the support referred to in these Rules of Operation must identify themselves through the Federal Taxpayer Registry key (RFC) in the case of legal entities or the Unique Population Registry Key (CURP), in the case

of natural persons.

FIRA may verify the budgets and quotes presented by applicants, based on the prevailing conditions in the

market that corresponds, as well as the list of beneficiaries and the receipts of expenses incurred. If necessary, FIRA may

request additional information to further support the judgment of the application in question.

Support will not be authorized to applicants, natural or legal persons, who have caused patrimonial damage to any of the

trusts that make up FIRA, or participated as partners or as members of the administration bodies of

Financial Intermediaries that have caused patrimonial damage to any of such trusts.

It will not be eligible for support the contracting of specialized services between the respective providers (suppliers) and the persons

natural and/or legal applicants, whose partners and/or directors are common, as well as in those that may result in some benefit for

collateral relatives up to the fourth degree by affinity.

The enrollment fee for training services may be eligible for support, when it is considered in the budget of

whoever provides the services, and must be Higher Education Institutions, Technology Development Centers (CDT's),

Financial Intermediaries, Technological Change Agents or External Providers of Specialized Services previously registered

by FIRA.

Applicants must grant power and authorization to FIRA so that, through the Internet page established for this purpose by the

Secretariat of Finance and Public Credit, it requests and obtains from the Development Banking Institutions, and the public trusts

constituted by the Federal Government, the information that shows that said applicant has not caused loss or sanction to the

referenced financial entities derived from any credit operation, in terms of Annex 1 "Authorization to verify possible

losses or sanctions to development banking" of these Rules of Operation.

Likewise, the applicant must be up to date in their tax obligations (SAT), as well as in social security (IMSS) and

in matters of employer contributions and full payment of discounts (INFONAVIT).

The national training events referred to in these Rules may be developed by the CDT's that

FIRA has or by providers that are registered with FIRA as external providers of specialized services.

The training events eligible for support will be focused on fulfilling the purpose of achieving greater financial inclusion

and increasing the productivity and efficiency of producers and companies of the Agricultural, Forestry, Fisheries, Food and

Rural Sectors, as well as incentivizing the responsible and sustainable development of their productive projects. Considering the terms of reference

(Annex 13); as well as the events that FIRA publishes on its Internet page.

Applications that meet the eligibility criteria and all the established requirements will be attended to according to the order

chronological of their presentation, and based on the budgetary availability of resources.

Applications from National Organizations and National Product Systems will be attended to by FIRA prior to presentation of the

annual work plan that considers the development of productive projects eligible to receive the support granted by FIRA, events for the

integration of producers into value networks or events related to the development of administrative, productive or

marketing capacities, with the aim of establishing priorities of attention in accordance with their eligibility and availability of resources. In these

cases, applicants for support for training events must inform, in the following exercise in which they were supported,

of those projects in which their members had obtained FIRA financing, funding or guarantee, under the commitments

agreed in the annual work plan presented and considering the priorities and axes of public policy established in the National

Development Plan 2025 - 2030, specifically related to the orientation of support to regional programs and projects of high

social, economic and technological impact, if applicable FIRA will not authorize new training events. The support of this

Program cannot be used for political purposes.

External Providers of Specialized Services that are required for the provision of Formulation, Evaluation, and

Project Management Services, as well as Credit Follow-up and Supervision, must be enabled by FIRA.

Likewise, External Providers of Specialized Services that develop Training functions in the

"National" modality, Advisory or Consulting must be registered in FIRA. In the case of trainers in the national modality, who are

members of Financial Intermediaries or subcontracted by them, or trainers who are members of Higher Education Institutions

or subcontracted by them, they will not need to be registered with FIRA as external providers of specialized services, as long as

there is the approval of the first authorized instance.

In these cases, they must present the information published on the FIRA portal, www.fira.gob.mx. The Subdirection of Programs and

Projects will be in charge of updating the information published on the official FIRA page. www.fira.gob.mx.

For the case of training events that are offered to the general public, such as Forums, Congresses, Seminars, Courses or

Workshops, among others, in which there is interest on the part of FIRA to support its current and/or potential clients to participate in

these events, service providers must be included in the directory of FIRA training institutions. In these cases

the item of Registration established by the organization, company or entity that coordinates this type of event may be covered and the registration of the speakers or trainers will not be required as long as there is the approval of the authorized instance

immediate superior, based on the relevance and potential impact that the event represents for the boost of productive projects and/or of

financing.

Exceptionally, the support contained in these rules may be modified in their established conditions, or

new support may be included, which will be subject to the authorization of the Technical Committees of FIRA.

3.1.

PROGRAM

3.1.1.

SUPPORT TO PROMOTE FINANCIAL INCLUSION

3.1.1.1.

INSTITUTIONAL STRATEGIES

a.

Design financial products that adapt to the needs of producers to increase financial inclusion,

particularly that of vulnerable groups and women.

b.

Strengthen the channels through which financial services are offered to producers.

c.

Reduce information barriers and lack of collateral regarding producers.

d.

Incentivize among producers the use of financial services for risk management.

e.

Promote among financial intermediaries the protection and financial education of the user of financial services.

3.1.1.2.

SPECIFIC OBJECTIVES

a.

Increase the base of credit subjects, for their insertion into financing.

b.

Provide the target population with the necessary knowledge for the formation of credit subjects and structuring of

projects, in order for them to develop their businesses, based on the quality of their resources, processes and good practices

business.

c.

Contribute to the development of the supply of financial services in the Agricultural, Forestry, Fisheries, Food and Rural

Sectors to facilitate access to formal credit to the target population of FIRA.

d.

Induce the strengthening of accredited in direct operation, Parafinancial Companies and Financial Entities, and the use of

integral risk management schemes.

3.1.1.3.

TARGET POPULATION

3.1.1.3.1.

Target population

Natural or legal persons who carry out activities in the agricultural, forestry, fisheries, food and rural sectors, who

do not have or have limited access to formal financing and can be credit subjects of the Financial Intermediaries that operate

with FIRA.

Additionally, accredited who operate directly with FIRA, as well as Parafinancial Companies and Financial

Entities, that operate FIRA financial services, and natural or legal persons who participate in financing projects

eligible for support in financial cost reduction and support to the price of the guarantee service.

3.1.1.3.2.

Other eligible applicants or beneficiaries.

Also eligible for support are External Providers of Specialized Services that participate in the development of the market of

advisory and consulting and other companies that offer their services in the Agricultural, Forestry, Fisheries, Food and Rural Sector,

whether or not they are credit subjects of FIRA; academics, professionals, students and graduates of Universities, who participate in support to

such sectors.

3.1.1.4. CHARACTERISTICS OF THE SUPPORT

3.1.1.4.1.

Support for natural or legal persons who carry out activities in the agricultural, forestry, fisheries,

food and rural sectors, who do not have or have limited access to formal financing and can be credit subjects

of the Financial Intermediaries that operate with FIRA; as well as External Providers of Specialized Services that

participate in the advisory and consulting market and other companies that offer their services for the Agricultural Sectors,

Forestry, Fisheries, Food and Rural; academics, professionals, students and graduates of Universities, who participate

in support to such sectors:

Training Services

a.

Promotion of Organization, Financing and Technological Development

·

Realization within national territory of events for the promotion of FIRA programs, services and support, of the

Financial Intermediaries and of other entities that attend to the target population of FIRA, as well as thematic

related to innovations and technology transfer. Also included are events requested by the

National and Regional Organizations of Producers, the National Product Systems, the Promoting Organizations,

the plans of producer organizations and companies and topics related to Social Oversight, among others.

b.

National and Foreign Training

·

Determine the most appropriate legal organization figure for producers, based on legal, fiscal and

accounting aspects and for the organization of producers of the target population with potential to be credit subjects.

·

Financial Education: elements related to the obtaining, operation and fulfillment of obligations of the

financing; the options available to access credit and execute schemes for its massification, as well as topics

related to savings, insurance and guarantee funds, among others.

·

For the organization of producers of the eligible population with potential to be credit subjects. FIRA may

provide this service in its CDT's, or through technical-financial cooperation agreements, or collaboration with

Higher Education Institutions, External Providers of Specialized Services, Technological Change Agents,

Entities or Public Institutions.

·

For the realization of diagnoses, strategic and business plans, accounting, and fiscal requirements,

legal, labor, administrative, financial.

·

For the comprehensive evaluation of the company, the elaboration of the productive project, and the basic business plan, which allows access to sources of formal financing.

·

To acquire knowledge about mechanisms for project and risk management such as: contingencies

climatic, financial, commercial or of another type.

·

For training of natural persons so that they can operate systems, technological platforms, administration of

processes, transactions and other aspects related to the control of correspondents.

c.

Strengthening of external providers of specialized services

·

To strengthen the competencies of external providers of specialized services, through acquiring or updating

knowledge and skills that identify, promote and induce the organization of producers and their formation as

credit subjects; as well as knowledge and training in formulation, management, follow-up and evaluation of projects,

financial services in their different modalities and mechanisms for project and risk management, schemes

of financing and/or others through which they can influence the increase in financial inclusion.

·

For the formation of technical advisors who attend in the field the lines of production, value networks and/or

business schemes defined by FIRA, that take advantage of the development opportunities identified in diagnoses or

network mappings, that contribute to the processes of financial inclusion.

d.

Training Stages

·

To develop capacities and competencies in productive, technical, business and financing aspects,

of graduates and students in their last year, of Higher Education Institutions, in careers linked to the sectors

agricultural, forestry, fisheries, food and rural, through training stages. These may be carried out in

companies, organizations, financial intermediaries, external providers of specialized services, institutions of

higher education, technology development centers, technological change agents and entities or public institutions.

·

For professionals up to 3 years of graduation and students in their last year of studies, of Higher Education

Institutions, of bachelor's or postgraduate degrees related to the agricultural, forestry, fisheries, food and rural sectors;

without outstanding subjects, with an average of at least 80 on a scale of 100 or its equivalent in other scales.

Advisory Services

Advisory services will be granted to producer organizations and/or companies who will present the application for support.

Likewise, for the case of unorganized producers, in the advisory and technical consultant modalities, the applications may be

managed by the external provider of specialized services, by the tractor company or parafinancial company

Support may be covered as a reimbursement to beneficiary producers, or to external specialized service providers as direct payment for the provision of advisory services, or to the tractor company or the parafinancial company for the payment of advisory services.

a. Advisor · To enable technical advisors to organize producers, in the areas of technology transfer; financial education; development and operation of organizational and technological schemes, and business models, among others. · To enable advisors to accompany currently and/or potentially accredited producers on issues related to financial inclusion, such as advice on managing new financing appropriate to productive capacities, investment requirements and production cycles according to estimated dates and volumes of production; accompaniment in the administration and monitoring of existing credits for planning and programming amortization payments in order to foresee resource sufficiency on scheduled payment dates; identifying priority investment needs with the greatest impact on the profitability of producers' companies, among others.

In cases where external specialized service providers whose services are oriented towards financial inclusion topics, without participating in technical accompaniment in primary activity, they will not need to present Annex 3D Advisory Plan, and in substitution, they must present a service offer plan in free format, describing the services they will provide based on a calendarized program of activities, as well as proposed goals in terms of financial inclusion. The FIRA office that operates the support will be responsible for validating the service offer plan.

b. Technical Consultant · To enable specialized technical consultants to promote and execute the design, structuring, establishment, operation, coordination, supervision and development of business schemes, based on the result of the diagnosis or mapping of value networks and/or projects of interest to FIRA.

c. Formation, management, processing and registration of legal figures · For the formation, management, processing and registration of legal figures; as well as for modifications related to constitutive acts and notarized powers. · In the case of producer groups not formally constituted, the application may be presented by the person(s) who in the process of constitution of a legal figure is(are) named to protocolize the constitutive act, to whom(them) the reimbursement of the support will be made, or alternatively, direct payment can be made to the provider of the legal service for the registration or modification process of the legal figure, without requiring this provider to be registered. · In the case where the participation of an external specialized service provider registered with FIRA is required, this provider may present the billing for the legal constitution process, considering, if applicable, coordination expenses up to 15% of the direct cost of the registration or modification of the legal figure.

Consulting Services

a. Consulting · For the elaboration of diagnoses focused on the design and implementation of business and/or organization and financing models, and others that facilitate access to formal financing. · For market research and development, the conduct of market studies, marketing strategies and/or promotion, and the contracting of specialized information services, as well as activities that allow contributing to the identification and structuring of regional impact projects such as supplier development programs, among others.

Specialized Technology Services for Producers

a. Information for producers · For producers (individuals or corporations) or tractor companies participating in a PDP so that they pay for technologies that allow them to access and/or compare financial services. · For the payment of subscriptions or rental of systems, which impact the financial inclusion of the target population.

b. Technologies provided by specialized companies · For payment to companies offering platforms and/or equipment to provide information and/or services to producers that allow them to access and/or compare financial services, impacting the financial inclusion of the target population. · For companies that develop digital service platforms regarding product traceability and/or commercialization of inputs and/or products, for the benefit of producers in the target sectors.

The support for this Service may also be granted to external specialized service providers who participate by giving technical accompaniment to producers through the Advisory Service on the use and application of computer technologies.

In both modalities, the granting of support will be reviewed annually and its continuity will depend on current and/or potential results in meeting institutional priority objectives.

Services for Project Formulation, Management and Monitoring

a. Project Formulation, Management and Monitoring · For the formulation and management of investment projects involving refaccionary credit for producers from the segments of Microenterprise, Family Business and Small Enterprise; as well as for the first working capital credit of new credit subjects belonging to the aforementioned segments. The management must contemplate: the integration of credit files, the corresponding procedures before Financial Intermediaries until their discounting with FIRA, and the field monitoring of the application of the credit. The result of said monitoring must be delivered to FIRA.

Supports for accredited entities operating directly with FIRA, as well as Parafinancial Companies, and Financial Entities operating FIRA financial services, and individuals or corporations participating in financing projects eligible for support in reducing financial costs and support for the price of the guarantee service:

National and Foreign Training Services · To inform accredited entities operating directly (AOD), Parafinancial Companies (EP), and Financial Entities (EF), about programs, regulations, products and services related to FIRA, as well as other tools, skills and knowledge that allow them to develop and strengthen their capabilities related to the structuring and evaluation of projects, as well as training in promotion and sale of FIRA products and services and/or those of accredited entities operating directly, EP and/or EF, including training in the operation of systems, technological platforms, process administration, transactions and other aspects related to correspondent control. · To enable AOD, EP and EF to train and/or certify competencies of their executives and operators, related to the credit process; to design and develop financial products that satisfy the needs of rural sector companies, as well as those to start or improve operations with Credit Information Societies. · Development structure to Strengthen the administration and monitoring of the agribusiness and rural portfolio through a structure that performs functions linked to the attention of said portfolio; in financial intermediaries operating directly with FIRA. Graduates of Higher Education Institutions with up to 5 years since completion of their studies will be eligible; with accreditation as credit supervisor or evaluator.

Consulting Services · To enable AOD, EP and EF to contract services for the elaboration of diagnosis, strategic plan, operational strengthening plan, financial, business and marketing plan; supervision and audit strengthening and attention plan; design and development of financial products, corporate governance strengthening, manuals, credit methodologies, PDC, integrated risk management systems, anti-money laundering and terrorist financing prevention systems, development of electronic infrastructure allowing efficient and secure financial transactions; as well as, services from specialized companies for portfolio analysis and valuation. · To enable non-bank accredited entities operating directly and/or without direct operation (Structured Schemes, Financial Intermediaries in Development, Family Agriculture Program) to contract credit corporate risk rating and/or financial asset administrator services, with rating agencies authorized by CNBV. · To cover costs derived from the instrumentality of vehicles defined in the Securities Market Law, such as securitization of the portfolio, among others. For non-bank accredited entities operating directly and/or instruments that have some product authorized by FIRA Technical Committees. Consultants and/or service providers participating in the structuring and instrumentality of these vehicles will not need to be registered with FIRA as external specialized service providers. · In the case of EP, a diagnosis and strengthening plan for conversion to Financial Entity must be prepared, for the contracting of the accredited entity information system, with one of the credit societies authorized by CNBV.

To facilitate the supply of financial services in the rural sector

a. Computer technologies to expand financial service coverage · For accredited entities operating directly, including Financial Intermediaries in Development and intermediaries operating through the Financial Services to Non-Bank IF scheme via Financial Intermediaries operating directly. · For rental of information systems, computer technologies, applications, licenses, acquisition of technological infrastructure or any other concept, that allow making financial transactions efficient, facilitating the supply of financial services in the rural area.

b. Opening of Correspondents · Support for accredited entities operating directly with FIRA and financial intermediaries in development, authorized by financial authorities to establish correspondents, may receive support for the development of systems or technological platform to administer processes, transactions and control of correspondents, eligible support concepts will be published on the FIRA website www.fira.gob.mx. · The correspondent may be contracted by a correspondent administrator on behalf and order of an accredited entity operating directly or a financial intermediary in development. In such cases, support may be granted to Accredited Entities Operating Directly and Financial Intermediaries in Development for the payment of correspondent services managed by specialized providers. · Applicants who have received similar supports from the Federal Government will not be eligible. · In the case of specialized service providers for correspondent services belonging to the same business group as the financial intermediaries applying for support, they must present the respective approval of the celebration of operations, by the board of directors or committee established for this purpose and under the conditions established in applicable legislation.

Reduction of financial costs (interest rate) For producers who are credit subjects of Financial Intermediaries or EP or EF, with FIRA funding, concerning the following programs: Permanent Program for zones affected by natural disasters, Special Program for Financing Priority Population, Support Program for Family Agriculture (PROAF) and Projects that contribute to mitigating price volatility, according to the criteria established by FIRA.

a. Permanent Program for zones affected by natural disasters. Eligible Credits: All operations discounted with FIRA, for the entire duration of the credit.

b. Special Program for Financing Priority Population. Eligible Credits: Working capital credits, refaccionary credits and financial leasing operations for fixed investment, up to the first five years of the credit's duration.

c. Support Program for Family Agriculture (PROAF). Eligible Credits: Credit operations granted by financial intermediaries participating in PROAF and funded by FIRA directly or indirectly, for working capital and fixed investment credits in investment concepts eligible for the FEGA guarantee service.

d. Projects that contribute to mitigating price volatility. Eligible Credits: For working capital, refaccionary credits and leasing operations for fixed investment, up to the first five years of the credit's duration.

To determine the amount of supports, a resource provision will be created at the moment of discounting, calculating the amounts of supports in the respective interest rates to be granted according to the temporality established for each support modality in rate, according to their amortization schedule.

Operations of microcredit, factoring, nor credits with liquid guarantees greater than 50%, or structured credits that do not correspond to primary activity nor unsecured credits or for liability restructuring will not be eligible for rate support.

Payment of the bonus will be made based on what is stipulated in the programs. In case prepayments are registered, the support will be adjusted to the effective period and credit balance.

Support will be delivered to the final accredited entity as long as it complies with its credit obligations, being granted as an incentive for timely payment of the credit. To ensure that the benefit is received and foster transparency, the amount of support will be granted directly by FIRA to the final accredited entities in the bank account designated by them.

Payment of incentives will be made directly to the accredited entity conditioned to timely payment of the related credit. Financial intermediaries will have a term 1 / , after the maturity of the credit, to manifest compliance or non-compliance of their accredited entities' obligations and, if applicable, of the final accredited entities. During this term financial intermediaries may confirm compliance with credit payments, and FIRA may proceed with payment of incentives. Once the term has passed, if no notification of non-compliance is received, it will be considered as timely payment and the support will remain available 2 / to be disbursed once the beneficiary presents the required documentation.

Payment of support with final accredited entity recipient will be made when accredited entities operating directly register the updated participation amount of each final accredited entity and manifest compliance or, if applicable, non-compliance of the final accredited entity's credit obligations. In cases where non-compliance with credit obligations is reported, pending payment support will be cancelled.

For supports where payment cannot be made due to lack of information, total cancellation of the support may be made.

If financial intermediaries identify that a payment was made erroneously due to incorrect information provided to FIRA, they will be responsible for managing the recovery of the support and the beneficiary cannot be substituted.

For everything not expressly provided for in these rules, what is established in FIRA's current regulations will apply. Price of the Guarantee Service:

This support applies to new credits for working capital, refaccionary credits and financial leasing operations for fixed investment covered with FEGA guarantee.

FIRA may establish the percentage of support for the Price of Guarantee Service, the maximum eligible credit amount and other characteristics, prior approval of its Technical Committees.

Eligibility for this support is determined at the moment of disposing the FEGA Guarantee Service, considering the amount to be disposed and automatic second disbursements registered in FIRA systems.

Payment of the bonus will be made based on what is stipulated in the programs. In case prepayments are registered, the support will be adjusted to the effective period and credit balance.

Cases of liability restructuring are excluded from this support.

Support is calculated and reserved at the moment of FEGA guarantee registration and is granted for the entire duration of the credit as long as it complies with its credit obligations, being granted as an incentive for timely payment. The amount of support will be granted directly to accredited entities or final accredited entities in the bank account designated by them.

3.1.2. SUPPORT TO PROMOTE THE INCREASE OF PRODUCTIVITY AND EFFICIENCY

3.1.2.1. INSTITUTIONAL STRATEGIES

a. Expand managerial and technical capabilities of producers. b. Expand productive capitalization and use of technologies by producers. c. Promote decentralization of agrofood production and export. d. Support development of infrastructure and logistics for better distribution and commercialization of agrofood production.

3.1.2.2. SPECIFIC OBJECTIVES

a. Strengthen productive, technological, financial and business competencies of producers through technological improvements, human resource training, efficiency in administrative, accounting, commercialization and marketing processes. b. Development and strengthening of External Specialized Service Providers and Private Technological Change Agents, to attend to companies and producer organizations. c. Integrate producers and their companies into strategic alliances to strengthen their participation in value networks and the establishment of long-term business relationships.

3.1.2.3. TARGET POPULATION

3.1.2.3.1. Target population Individuals or corporations carrying out activities in the agricultural, forestry, fisheries, food and rural sectors that may be or already are credit subjects of Financial Intermediaries receiving funding and/or guarantee from FIRA, whose credit amount and/or FIRA guarantee is up to 4 million UDIS per final accredited entity.

Additionally, companies, commercializers, agroindustries and service companies in the agrofood sector or other entities participating in supplier development schemes, or supporting the integration of producers into value networks, will be eligible for support without considering the limit of 4 million UDIS in credit amount and/or FIRA guarantee per final accredited entity.

3.1.2.3.2. Other eligible applicants or beneficiaries External Specialized Service Providers participating in the development of the advisory and consulting market and other companies offering their services in the Agricultural, Forestry, Fisheries, Food and Rural Sector, whether or not they are credit subjects of FIRA; academics, professionals, students and graduates of Universities, participating in support to said sectors, will also be eligible for support.

3.1.2.4. CHARACTERISTICS OF SUPPORTS Training Services

a. National and Foreign Training · To obtain knowledge related to product characteristics and conditions demanded by the target market. · To update producers, and personnel of companies in the Agricultural, Forestry, Fisheries, Food and Rural Sectors, on topics related to technology and improvements in product conditioning processes, of logistics, commercialization, development and administration of collection centers, packaging and service units. · To develop managerial skills of managers, directors or members of the board of directors or supervisory boards of companies or producer organizations receiving FIRA financing. · To acquire and apply knowledge relative to value network development, supplier development schemes, consumer trends, legal, accounting, fiscal aspects and portfolio of providers of these services, development of commercial infrastructure, logistics for access to new markets and identification of business opportunities. · To document and disseminate success cases; develop replicable success models; participate in or hold business meetings and business tables; to expand and replicate successful experiences, resulting from the integration of value networks and supplier development. These services may be carried out at FIRA's initiative. · To strengthen the technical-productive competencies of producers through the induction of technological adoption, as well as administrative improvements, business training and others that impact the increase of productivity.

Training Internships

To acquire knowledge and skills in new technologies and processes, through training internships in

companies, organizations, Financial Intermediaries, External Providers of Specialized Services, Higher Education

For professionals graduated within the last 3 years and students in their final year of study, from Higher Education

Institutions, in degrees or postgraduations related to the agricultural, forestry, fisheries, food, and rural sectors;

without outstanding subjects, with an average of at least 80 on a scale of 100 or its equivalent in other scales.

For demonstration events of technologies of interest to the target population with outstanding results that are being

used by other producers, companies, CDTs, Higher Education Institutions, as well as Technological Change

Agents.

d.

National or Foreign Commercial or Technological Missions

·

For producers and/or service providers to participate in commercial or technological missions in national territory or

abroad, with the aim of identifying, observing, or analyzing technologies, products, services, that allow beneficiaries

to incorporate elements to improve their production processes, productivity, and profitability. The support includes visits to

Companies, Fairs, Exhibitions, Higher Education Institutions, Financial Intermediaries, and other visits

related to credit, financial, commercial, or technological aspects.

To participate in commercial missions, fairs, and exhibitions, which allow the target population to promote their products

in national and international markets.

e.

Strengthening of external providers of specialized services

·

To strengthen the competencies of external providers of specialized services who attend to the priority production lines, value chains, and/or business models defined by FIRA, taking advantage of the development opportunities identified in diagnoses or value chain mappings.

·

For External Providers of Specialized Services to acquire or update knowledge and/or skills that allow them to identify, promote, advise, and induce the adoption and establishment of technologies to improve production processes to increase the productivity and profitability of productive and financing projects that they are advising or that are intended to be attended.

Advisory Services

Advisory services will be granted to organizations and/or producer companies who will submit the application for support.

Likewise, in the case of unorganized producers, in the advisor and technical consultant modalities, applications may be

managed by the external provider of specialized services.

The support may be covered as a reimbursement to beneficiary producers, or to the external providers of specialized

services as direct payment for the provision of the advisory service.

Advisor

To improve technology and efficiency in the use of resources, increase production, improve product quality,

implement production-administrative controls, and establish technology transfer units and others that

improve productivity and profitability and the processes of companies.

·

To develop systems and procedures that allow implementing efficient and timely controls, related to

delivery volume, quality, traceability, storage, commercialization, income, and costs, among others.

·

For technical advisors to operate and consolidate business model integration projects developed based on

the result of diagnoses and value chain mapping defined by FIRA.

·

For technical advisors to follow up on companies and/or production units of the target population

through computer technologies, platforms, and/or information systems.

Technical Consultant

·

For technical consultants to promote and execute the design, structuring, establishment, operation, coordination,

supervision, development of business models, and implementation of required technological innovations, based on the

result of diagnoses or value chain mappings defined by FIRA.

For the technical consultant, in coordination with technical advisors, to implement mechanisms that allow

follow-up on companies and/or production units of the target population, through the use of computer technologies, platforms, and/or information systems.

General Manager

·

For producer companies or organizations to hire managerial services that, due to their

level of development, do not have a professional managerial structure, and that due to their operation volumes require such a structure.

d.

Technical Structures of Parafinancial Companies or Financial Entities

·

For parafinancial companies or financial entities to participate in the training, advisory, and integration of accredited

producers into the value chain; these may request training, advisory, and consulting services for their

accredited and/or prospects in the accreditation process.

·

For parafinancial companies, in coordination with technical advisors, to implement mechanisms that

allow follow-up on companies and/or production units of the target population, through the use of technologies, platforms, and/or information systems.

To identify and design production technologies and processes that satisfy the characteristics of the product demanded by the target market, including agro-industrial processes to add value to primary production.

For the establishment and administration of collection centers, packaging centers, and service units, which allow efficient handling of products, from production to commercialization.

To improve production, technological, administrative, and commercial processes; characterize products; prepare diagnoses and studies; adopt market and agro-industry technologies and knowledge.

For natural or legal persons who carry out activities in the agricultural, forestry, fisheries,

food, and rural sectors, to hire services from authorized certifiers, related to projects with a focus on

productivity and efficiency, in order to obtain certifications that allow them to access new

national or international markets competitively.

For the payment of certification costs that impact the increase in productivity and efficiency, the type of certifications

eligible for support will be published on the FIRA website www.fira.gob.mx .

Specialized Technology Services for Producers

a.

Information for producers

·

For producers (natural or legal persons) so that they can access technologies that help them improve their

production process.

·

For the payment of subscriptions or rental of systems, which impact the increase in productivity, profitability, and

efficiency of the production processes of the target population's projects.

b.

Technologies provided by specialized companies

·

For payment to companies that offer platforms and/or equipment to provide information and/or services to producers to

improve their production processes to impact the increase in productivity, profitability, and efficiency of the

production processes of the target population's projects.

The support of this Service may also be granted to external providers of specialized services who participate by giving technical accompaniment to producers through the Advisory Service in the use and application of computer technologies.

In both modalities, the granting of support will be reviewed annually and its continuity will depend on the current and/or potential results in the fulfillment of institutional priority objectives.

Services for Project Formulation, Management, and Follow-up

a.

Project Formulation, Management, and Follow-up

·

For the formulation, management, and follow-up of investment projects involving refaccionary credit for

Micro-enterprises, Family Business, and Small Enterprise. The management and

follow-up must contemplate: the integration of credit files, the corresponding procedure before Financial Intermediaries until its discount with FIRA, the

field follow-up of the application of the credit. The result of said follow-up must be delivered to FIRA.

Biofertilization Service

a.

Biofertilizers, soil improvers, and plant nutrients.

·

For producer organizations and companies or individual producers, dedicated to primary production in the

agricultural sector, preferably with active credit or who have had financing with FIRA resources in the last two

previous fiscal years.

·

For the purchase of Biofertilizers, plant nutrients, and soil improvers that have certification from the

Federal Commission for the Protection against Sanitary Risks (COFEPRIS).

·

Nitrogen-fixing biofertilizers, phosphorus solubilizers and captors, plant growth promoters, and/or

nitrifying agents, among others, as well as plant nutrients and soil improvers that impact the increase in the

productivity of producer companies.

·

Technological Development Centers will issue their opinion regarding Biofertilizers, Soil Improvers, and

Plant Nutrients, in order to determine which functional group they belong to.

3.1.3.

SUPPORT TO PROMOTE RESPONSIBLE AND SUSTAINABLE DEVELOPMENT

3.1.3.1.

INSTITUTIONAL STRATEGIES

a.

Promote awareness of the social and environmental impact of Mexico's financial system to mitigate risks and foster its

adaptation.

b.

Collect and disseminate information on new technologies, business models, and sustainable practices of

agricultural, forestry, and fisheries production, which contribute to mitigating adverse effects on society and the environment.

c.

Promote financing of new sustainable projects in the agri-food sector.

3.1.3.2.

SPECIFIC OBJECTIVES

a.

Promote the development of projects that incorporate innovative technologies that contribute to the improvement of the environment,

sustainable production, and the generation of alternative energies, efficient use of water and energy, and rational use of natural

resources.

b.

Induce the reduction, control, and/or remediation of greenhouse gases generated in the activities of the

Agricultural, Forestry, Fisheries, and Rural Sectors, and mitigate their effects on the environment, through projects related to

the carbon market.

3.1.3.3.

TARGET POPULATION

3.1.3.3.1 Target Population

Natural or legal persons who have or intend to develop projects that contribute to the responsible and sustainable development of

the agricultural, forestry, fisheries, food, and rural sectors; who can be or are already subjects of credit from the

Financial Intermediaries that receive funding and/or guarantee from FIRA. In national training, Financial Intermediaries

in direct operation with FIRA, Parafinancial Companies, and Financial Entities may be included.

3.1.3.3.2. Other eligible applicants or beneficiaries

Also eligible for support are External Providers of Specialized Services who participate in the development of the market for

advisory and consulting services, and other companies that offer their services in the Agricultural, Forestry, Fisheries, Food, and Rural Sector,

whether or not they are subjects of credit from FIRA; academics, professionals, students, and graduates from Universities, who participate in support for

these sectors.

3.1.3.4. CHARACTERISTICS OF SUPPORT Training Services

a.

National and Foreign Training

·

To learn about the benefits of implementing energy efficiency projects and rational water use.

·

To learn about available technologies, which allow developing projects with environmental benefits, production of

alternative energies, waste management, and biofuels.

·

To disseminate project models related to carbon markets, their structuring, management, requirements,

purposes, scope, and benefits.

·

To develop technical and administrative competencies related to the operation of projects that decrease the

emission of greenhouse gases.

·

To promote the awareness of the target population on the importance and effects of climate change on the

productive and financing projects of the agricultural, forestry, fisheries, food, and rural sectors.

·

Any other topic or aspect related to the responsible and sustainable development of productive projects.

b.

Strengthening of external providers of specialized services

·

For External Providers of Specialized Services to acquire or update knowledge and/or skills that allow

them to identify, promote, advise, and induce the adoption and establishment of projects with environmental benefits,

alternative energies, waste management, biofuel production, and reduction of greenhouse gas emissions, as well as any other topic or aspect related to responsible and sustainable development.

For External Providers of Specialized Services to acquire or update knowledge and/or skills that allow

them to identify, promote, advise, and induce the adoption and establishment of projects related to carbon markets.

c.

Demonstration events

·

To attend demonstration events of sustainable technologies that benefit the environment or mitigate negative effects

on it, and that are of interest to the target population, using outstanding results from other

producers, companies, CDTs, Higher Education Institutions, as well as Technological Change Agents.

·

To attend demonstration events of technologies that decrease the emission of greenhouse gases, and that

use outstanding results from other producers, companies, CDTs, Higher Education Institutions, as well as

Technological Change Agents.

d.

National or Foreign Commercial or Technological Missions

·

To participate in commercial or technological missions in national territory or abroad, with the aim of identifying, observing

or analyzing technologies, products, services, that allow beneficiaries to incorporate elements to implement

projects with environmental benefit. The support includes visits to Companies, Fairs, Exhibitions, Higher Education

Institutions, and other visits related to the environment and the carbon market.

For technological exchange events to learn about business models and sustainable practices that allow the

adaptation of production processes to climate change.

Advisory Services

Advisory services will be granted to organizations and/or producer companies who will submit the application for support.

Likewise, in the case of unorganized producers, in the advisor and technical consultant modalities, applications may be

managed by the external provider of specialized services, by the lead company or parafinancial company.

The support may be covered as a reimbursement to beneficiary producers, or to the external providers of specialized

services as direct payment for the provision of the advisory service, or to the lead company or parafinancial company for the payment of the

advisory.

For the establishment, operation, and field follow-up of projects that provide environmental benefits,

including the preparation of behavior records, as well as the use of technologies and sustainable practices, as well as

any other technology or practice related to responsible and sustainable development.

Technical Consultant

For technical consultants to promote and execute the design, structuring, establishment, operation, coordination,

supervision, development of business models, and implementation of technological innovations, which contemplate practices

and technologies that contribute to responsible and sustainable development.

·

To improve production, technological, administrative, and commercial processes focused on the development of projects with

environmental benefit, sustainable production, the generation of alternative energies, efficient water and energy use, and

rational use of natural resources.

·

For the implementation of technologies and practices necessary to obtain certifications in matters of

environmental sustainability.

·

For the preparation of diagnoses focused on the development and implementation of schemes and/or projects with environmental benefit.

To prepare diagnoses, design, and implement projects oriented to the development of clean, alternative, and

renewable sources of energy production and/or that provide environmental benefits (especially production of

biofuels and efficient water use), as well as projects that use sustainable technologies and practices.

·

To design and implement technologies that use "ecotechniques", related to energy efficiency and the impact of

production processes on the environment.

·

For the preparation of projects, related to the obtaining of Emission Reduction Certificates (CER),

Clean Development Mechanism (CDM) or similar, in accordance with the requirements of the institutions in charge of

certifying the reduction of greenhouse gases. These projects include feasibility studies, validation, monitoring, and any other concept related to their registration and corresponding inscription.

Certification Service

a.

Certifications

For natural or legal persons who carry out activities in the agricultural, forestry, fisheries,

food, and rural sectors, to hire services from authorized certifiers, related to projects with a focus on responsible and sustainable development, in order to obtain certifications that allow them to access new

national or international markets competitively.

For the payment of certification costs that impact responsible and sustainable development, the type of certifications eligible

for support will be published on the FIRA website www.fira.gob.mx.

Specialized Technology Services for Producers

a.

Information for producers

·

For producers (natural or legal persons) or lead companies participating in a PDP so that they pay

technologies that help them facilitate their financial inclusion, or improve their production process in relation to

productivity, efficiency, or sustainability.

·

For the payment of subscriptions or rental of systems, which impact the responsible and sustainable development of the productive projects

of the target population.

b.

Technologies provided by specialized companies

·

For payment to companies that offer platforms and/or equipment to provide information and/or technological services to

producers in order to promote financial inclusion or improve their production processes, which impact aspects of

productivity, efficiency, or sustainability for the development of the productive projects of the target population.

The support of this Service may also be granted to external providers of specialized services who participate by giving

technical support for producers through the Advisory Service on the use and application of technologies.

In both modalities, the granting of support will be reviewed annually and its continuity will depend on the current and/or potential results in meeting priority institutional objectives.

Services for the Formulation, Management and Monitoring of Projects

a.

Formulation, Management and Monitoring of Projects

For the formulation, management and monitoring of investment projects, with benefits to the environment or related to the carbon market, which involve refinance credit and/or working capital for Micro-enterprises, Family Business, Small Enterprise and Medium Enterprise. The management and monitoring must contemplate: the integration of credit files, the corresponding procedure before Financial Intermediaries until their discount with FIRA, the field monitoring of the application of credit. The result of said monitoring must be delivered to FIRA.

3.1.4.

SUPPORT TO PROMOTE TECHNOLOGICAL INNOVATION INDUSTRY 4.0.

3.1.4.1.

INSTITUTIONAL STRATEGIES

a)

Promote the integration of advanced digital technologies to improve efficiency and sustainability.

3.1.4.2.

SPECIFIC OBJECTIVES

b)

Transform the agricultural sector through the integration of advanced technologies.

c)

Optimize agricultural production, allowing farmers to monitor crops in real time, improve the efficiency of the use of resources such as water and fertilizers, and reduce waste.

3.1.4.3.

TARGET POPULATION

Natural or legal persons who carry out activities in the agricultural, forestry, fisheries, food and rural sectors, who can be or are already subjects of credit from Financial Intermediaries that receive funding and/or guarantee from FIRA, whose credit amount and/or FIRA guarantee is up to 4 million UDIS per final beneficiary.

Additionally, the following cases will be eligible for support without considering the limit of 4 million UDIS:

·

Companies dedicated to primary activity, agroindustry and/or marketing of products from the agri-food sector or other entities that participate in supplier development schemes, or that support the integration of producers into value networks.

·

Financial Intermediaries with and without direct operation with FIRA, as well as Parafinancial Companies and Producer Organizations, that operate with FIRA.

·

Participants in the AGRITECH FIRA platform.

3.1.4.4.

CHARACTERISTICS OF THE SUPPORT

AGRITECH FIRA Services

Payment of subscription to suppliers registered in AGRITECH, for the provision of services to the target population.

Innovation Services in Financial Inclusion, Productivity and Environment

a.

Innovation in Financial Inclusion

Innovative Entrepreneurs: For university and postgraduate students, as well as academics (research professors). To promote proposals for projects that participate in the call made by FIRA or in collaboration with a third party, to compete with innovations that help resolve the current problems of producers in the agricultural, forestry, fisheries, food and rural sectors, and that have a significant impact on financial inclusion.

·

Innovative Entities: For companies, professionals and other specialized entities in the generation of technological innovations and/or innovative products. To promote proposals for projects that participate in the call made by FIRA or in collaboration with a third party to compete with innovations that help resolve the current problems of producers in the agricultural, forestry, fisheries, food and rural sectors, and that have a significant impact on financial inclusion.

·

The disbursement of the support can be carried out in the following ways:

a.

Through direct incentives to the winning contestants selected by FIRA and in accordance with the terms authorized by the corresponding competent instance or by the council of the institution that launches the call.

b.

To producers who adopt any of the technologies of the winning contestants, and in accordance with the terms authorized by the corresponding competent instance.

c.

The sum of the disbursements mentioned above cannot exceed the maximum amount established in these Rules of Operation.

Technological Innovation Services

To promote the technological modernization of agri-food activities through a 4.0 innovation approach, which considers the integration of advanced digital technologies to achieve increased productivity and efficiency in the use of resources, minimize environmental impact and guarantee the quality/traceability of production.

For this purpose, the following support concepts are considered:

a)

Acquisition of equipment, supplies and technological services.

b)

Rental of Specialized Technologies.

The technologies eligible for the support concepts of the technological innovation service will be published on the FIRA website www.fira.gob.mx.

3 / In training events (except in the stay modality) where no registration fee is included and it is required that external providers of

specialized services registered with FIRA participate as event coordinators, up to

15% of coordination expenses can be included as a support concept, without exceeding the maximum limit per beneficiary and per event.

4 / In the case of Supplier Development Projects (SDP), lead companies can submit applications for training and

advisory supports in the advisor modality, for a maximum amount of 100,000 UDIS, and technical consultant, for a maximum amount of 120,000 UDIS, on account and

order of the organizations or producer companies and external providers of specialized services (PESE), that are participating in the scheme

of integration. The lead company can submit as many applications as are required by the organizations or producer companies even

though the accumulated sum of the applications exceeds the maximum amounts mentioned above, and always that the support amounts per year for each

organization or producer company suppliers or PESE do not exceed the maximum amounts established, in which case the authorization must be submitted

to the consideration of the corresponding competent instances.

The reimbursement will be made to the Organizations and/or Producer Companies suppliers, and in the case of producer suppliers who are not

organized, the reimbursement will be made to them through the lead company, or directly to the external providers of specialized services

as payment for the services provided.

5 / For advisory on technical, productive and financial aspects, among others, to current and/or potential accredited producers of Parafinancial

Companies or Financial Entities, that operate FIRA financial services.

6 / These percentages are applied on the amount of the discounted credit or, in the case of a managed credit line, on the amounts of the

discounted disbursements, up to the maximum amount of the line, without considering revolving. The corresponding amount will be granted in two parts: 50%

to the discount and 50% to the delivery of the credit application report (Annex 2). In projects with Environmental benefits, Medium Enterprise is also eligible.

3.1.7. PROCEDURE FOR SUPPORTS 3.1.1.4.1., 3.1.2. AND 3.1.3 AND 3.1.4.

3.1.7.1. SELECTION PROCEDURE

The selection of beneficiaries of the Supports begins from the moment the FIRA office corresponding to the geographic address of the

applicant receives from the Target Population the application and additional documents duly requisitioned, continuing with its

review, evaluation and judgment of the viability of the Support application considering as resolution criteria, that the applicants

belong to the Target Population; that the application complies with the characteristics of the Supports established in these Rules;

that the amount of the Support requested corresponds to the amounts established in the Rules; as well as to budgetary availability. The

applications that meet the above and are complete will be attended according to the first-come-first-served principle.

The selection process ends once the target population receives an official response to their application. The response to the applications

will be given within a period not exceeding 10 business days from its entry into the Administrative Unit in whose area of influence the address of the

applicant is located geographically. When the application is incomplete and/or incorrect, within the first 5 business days of

receiving the application, FIRA will inform the applicant that they must complete and/or correct the application within a period not exceeding 5 business days, after which the application will be automatically rejected. If the application is presented within the established period with the corrected and complete documentation, the 10 business day period for issuing a response will begin to be counted. If upon presenting the application for the second time it is found to be incomplete or incorrect, it will be definitively rejected.

3.1.7.2. REQUIREMENTS TO ACCESS SUPPORTS 3.1.1.4.1., 3.1.2., 3.1.3, AND 3.1.4.

The target population can request supports based on the needs of their project, through the FIRA office corresponding to their

geographic location, prior to presenting the following documentation:

When any training, consulting, advisory information technology for producers or innovation in financial inclusion, productivity and environment service is carried out at FIRA's initiative, only the documentation mentioned in point "c" above must be presented, and the application will be replaced by a justification.

3.1.7.3. OPERATIONAL MECHANICS FOR SUPPORTS 3.1.1.4.1., 3.1.2., 3.1.3. AND 3.1.4

a.

The applicant must present to the corresponding FIRA office the documentation referred to in section 3.1.5.2., within a period

of at least 15 business days prior to the start of the respective service.

b.

Applications that exceed the maximum amounts and/or the timeline mentioned in section 3.1.4., must be presented

within a period of at least 20 business days prior to the start of the service, in the FIRA offices to be submitted to the consideration of their

competent instances.

c.

The applicant will receive the response within a maximum of 10 business days, after the presentation of the complete and correct documentation. For the cases mentioned in the previous paragraph "b", the response

will be delivered within a maximum of 20 business days.

d.

To receive the corresponding support, the applicant must present the list of beneficiaries, according to Annex 4.

e.

In the biofertilizers, soil improvers and plant nutrients support modality, Annex 7 must be presented.

f.

The applicant will receive the resources in the bank account indicated, within a maximum of 10 business days after

the presentation of the complete and correct documentation.

g.

After the last reimbursement of the supports, the Handover-Receipt Act and Report of Application of

Resources of the supports to promote the Agricultural, Forestry, Fisheries, Food and Rural Sectors through the trusts that make up

FIRA must be carried out, according to Annex 5.

For the reimbursement of authorized supports, applicants must present the documentation to FIRA within a maximum period of 60

calendar days counted from the date of completion of the service. In case the documentation is presented after said period, the corresponding reimbursement will not be made.

The fiscal receipt issued by FIRA and the Handover-Receipt Act and Report of Application of Resources are part of the

file of the granting of the Support, and constitute documentary evidence that certifies its delivery. In those cases where FIRA receives

a service provision, the provider must provide a fiscal receipt. If applicable, FIRA may establish any other mechanism

or documentary evidence that certifies the delivery of the support.

h.

In the case of support applications submitted by civil society organizations (civil associations and civil societies),

the reimbursement will be made directly to the final beneficiaries.

i.

In cases where required, the granting of the support can be made directly to the final beneficiary.

3.1.8. PROCEDURE FOR SUPPORT 3.1.4., AGRITECH FIRA PLATFORM SERVICE

3.1.8.1. SELECTION PROCEDURE TO ACCESS THE AGRITECH FIRA PLATFORM SERVICE.

The selection of beneficiaries begins at the moment of their registration on the AGRITECH FIRA platform. After registration, through the AGRITECH FIRA platform, it will be validated that the eligible target population has active credit funded by FIRA and/or an active FIRA guarantee service, and that they have not caused loss to FIRA, with which they can carry out the corresponding subscription of the service of their choice according to the services, tariffs, and available resources and be subject to support.

The Selection Process ends once they receive the services contracted from the provider.

3.1.8.2. REQUIREMENTS TO ACCESS THE AGRITECH FIRA PLATFORM SERVICE.

The target population must have active credit funded by FIRA and/or an active FIRA guarantee service at the time of their registration on the AGRITECH FIRA platform.

3.1.8.3. OPERATIONAL MECHANISM TO ACCESS THE AGRITECH FIRA PLATFORM SERVICE.

The target population that has active credit funded by FIRA and/or an active FIRA guarantee service at the time of registration on the AGRITECH FIRA platform, can consult the available services, tariffs, and resources.

After registration, through the AGRITECH FIRA platform, it will be validated that the eligible target population has active credit funded by FIRA and/or an active FIRA guarantee service and with an acceptable status in SUSTRAE and BUROTEC, with which they can carry out the corresponding subscription of the service of their choice according to the services, tariffs, and available resources and be subject to support.

3.1.9.

If the prospect Financial Entity withdraws from participating in the operation with FIRA, only up to 50% of the support can be covered. For all other specific consulting, the maximum percentage will be 70%. More than one Consulting Service can be granted to the requesting financial intermediary in the same year as long as the maximum amount per calendar year is not exceeded.

In eligible projects in the Program for Promotion of Innovation in the Agrofood Sector, for nominal coverage up to 80% in credits for fixed investment, the price equivalent to the nominal coverage of 50% will be charged. The difference in the price of both guarantee premiums will be subsidized to accredited companies and will be covered with the resources that SADER, CONACYT or another entity destine for such purpose or, in its case, with FEGA resources according to the specific budget authorized by the Technical Committees.

Projects with environmental benefit up to 50% of the cost of the premium price.

Credits up to 33,000 UDIS per accredited granted by financial intermediaries participating in PROAF, up to 70% of the cost of the premium service.

To preserve the incentive for financial intermediaries to make a good follow-up of their portfolio, the price of the FEGA Guarantee Service will be the value that results greater between the supported prices and: a.

The price without support minus 53 bp (if the nominal coverage is up to 40%).

b.

The price without support minus 71 bp (if the nominal coverage is greater than 40% and up to 50%).

c.

The price without support minus 50 bp (in the case of the FEGA complementary service to FONAGA). The FIRA Technical Committee may determine higher support percentages based on priorities or specific situations, without exceeding 90%.

3.1.10.

PROCEDURE FOR SUPPORTS 3.1.1.4.2.

3.1.10.1.

SELECTION PROCEDURE

In the services for Training, Consulting, and the Correspondent Opening modality, the selection of Support Beneficiaries begins from the moment the corresponding FIRA office receives from the Target Population the application and additional documents duly requisitioned, and continues with the review, evaluation, and ruling on the feasibility of the Support application considering as resolution criteria, those established in the Rules; as well as budgetary availability. Applications that meet the above and are complete will be attended according to the first-come-first-served principle.

The selection process ends once the target population receives an official response to their application. The response to the application will be given within a period not exceeding 10 business days from its entry into FIRA's Administrative Unit. When the application is incomplete and/or incorrect, FIRA will inform the applicant that they must complete and/or correct the application within a period not exceeding 5 business days. Upon expiration of this period, the application will be automatically rejected. If the application is presented within the established period with the corrected and complete documentation, the 10 business day period for issuing a response will begin to be counted. If the application is presented for a second time and is found to be incomplete or incorrect, it will be definitively rejected.

The supports corresponding to Financial Cost Reduction and Guarantee Service Price are managed by the Target Population through FIRA's computer systems, and are attended as they are presented, likewise the response to the application is issued in said systems, based on eligibility criteria and budgetary resource availability.

3.1.10.2.

REQUIREMENTS TO ACCESS SUPPORTS 3.1.1.4.2.

The target population can request the supports of their interest, through the corresponding FIRA office according to their geographic location, prior to presenting the following documentation:

Additionally, the following will be included:

b.

Official identification of the applicant, or of the legal representative in the case of legal entities.

c.

Budget and quotes from service providers, which include applicable concepts and amounts.

d.

Positive opinion of compliance with tax obligations regarding social security or, in its case, without opinion.

e.

Tax status certificate regarding employer contributions and deduction withholdings, without debts, or, in its case, the

certificate without antecedents issued by INFONAVIT.

f.

When any training or consulting service is carried out at FIRA's initiative, only the documentation mentioned in point "c" above must be presented, and the application will be replaced by a justification.

g.

In the Consulting Service for PF, a diagnosis and strengthening plan will be required in accordance with what is stated in Annex

3C. This is not required for Accredited entities in Direct Operation.

Supports in Financial Cost Reduction and Guarantee Service Price:

a.

The supports are processed by Financial Intermediaries at the time of discounting the credits and/or contracting the FEGA guarantee

service, this procedure replaces the final accredited's application.

b.

Final accredited must be up to date with their tax obligations under article 32-D of the current Federal Tax Code, likewise, they must be up to date with their tax obligations regarding social security and regarding employer contributions and deduction withholdings, without debts, or, in its case, the certificate without antecedents issued by INFONAVIT and final accredited will provide FIRA with evidence thereof.

c.

Final accredited authorize the Trusts Established in Relation to Agriculture (FIRA) to use their personal data for the integration and operation of the registry of applicants and beneficiaries of supports granted with resources from

this Entity, and in its case, to consult the compliance with the tax obligations of applicants and/or final beneficiaries

susceptible to receiving supports, under article 32-D of the current Federal Tax Code, as well as regarding

social security and regarding employer contributions and deduction withholdings.

3.1.10.3.

OPERATIONAL MECHANISM OF SUPPORTS 3.1.1.4.2.

In the case of services for Training, Consulting, and the Correspondent Opening modality, the operational mechanism is as follows:

a)

In services for training and consulting, the applicant must present, at the corresponding FIRA office, the documentation indicated in 3.1.7.2., within a period of at least 15 business days prior to the start of the event.

b)

Applicants must present to FIRA the documentation for the reimbursement of the authorized support within a maximum period of 60

natural days counted from the date of termination of the service. In case the documentation is presented after

said period, the corresponding reimbursement will not be made.

c)

To receive the corresponding reimbursement, the applicant must present the list of beneficiaries, according to Annex 4.

d)

After the last reimbursement of the supports, the Act of Delivery-Receipt and Report of Application of

Resources of the supports for the promotion of the Agricultural, Forestry, Fisheries, Food, and Rural Sectors must be carried out through the trusts that make up FIRA, according to Annex 5.

e)

The resources will be deposited in the bank account indicated, within a maximum period of 10 business days after the

presentation of the complete and correct documentation.

f)

In the case of support applications presented by civil society organizations (civil associations and civil societies),

the reimbursement will be made directly to the final beneficiaries.

g)

In cases where it is required, the granting of support can be made directly to the final beneficiary.

The above except for supports for Guarantee Service Price and Financial Cost Reduction, which will be paid according to what is established in numeral 3.1.7.

The fiscal receipt issued by FIRA and the Act of Delivery-Receipt and report of resource application are part of the

support granting file, and therefore constitute documentary evidence that certifies the delivery of resources.

For cases of External Providers of Specialized Services that require obtaining the registration (in cases where applicable)

they must present to the corresponding Administrative Unit their geographic domicile the requirements established on FIRA's portal

www.fira.gob.mx, this will review, analyze, and if applicable, carry out the corresponding procedure and inform the External Provider of Specialized Services

the result.

The proof of deposit of the supports for Financial Cost Reduction (interest rate) and Guarantee Service Price

that FIRA makes in the accredited's account, will be the document that accredits the delivery receipt of the support.

In those cases where FIRA receives a service provision, the provider must provide a fiscal receipt.

3.1.11.

PARTICIPANTS

3.1.11.1.

EXECUTORS

For all Supports, the executor will be FIRA through the internal administrative units specified in their

procedures.

3.1.11.2.

REGULATORY INSTANCES

The Technical Committee of each Trust.

OPERATION

4.1.

PROCESS

Applicants will present their application at the FIRA office that best suits their geographic location (the addresses and telephone numbers of the Administrative Units before whom to process the support applications can be consulted on FIRA's official page

www.fira.gob.mx), except for supports whose application is made electronically, through FIRA's respective systems. Said

office will deliver the response to support applications according to eligibility, compliance with the requirements established in these

Rules of Operation and budgetary resource availability.

Special circumstances: FIRA may grant supports under conditions different from those indicated in numeral 3.1., the

application must be presented at the corresponding FIRA Office. Applications that due to their characteristics do not fit the conditions

established in these Rules of Operation, must be submitted to the consideration of FIRA's authorized instances, which will value the availability of resources, as well as the priority and importance of the supports.

Support applications will be authorized based on the current Rules of Operation, and will retain the authorization conditions

during the validity of the corresponding support. Nevertheless, the delivery of resources to applicants will be subject to the availability

of budgetary resources. In case budgetary resources are not available, support authorizations will become void.

All Supports that constitute a subsidy or stimulus in terms of the Federal Expenditure Budget, must comply

with tax provisions as published in the Official Gazette of the Federation.

For Supports that contemplate services that due to their productive cycle characteristics and operation period include two fiscal

exercises for their realization and payment, the Support can be reaffirmed charged to the budget of the fiscal exercise in which the support is processed,

as long as there is budgetary availability.

When the provisions of these Rules of Operation are not met, FIRA may suspend the granting of supports to the

final beneficiary.

Requests or requirements for support that imply the interpretation of these Rules of Operation will be channeled through

the promotion areas, who will coordinate the responses and notify the applicant.

The amounts of supports referenced to UDIS mentioned in these Rules of Operation must be converted to national currency, using the value of the UDI published for January 1st of the fiscal exercise in which the support is authorized.

In supports where foreign companies participate that provide services to the target population, payment for their services can be

made in another type of currency and with the receipt issued by the company.

FIRA may allocate for operational expenses up to 2% of the resources assigned annually to this Program, for

contracting of services that contribute to promotion, operation, and follow-up, as well as control and evaluation of the program's supports, including the contracting of training services directed at FIRA personnel as well as for other events of institutional interest.

4.1.1.

PREVENTIVE DEADLINES

FIRA has up to five (5) business days for the preliminary review of the application and complementary requirements that

the final beneficiary presents, as well as to issue the notice in case the documentation is incomplete and/or incorrect.

The applicant has up to five (5) business days to correct and/or complete the application and complementary requirements.

If no response is received, FIRA will consider the application cancelled.

Once FIRA receives the application and complementary documents, duly requisitioned, the periods to give a response are counted, which are established in the Operational Mechanics section, as appropriate for each support program.

The formats required by FIRA are detailed in Annexes 1, 2, 3, 3A, 3B, 3C, 3D, 3E, 4, 5, and 6, of these Rules of

Operation. In Annex 9, the flow diagram of the selection process for the supports considered in sections

3.1.1.4.1., 3.1.2. and 3.1.3. is presented, while the selection corresponding to the financial cost reduction support and the support in the price of

the FEGA guarantee premium, is carried out by Financial Intermediaries according to their procedures and sound banking practices.

4.2.

RIGHTS, SANCTIONS, AND RESPONSIBILITIES

4.2.1.

GENERAL APPLICATION

The supports granted under these Rules of Operation will be exclusively destined for the purposes established

in them; consequently, applicants are obligated to apply them only for the purposes contemplated in them.

Beneficiaries and applicants for this program must comply with the provisions established in these Rules of Operation.

Applicants shall have the right to demand fair treatment, regardless of the type of person or gender applying; in exchange, they must comply with the requirements and conditions established in these Rules of Operation.

FIRA may reject the requested support when the following situations arise:

a. When the applicant provides false or altered information or documentation to prove compliance with eligibility requirements.

b. When the applicant manages support through an attorney-in-fact with negative records with FIRA.

c. When the supplier that will provide services to the applicant has negative records with FIRA.

d. When the result of the consultation with SAT, INFONAVIT, and/or IMSS is not positive.

FIRA may request the return of support already granted plus a financial cost equivalent to twice the Interbank Equilibrium Interest Rate (TIIE) for funding compounded over 28 days as determined by FIRA, published by the Bank of Mexico in effect during the period and during the term of non-compliance, and suspend the granting of new support, when the following situations arise:

a. Providing false or altered information or documentation to prove the destination of the granted support.

b. Providing false or altered documentation to obtain the respective support.

c. Impeding or not providing facilities for inspection or verification acts by FIRA personnel, other authorized instances, and those designated by FIRA to perform this task.

d. Diverting the support for purposes other than those for which it was granted and/or having invested it partially.

e. For support in Reduction of Financial Costs and Price of Guarantee Service, if the Financial Intermediary and/or the applicant do not capture in a complete and correct manner, within the established time, the list of accredited or final accredited parties, the support is cancelled for the part or proportion of the credit or support attributable to the accredited or final accredited parties not registered correctly.

When any of the above causes occur, FIRA will request the return of the support plus the financial cost, granting a period of up to 30 business days to make the return; the mentioned period will begin to count from the date they receive the notification. After regularizing this situation, the beneficiary may again be eligible for support.

The period to make the return may be extended at the request of the applicant only once for up to 90 additional natural days to the initial period. After that, in case the return is not made, the office will turn the case over to FIRA's legal area.

For the case of Support for Reduction of Financial Costs and Price of Guarantee Service, when the beneficiary is again up to date with their financial obligations, they may be eligible for support for subsequent financings.

In cases where applicants, legal or natural persons, final beneficiaries and/or external specialized service providers, to whom the regulatory non-compliance is attributable, do not make the return within the aforementioned period, FIRA will proceed to register them in its eligibility controls, so that the suspension in the granting of new support continues.

Likewise, when it is identified that some process was carried out incorrectly and is not attributable to the applicants or beneficiaries or external specialized service providers, such as refunds of support or payments inconsistent with what was programmed and/or budgeted, or incorrect captures of support or incomplete or incorrect documentation for the disbursement of support, deaths, among other causes, if necessary, the return of the support will be requested without requiring a financial cost or registering those involved in the eligibility controls.

The support provided for in these Rules of Operation will not be granted to natural or legal persons who have caused damage or loss, due to any credit operation, to Development Banking Institutions, the National Financial Institution for Agricultural, Rural, Forestry and Fisheries Development, or public trusts constituted by the Federal Government. This prohibition applies to applicants for any support, as well as to those who request resources to provide such applicants with the goods or services object of the support provided for in these Rules of Operation.

Applicants for support, who have caused damage or loss to Development Banking, the National Financial Institution for Agricultural, Rural, Forestry and Fisheries Development, or public trusts constituted by the Federal Government, whose current balance is less than the equivalent to 1,000 UDIS, will be eligible to receive support from FIRA, complying with the other requirements established in these Rules of Operation.

For this purpose, from the date of publication of these Rules in the Official Journal of the Federation, FIRA must consult on the Internet page established for this purpose by the Secretariat of Finance and Public Credit, whether the applicant has caused damage or loss to Development Banking Institutions, the National Financial Institution for Agricultural, Rural, Forestry and Fisheries Development, or public trusts constituted by the Federal Government; and therefore cannot receive support. This will be done prior to power and authorization of the applicant, through the format presented as Annex 1.

Development Banking Institutions, the National Financial Institution for Agricultural, Rural, Forestry and Fisheries Development, and public trusts constituted by the Federal Government must inform FIRA of the relevant matters through the Internet page indicated in the previous paragraph, no later than three business days following the request they receive. If the information is not provided within such period, it will be understood that the applicant has not caused damage or loss to said entities.

For the case of support where the consultation of credit information societies is available, this may be used as proof of the consultation.

4.2.2.

RESPONSIBILITIES

Of the applicants for support:

a. They are responsible for complying with the current requirements and conditions of the support being requested.

b. Provide FIRA with the complementary information and documentation required for the granting, monitoring, and control of the support provided for in these rules.

c. Financial intermediaries and/or FIRA at the request of the beneficiary, will register support requests in the systems that FIRA has established for this purpose, within the stated deadlines.

d. The correct application of the support established in these Rules of Operation is the exclusive responsibility of the applicants, and does not exempt them from compliance with their obligations to third parties.

e. Provide facilities so that FIRA or whom it designates, can carry out supervision of the support granted.

Of FIRA

a. Attend to the requests presented by applicants and grant the required support in accordance with the eligibility criteria contained in these rules.

b. In cases where applicants do not make the return of resources requested due to the causes provided for in these rules, FIRA must register them in its eligibility controls.

c. Register in its eligibility controls service providers (technical or firms) that incurred irregularities in the management and operation of support under these rules.

4.2.3.

SUPERVISION

FIRA will carry out the monitoring and supervision of the application of the subsidies subject to these Rules in order to ensure that they are applied transparently in their distribution and verification, verifying that they are channeled to the target population.

4.3.

INSTITUTIONAL COORDINATION

Actions carried out regarding the support provided for in these Rules of Operation will be reported, through the Coordinator, to the Intersecretarial Commission for Sustainable Rural Development, to the Mexican Council for Sustainable Rural Development, additionally being able to evaluate alternatives of coordination with other instances and departments based on the recommendations that the aforementioned Intersecretarial Commission might issue regarding this matter.

The Rules of Operation and FIRA's policies are approved by its Technical Committees, in which institutions and departments from the financial, agricultural, forestry, fisheries, food, and rural sectors participate, among others, with the aim of avoiding duplication of programs in the sectors of attention.

Independently, FIRA will carry out coordination with various public and private entities and organizations at the national and international level, establishing in some cases coordination agreements for the development of specific projects of common interest and whose main purpose is the development and strengthening of the Agricultural, Forestry, Fisheries, Food, and Rural Sectors of the country.

4.4.

EXECUTION

4.4.1.

PHYSICAL AND FINANCIAL PROGRESS

With regard to the support that corresponds to operate, FIRA will prepare quarterly reports on the physical and financial progress of actions under its responsibility. This information will allow knowing the efficiency of the operation of the support in the period being reported and will be used to integrate the institutional reports that the General Director of FIRA will present quarterly to its Technical Committees, in which the progress of the indicators of Annex 8 will be included.

Additionally, FIRA, in compliance with what is established in article 78, third paragraph of the LFPRH and 181 of the Regulation of the LFPRH, will remit to the Chamber of Deputies the quarterly progress report of its programs operated with resources approved by the Decree of Expenditures Budget of the Federation (DPEF), in accordance with what the aforementioned articles establish.

4.4.2.

CLOSURE OF EXERCISE

FIRA will integrate the annual budgetary programmatic closure for each of the support under its charge. They will remit it in document and magnetic media, according to the established deadlines, to the Chamber of Deputies of the Honorable Congress of the Union and to the corresponding instances.

4.4.3.

UNACCruED RESOURCES

In view of the fact that the fiscal resources assigned in the DPEF to FEGA are transfers for financial investment, these are considered patrimonial resources, so their return to the Treasury of the Federation does not apply.

AUDIT, CONTROL, AND FOLLOW-UP

The resources that the Federation grants through FIRA's Support Programs may be reviewed by the Secretariat of Public Function, the Superior Audit Office of the Federation, the Treasury of the Federation, and other instances that are competent within the scope of their respective attributions.

The SFP may conduct audits through its central areas or the Internal Control Body (OIC).

When audits are carried out by the central areas of the SFP, it will inform the results to the Executive Instance and entrust its follow-up to the OIC.

In the case of audits carried out by the OIC, the results obtained, valid, significant, and duly founded, will be communicated at the end of each of the reviews to the Executive Instance, and quarterly to the SFP through the information system established for this purpose.

The follow-up to the implementation of recommendations made to remedy the observations determined, will be carried out in accordance with the annual work program of the OIC.

From the results of the audits and reviews, in cases where their importance warrants it, knowledge will be given to the USVP.

In cases where there is probable responsibility in the observations determined, it will be sent to the responsibilities area for the corresponding procedure.

5.1.

INTEGRATION OF ROLLS

In cases where this is required, a roll of beneficiaries will be integrated for each Support, in the terms established in article 177 of the regulation of the LFPRH, which will form part of the Integral System of Information of Rolls of Government Programs created from the Decree published in the Official Journal of the Federation on January 12, 2006.

In the same sense, a roll of Financial Intermediaries that participate in the distribution of government support of the Program, or in their case, as beneficiaries of these, will be integrated.

Both rolls and their updates will be sent to the SFP and will be integrated into the Quarterly Report, based on what is established in the LFPRH and the guidelines of the Integral System of Information of Rolls of Government Programs.

5.2.

APPLICATION OF BASIC REGULATION CRITERIA AND ACCOUNTING STANDARDS

Financial Intermediaries that participate as mechanisms for the distribution of these supports, or are beneficiaries of them, must apply criteria and norms of basic regulation and accounting.

Financial Intermediaries currently regulated by the CNBV will continue to observe the provisions issued by that entity in this matter.

In the case of Financial Intermediaries not regulated by the CNBV that receive support or that participate as mechanisms for the distribution of support, they will have the obligation to apply the criteria of basic prudential regulation and accounting norms that FIRA defines in its General Conditions of Operation, as well as generate and deliver to FIRA information that enables its evaluation as a Financial Intermediary.

EVALUATION

6.1.

INTERNAL

The General Director of FIRA will present quarterly to the Technical Committees a report on the performance of the support program.

This report will include an evaluation through the indicators of annex 8 that are presented for monitoring and information.

6.2.

EXTERNAL

In compliance with what is established in articles 78 of the LFPRH, 180 of the Regulation of the LFPRH, and the DPEF for the corresponding fiscal exercise, FIRA will present the evaluation that corresponds in accordance with what is disposed in the General Guidelines for Evaluation of Federal Programs of the Federal Public Administration and the Annual Evaluation Program issued by the National Council for the Evaluation of Social Development Policy (CONEVAL). The evaluation will be carried out by an academic institution, research, or specialized organization, of national or international character, that has recognition and experience in the matter of each support in the terms of the provisions issued by the SHCP and the SFP for the evaluation of each program.

TRANSPARENCY

7.1.

DISSEMINATION

These Rules will be published in the Official Journal of the Federation in terms of article 77 of the LFPRH and the Executive Instance will disseminate them on its Internet page.

Likewise, according to the infrastructure and resources available, FIRA will give national dissemination to the support under its charge and similar actions will be promoted by its offices in the interior of the country. The information of the Support will be made known on the respective Internet page of FIRA.

Copies of the technical files of the projects will be available in a timely manner for consultation in the offices that FIRA has in the interior of the republic. The stationery, official documentation, as well as the publicity and promotion of each support, must include the following legend: "This program is public, alien to any political party. The use for purposes other than those established in the program is prohibited."

The information of amounts and beneficiaries must be published on the official page of FIRA: www.fira.gob.mx.

7.2.

SOCIAL CONTROl

With the purpose of strengthening mechanisms of citizen participation that contribute to the prevention and combat of corruption, beneficiaries of the Program, in a free and voluntary manner, may carry out activities of social control individually or collectively.

For this, beneficiaries must register a Social Control Committee presenting a free written document before FIRA, specifying the name of the program to be monitored, the names and contact data and geographic location of the members of the Committee.

FIRA will be subject to the current guidelines issued by the Secretariat of Public Function in this matter.

7.3.

PRIVACY NOTICE

The personal data that we provide will be protected and treated in accordance with what is disposed by the General Law of Protection of Personal Data in Possession of Obligated Subjects, the General Law of Transparency and Access to Public Information, and other applicable provisions. COMPLAINTS AND DENUNCIATIONS

The Internal Control Body in order to regulate and unify the process of citizen attention as well as the attention of resolution of procedures regarding the performance of public servants of the FONDO, FEFA, FEGA, and FOPESCA Trusts, in accordance with the exercise of their functions and taking into consideration the quality in the provision of services that FIRA provides, enunciates below the technical and operational criteria to carry out said performance, in order to give a timely response to the population and constitute a secure and reliable unit for the promotion and citizen participation.

8.1.

MECHANISMS, INSTANCES, AND CHANNELS

In compliance with article 8 of the Constitution which establishes the right of petition, that is, the obligation of the authority to give response to citizen petitions and in accordance with the powers conferred on the Internal Control Body in terms of what is disposed by articles 108, 109, and 113 of the Political Constitution of the United Mexican States; 37 fractions XII, XVI, and XVII of the Organic Law of the Federal Public Administration; 62 fraction I of the Federal Law of Parastatal Entities; 3 fraction II, III, and IV, and 4 of the General Law of Administrative Responsibilities; 1, 6, fraction III, letter B, numeral 2, 37, 38, fraction II, and 92, fraction I, inciso I) of the Internal Regulation of the Secretariat of Public Function; to supervise, investigate, and sanction the irregular conduct of federal public servants, apply the Law in the matter, as well as to receive complaints, denunciations, consultations, and suggestions that the citizenry presents, related to the performance of public servants and, of course, what is related to the quality of government procedures and services; in this context, the following mechanisms, instances, and channels are established, in order that they are duly resolved.

8.1.1.

MECHANISM

Citizen petitions, complaints, denunciations, suggestions, and/or requests, to be processed, must meet the requirements of existence and validity, known as substantive and formal, the first being will and object, and the second being capacity, absence of vices, and legality.

Therefore, it will be the responsibility of the capturing instance, to verify that they meet the substantive and formal elements described, that is:

a. That there is the free will of the interested party manifested with the presentation of the citizen petition, complaint, denunciation, suggestion, and/or request.

b. That it is formulated with the purpose of making known, in its case, to the competent authority the irregular conduct in which the public servant presumably incurred in the performance of their employment, position, or commission, or the service that was not provided or was provided in a deficient manner, establishing the circumstances of time, place, and mode or circumstances of execution, in order to generate effects of law.

8.1.2.

CAPTURING INSTANCES

Citizenship may present their petitions before the following capturing instances:

a. In the Area of Complaints, Denunciations, and Investigations located in the Central Office of FIRA.

b. In the Services Unit located in Mexico City.

c. In the complaint and denunciation boxes located in all FIRA offices in the Mexican Republic, as well as in the electronic box on FIRA's transparency page.

d. By telephone, through public servants authorized for the capture of citizen petitions and disagreements.

8.1.3.

CHANNELS

Citizenship may formulate their petitions related to the act of public servants or with the services that FIRA provides directly, by telephone, through electronic means or by correspondence, through the capturing instances already mentioned.

On the Internet page www.fira.gob.mx, the addresses and telephone numbers of FIRA offices throughout the country can be consulted.

TRANSITORY PROVISIONS

First: For the support described in these Rules, participation may be joint with other departments and entities of the Federal Public Administration and State and Municipal Governments or other sources of resources, with the purpose of homogenizing criteria and complementing the support granted to the population of the Agricultural, Forestry, Fisheries, Food, and Rural Sector, within the competence of each department or entity.

Second: The formats that must be filled out by beneficiaries to access the support defined in these Rules of Operation are published on the Internet page www.fira.gob.mx, in the option "Rules of Operation for Support to the Agricultural, Forestry, Fisheries, Food, and Rural Sectors".

Third: For FIRA support to the Agricultural, Forestry, Fisheries, Food, and Rural Sectors whose rolls are subject to sending to the Integral System of Information of Rolls of Government Programs (SIIPP-G) administered by the Secretariat of Public Function, the geographic address of the target population will be requested, in accordance with what is established in the Technical Standard on Geographic Addresses, issued by the National Institute of Statistics and Geography and published in the Official Journal of the Federation on November 12, 2010.

Fourth: From its publication in the Official Journal of the Federation, these Rules of Operation will be the only applicable ones for the support that FIRA administers, therefore any other Rule of Operation, addition, update, or modification that had been published prior to these will be void.

Fifth: FIRA must contribute, to the extent applicable, to the strengthening of the National System of Statistical and Geographic Information, in order to obtain the geographic address of the Target Population of the Support Programs, in accordance with what is established in the previous Fourth Transitory point for which it will adhere to the model of geographic address data structure

established in the Technical Standard on Geographical Domiciles, issued for the National Institute of Statistics and Geography, on November 8, 2010, and published in the Official Journal of the Federation on November 12, 2010, in accordance with the Joint Circular Letter Numbers 801.1.-271 and SSFP/400/118/2010 issued by the Secretariats of Finance and Public Credit and of the Public Function on November 18, 2010.

Sixth: FIRA, for the granting of support to beneficiaries of this Program subject to Rules of Operation, will advance, as applicable, in the implementation of an electronic disbursement mechanism, through the use of banking products.

Seventh: FIRA will comply with what is established in the Federal Law of Republican Austerity, published on November 19, 2019 in the Official Journal of the Federation; as well as with what is established in the Guidelines on Republican Austerity of the Federal Public Administration, published on September 18, 2020 in the Official Journal of the Federation.

ANNEX 11: DEFINITIONS

For the purposes of these Rules, the following shall be understood:

FINAL BORROWER: Individual or legal entity that receives financing with FIRA resources (funding and/or guarantee service), directly from Financial Intermediaries or through a company that receives and distributes financing (Parafinancial Companies and Financial Entities). In the case of companies that do not distribute financing, final borrower corresponds to the direct borrower of the financial intermediary. In regulations that mention credit limits per final borrower, in the case of legal entities, the financial intermediary may apply the limits to the individuals who make up the legal entity, having to capture the latter in FIRA systems. This is always provided that the control of the company is held by partners with credit amounts up to 160,000 UDIS, calculating this as a proportion of their participation in the company at the time of the operation with FIRA. Control of the company is understood as having more than 51% of the shares or social parts.

DIRECT OPERATION BORROWER: Refers to Banking Financial Intermediaries and Non-Banking Financial Intermediaries, authorized to operate directly with FIRA, either traditionally as a Development Financial Intermediary or through any instrument authorized by FIRA's collegiate bodies (Structured Schemes, Family Agriculture Program).

DIRECT OPERATION BANKING BORROWER: Refers to Banking Financial Intermediaries authorized to operate directly with FIRA.

DIRECT OPERATION NON-BANKING BORROWER: Refers to Non-Banking Financial Intermediaries authorized to operate directly with FIRA, as well as Development Financial Intermediaries and Financial Intermediaries that participate in the Family Agriculture Program.

TECHNOLOGICAL CHANGE AGENTS: Individuals, organizations, and public or private companies whose objectives include promoting financial inclusion, productivity, sustainability, and profitability of the agri-food sector, through technological change instruments. Among them are considered Private Development and Training Centers, Guide Entrepreneurs, the International Maize and Wheat Improvement Center (CIMMYT), and the National Agricultural Council.

INDUSTRY 4.0: In the context of agri-food activities, it consists of a modern production approach that integrates advanced digital technologies to make them more efficient, sustainable, and precise. The main objectives are to increase productivity, efficiency in resource use, minimize environmental impact, and guarantee quality/traceability of production through advanced technologies.

SUPPORTS: Supports for the Promotion of the Agricultural, Forestry, Fisheries, Food, and Rural Sectors that provide fiscal or own resources as defined in these rules and which are the following: a) SUPPORT TO PROMOTE FINANCIAL INCLUSION. b) SUPPORT TO PROMOTE THE INCREASE OF PRODUCTIVITY AND EFFICIENCY. c) SUPPORT TO PROMOTE RESPONSIBLE AND SUSTAINABLE DEVELOPMENT. d) SUPPORT TO PROMOTE TECHNOLOGICAL INNOVATION INDUSTRY 4.0

BUSINESS ARTICULATION: Cooperation between independent companies, based on the complementarity of resources between different related firms and oriented towards achieving competitive advantages that could not be reached individually.

ADVISOR: External Provider of Specialized Services, an individual professional registered with FIRA, whose function is to provide technical assistance, as well as guide and orient producers and entrepreneurs, through services complementary to the productive activities of agribusinesses. It is characterized by having specific knowledge of the activities performed by its clients and by offering solutions that help boost their business, through advice and technical accompaniment in the field.

BENEFICIARY: For the purpose of granting Supports, individuals or legal entities designated as the target population in the "Rules of Operation for support to the agricultural, forestry, fisheries, food, and rural sectors" are considered beneficiaries.

BIOFERTILIZERS, SOIL IMPROVERS AND PLANT NUTRIENTS: Biofertilizers, plant nutrients, and soil improvers, with valid COFEPRIS certification, according to the following functional groups: · Inoculants Plant nutrition input elaborated based on microorganisms that favor the utilization of nutrients in association with the plant or its rhizosphere. · Growth Regulators Type 1 (Phytohormones) Growth regulators based on substances that are found naturally in plant tissues, whether obtained by extraction, fermentation, synthesis, or other methods. · Organic Fertilizers Plant nutrition input that provides nutrients for plants, which contain carbon of animal and/or vegetable origin. · Organic Soil Improvers Plant nutrition inputs elaborated based on organic products or microorganisms, which favorably modify the physical, chemical, or biological conditions of the soil for better plant development.

ATTENTION CENTER: Secondary establishment equipped with human and material resources with permanent representation and with a certain autonomy of management through which the activities of the parent society or institution are developed totally or partially.

TECHNOLOGICAL DEVELOPMENT CENTERS (CDTs): Units of innovation management and technology transfer to the rural sector, administered by FIRA under business criteria, which carry out the detection and validation of economically, socially, and environmentally sustainable technologies, which they disseminate to society as a public good, both by physical and electronic means, using tools such as the demonstration of agricultural innovations, training for producers, technicians, students, and other actors of the rural sector, consulting and extension services for small agricultural, livestock, forestry, and fishing producers.

PRIVATE DEVELOPMENT AND TRAINING CENTERS: Private company administered with business criteria, with the necessary infrastructure to identify, disseminate, validate, and demonstrate technologies, provide training, consulting, advice, and carry out various activities related to the agricultural, forestry, fisheries, food, and rural sectors.

EMISSION REDUCTION CERTIFICATE (CER): Emission reduction certificate, equivalent to one metric ton of CO2 that was not emitted to the atmosphere.

FIRA TECHNICAL COMMITTEES: FIRA's Supreme Government Body.

NATIONAL COUNCIL FOR STANDARDIZATION AND CERTIFICATION OF LABOR COMPETENCIES (CONOCER): Parastatal entity sectorized by the Ministry of Public Education, which promotes the development of the competency management model in order to raise competitiveness and high productivity in the various sectors of the Country.

SPECIALIZED CONSULTANT: Individual or legal entity registered in FIRA's directory, with experience in a particular area of knowledge or technology, with competencies to provide specific solutions in finance, production, marketing, administration, certifications, legislation, design, processes, organization, risk management, information technology, value networks, marketing, renewable energies, among other services.

TECHNICAL CONSULTANT (Project Structurer): Individual or legal entity with extensive experience, knowledge, and technological leadership in the value network and/or in the business field in which they offer their services, registered in FIRA's directory, and whose function is to provide training, advice, formation, and/or coordination of the technical advisors required for the attention and development of business models and/or value networks defined by FIRA.

BANKING CORRESPONDENT: Individual or legal entity that establishes business relationships or links with a Banking Financial Intermediary in order to offer, in its name and on its behalf, financial services, as established in the CNBV provisions, located in populations of up to 50,000 inhabitants. At all times, the responsibility for the operations carried out by the Banking Correspondent falls on the Banking Financial Intermediary.

TECHNOLOGICAL DEMONSTRATION: Event whose objective is the dissemination of knowledge, the transfer and exchange of technologies, experiences, and good practices that improve the efficiency, profitability, and productivity of companies of producers in the Agricultural, Forestry, Fisheries, Food, and Rural Sectors.

ECOTECHNIQUES: A series of technologies developed to efficiently utilize natural and material resources and allow the elaboration of products and services, as well as the sustainable use of diverse natural and material resources for daily life.

GRADUATES: Professionals up to 3 years of graduation (counted from the date of official conclusion of the school cycle of the Higher Education Institution from which they graduate) from Higher Education Institutions; in bachelor's or postgraduate degrees related to the Agricultural, Forestry, Fisheries, and Rural Sector; with an average of at least 80 on a scale of 100 or its equivalent in other scales.

COMPANY: Legally constituted structure to develop primary, industrial, commercial, or service activities for profit.

RATING COMPANIES: Legal entities whose corporate object is exclusively the habitual and professional provision of the service consisting of the study, analysis, opinion, evaluation, and audit of the credit quality of securities or financial intermediaries, which have authorization from the CNBV.

FAMILY COMPANY: Individual or legal entity with economic activities in the primary and/or rural sector, and credit amount up to 33,000 UDIS per final borrower.

LARGE COMPANY: Individual or legal entity whose economic activity is in the primary sector, transformation of agricultural, forestry, and fisheries products, agri-food, or non-agricultural rural activities, and credit amount superior to 4 million UDIS per final borrower.

PARAFINANCIAL COMPANY (PF): Individuals or legal entities from the private sector that, without being financial entities recognized by legislation, can grant financing to partners and/or clients with resources they receive from Financial Intermediaries; these are generally agroindustries, traders, collectors, producer organizations, and distributors of inputs, services, or capital goods.

LEADING COMPANY (LC): Refers to economic agents within a network that have the incentives, capabilities, and resources to be able to boost the improvement of the value network.

FINANCIAL ENTITY (FE): Entities recognized pursuant to Article 3 of the Law for the Transparency and Ordering of Financial Services and to current FIRA regulations with Non-Banking Financial Intermediaries, such as: Regulated and unregulated Multiple Purpose Financial Societies, Popular Financial Societies (SOFIPO), Savings and Loan Cooperatives (SCAP), Credit Unions, and General Warehouses.

ALTERNATIVE ENERGY: Any source of energy that does not involve the burning of fossil fuels.

RENEWABLE ENERGIES: Those regulated by the Energy Transition Law, whose source resides in phenomena of nature, processes, or materials susceptible to being transformed into energy usable by humanity, which regenerate naturally, and therefore are available continuously or periodically. Example a) Wind; b) Solar radiation, in all its forms; c) The movement of water in natural or artificial channels; d) Ocean energy in its various forms; e) The heat of geothermal fields; f) Bioenergy, as determined by the Law for the Promotion and Development of Bioenergy.

CERTIFICATION AND EVALUATION ENTITIES (ECE): Legal entities, organizations, or public or private institutions, administrative units of any dependency, entity, or similar at the federal, state, or municipal government levels, accredited by CONOCER to train, evaluate, and/or certify the labor competencies of individuals, based on competency standards inscribed in the national registry of competency standards, as well as to accredit, with prior authorization from CONOCER, evaluation centers and/or independent evaluators in one or more competency standards for a specific period.

TRAINING STAY: Refers to the period of time that beneficiaries occupy in a Company, Organization, Technological Development Center, Higher Education Institutions, Technological Change Agents, Financial Intermediary, External Providers of Specialized Services, as well as in Financial Entities or Public Institutions, to acquire theoretical-practical knowledge through a work program, including travel days.

STUDENTS: Individuals in the last year of studies in bachelor's or postgraduate degrees related to the Agricultural, Forestry, Fisheries, Food, and Rural Sector, from Higher Education Institutions; without outstanding subjects, with an average of at least 80 on a scale of 100 or its equivalent in other scales.

OPTIMAL FERTILIZATION: Consists of the use of vegetation indices through satellite, multispectral cameras, drones, and direct measurement sensors in the field, to generate information through specialized programs, which can be converted into practical recommendations for the application of fertilizers in a variable manner by areas, within the same plot or based on the nutritional requirement and development of the crop.

RANCHES: Investment and Contingency Funds for Development. It is an instrument for risk management, integrated by the producers themselves, who through this means, organize and assume the responsibility of providing themselves with services of: agricultural insurance, credit guarantee, price coverage, and other unforeseen contingencies.

FIRA: Are a set of promotion funds constituted by the Federal Government as settlor, in the Bank of Mexico as trustee, in order to celebrate loan and discount operations and grant credit guarantees for the agricultural, forestry, and fisheries sectors, as well as for agroindustry and other related, affiliated, or developed activities in the rural medium; likewise, it is within its mandate the granting of supports that use as a means the services of training, technical assistance, consulting, and technology transfer to these activities.

The Trusts that make up FIRA are: FONDO.- Guarantee and Promotion Fund for Agriculture, Livestock, and Poultry. FEFA.- Special Fund for Agricultural Financing. FEGA.- Special Technical Assistance and Guarantee Fund for Agricultural Credits. FOPESCA.- Guarantee and Promotion Fund for Fisheries Activities.

These Trusts are part of the Mexican Banking System and operate in the second tier through Financial Intermediaries authorized to operate with FIRA, which can grant financing directly to the final borrower or to another intermediary so that they deliver them to the final borrowers. Likewise, FIRA grants support to producers, companies,

financial intermediaries or companies and external providers of specialized services for training, technical assistance, consulting, and technology transfer activities within the target sectors of FIRA.

The FIRA supports foreseen in these Rules of Operation may be granted through the trust of the FIRA system authorized by the Technical Committees.

COORDINATION EXPENSES: Refers to expenses that can be incurred prior to, during, or after an event necessary to carry it out, such as rental of halls and/or audiovisual equipment, preparation of didactic material, transportation expenses to the event location, transportation expenses for speakers, payments for services that by their nature require payment at the time of contracting, telephone expenses, accommodation and per diems for coordinators, vehicle use, fuel, tolls, and in general all expenses related to the agenda or logistics to carry out the events.

GROUP OF COMMON INTEREST: Understood as the Group of Common Interest as established as Common Risk, in the Single Bank Circular issued by the CNBV or as established in the current regulation for each type of intermediary.

INDUSTRY: Companies that transform or add value to primary products.

RELATED INDUSTRY: Companies that provide products or services demanded by production, transformation, or marketing companies in a value chain.

HIGHER EDUCATION INSTITUTIONS (HEIs): For the purposes of these rules, Universities and Technological Institutes with bachelor's degree level are considered; The Panamerican Institute of High Business Administration; Research and Development Institutes that participate in activities related to the Agricultural, Forestry, Fisheries, Food, and Rural Sectors, which have programs included in the registry of the National Program of Quality Graduate Programs of CONACYT (PNPC) or incorporated into the Ministry of Public Education that have recognized prestige or quality level.

FINANCIAL INTERMEDIARIES (FI): All those Institutions that can carry out operations with FIRA for discount, loan, and/or guarantees to grant to their clients or accredited parties.

BANKING FINANCIAL INTERMEDIARY (BFI): Multiple Banking Institution.

NON-BANKING FINANCIAL INTERMEDIARY (NBFI): The following authorized and/or constituted societies shall be considered NBFIs in accordance with the laws and/or regulation applicable to them: Multiple-Object Financial Societies (SOFOMES), Popular Financial Societies (SOFIPO), General Warehouse Deposits (WAREHOUSES), Credit Unions (UNIONS), Savings and Loan Cooperative Societies (COOPERATIVES), Financial Leasing Companies, and Factoring Companies.

FINANCIAL INTERMEDIARY IN DEVELOPMENT: Financial entities authorized by FIRA under a temporary direct operation scheme, solely with funding service, while they perfect their operation processes to transition to traditional direct operation.

LOCALITIES WITH HIGH AND VERY HIGH DEGREES OF MARGINALIZATION: Referring to the current classification of the National Population Council (CONAPO).

CLEAN DEVELOPMENT MECHANISM (CDM): A mechanism that allows the issuance of "Emission Reduction Certificates" to companies and/or producers who carry out activities or projects that reduce or capture Greenhouse Gases (GHG), subjecting themselves to the certification process described and supervised by the United Nations Framework Convention on Climate Change.

MEDIUM-SIZED ENTERPRISE: Natural or legal persons, with economic activities in the primary sector, transformation of agricultural, forestry, and fisheries products, agri-food sector, and non-agricultural rural activities, and credit amount up to 4 million UDIS per final accredited party.

MICROENTERPRISE: Natural person, dedicated to primary and/or non-agricultural rural activities, and credit amount up to 10,000 UDIS per final accredited party.

COMMERCIAL OR TECHNOLOGICAL MISSIONS: Refers to events that require displacing the target population within the national territory or abroad, in order to identify, observe, or analyze technologies, products, services, that allow beneficiaries to incorporate elements to improve their productivity, profitability, and sustainability. The support includes visits to Companies, Trade Fairs, Exhibitions, Higher Education Institutions, Financial Intermediaries, and other visits related to credit, financial, commercial, or technological aspects.

IRRIGATION MODULE: Association of users of the irrigation service.

CREDIT AMOUNT: Sum of the outstanding credits granted with FIRA resources to a final accredited party, plus the amount of the credit requested.

NEW CREDIT SUBJECT: Natural or legal person who is not registered in FIRA's portfolio systems.

CERTIFYING BODY (CB): Legal person, organization, or public or private institution, administrative unit of some dependencies, entity, or similar at the federal, state, or municipal government levels, accredited by CONOCER, to certify the competencies of persons, based on competency standards registered in the national registry of competency standards, as well to accredit, with prior authorization from CONOCER, evaluation centers and/or independent evaluators in one or more competency standards, registered in the national registry of competency standards, during the determined period.

PROMOTING ORGANIZATION: Civil Associations and Civil Societies without profit motives whose corporate purpose considers the integral sustainable development of the rural population, through actions of technical assistance, training, and promotion of public programs. These organizations facilitate training, the dissemination of financing programs, and the constitution of new credit subjects with producers of the Agricultural, Forestry, Fisheries, Food, and Rural Sector who individually face obstacles to accessing credit and the benefits of various support programs.

PRODUCER ORGANIZATIONS: Association or grouping of natural or legal persons who mainly carry out primary production activities and rural economy activities, legally constituted to carry out organization, services, promotion, and management of financial and technological supports for the development of their members related to activities of the Agricultural, Forestry, Fisheries, Food, and Rural Sector.

NATIONAL AND REGIONAL PRODUCER ORGANIZATIONS: Legal persons from the social and private sectors with national or regional coverage constituted in order to carry out economic and social activities in favor of their affiliates or that represent a Product System at the national level.

SMALL ENTERPRISE: Natural or legal person with some activity in the primary and/or rural sector, and the credit amount does not exceed 160,000 UDIS per final accredited party.

EXTERNAL PROVIDERS OF SPECIALIZED SERVICES: Legal persons or natural persons with business activity that provide consulting, training, advisory, technology transfer, and other services related to financing (origination, administration, supervision, and recovery) to the different participants in the agri-food sector.

PROAF: Family Agriculture Program: Program that integrates supports with financial and technological products to address credit needs of producers with low-scale units, whose incomes are based on agricultural and rural activities, predominantly use family labor, and demand low-amount credits up to 33,000 UDIS per accredited party.

PROJECT: Financing needs that a credit subject has in a productive cycle to carry out its productive activity; this means that, if it is an investment project (Refinancing Credit) that entails the requirement of credit for working capital and/or complementary capital concepts, the accumulated amount of both corresponds to the amount per project. Set of necessary investments to achieve objectives and goals in an investment program or subprogram aimed at creating and expanding productivity.

SUPPLIER DEVELOPMENT PROJECT (SDP): Project that carries out a strategy of integrating small and medium producers with a lead company that seeks to supply adequate, continuous, and sufficient raw material, to meet the needs of the final consumer and that through financial, technological, organizational, quality management, and risk administration tools, seeks to strengthen the competencies preferably of small and medium agricultural producers to become suppliers of higher value markets.

REGIONAL IMPACT PROJECTS: Profitable and sustainable projects identified through diagnostics and/or value chain mappings, in activities eligible for FIRA that influence the improvement of the socioeconomic well-being of populations of more than one municipality or federal entity, taking into account the heterogeneity in the needs and development opportunities of the participating territories; these projects may have, for their design, development, and implementation, inter-institutional coordination and/or of different levels of government (federal, state, and municipal).

SUSTAINABLE PROJECTS: Initiatives that are developed in the rural environment or in companies within the target segment of FIRA's attention and that, while considering the dimensions of economic, environmental, and social viability in their activities, address, in particular, one or more of the following areas: causes and effects of climate change; conservation and rational use of natural resources; development of renewable energy sources; efficient use of water and energy; and development and implementation of models for project financing in support of vulnerable groups or disadvantaged communities (base of the pyramid).

VALUE CHAINS: Interaction of the various participants around a productive activity from the supply of inputs, production, transformation, and distribution of the different goods and services related until reaching the final consumer.

RENIECYT: National Registry of Scientific and Technological Institutions and Companies. It is a support instrument for scientific research, technological development, and innovation of the country under the responsibility of CONACYT through which it identifies the institutions, centers, organizations, companies, and natural or legal persons from the public, social, and private sectors that carry out activities related to research, and the development of science and technology in Mexico.

RENAPO: National Population Registry.

ADVISORY SERVICE: Service provided by external providers of specialized services for the solution of problems or basic needs in technical-productive, administration, and management aspects.

TRAINING SERVICES: Considers support modalities for Financing Promotion and Technological Development, National Events, Events Abroad, National Commercial or Technological Mission, Commercial or Technological Mission Abroad, Training Internships, and Demonstration Events; in which the target population can participate with FIRA supports, includes virtual training, courses, workshops, seminars, forums, congresses, conferences, diplomas; visits to companies, fairs, exhibitions, Higher Education Institutions, Financial Intermediaries, and other visits related to credit, financial services; participation in demonstration events in companies of producers and others, TDCs, Higher Education Institutions, Technological Change Agents, industries, among others.

CONSULTING SERVICE: Service provided by external providers of specialized services with the purpose of resolving specific problems or needs, which by their specialization cannot be resolved by the advisory service.

NATIONAL COMPETENCY SYSTEM: Instrument of the federal government that contributes to economic competitiveness, educational development, and social progress of Mexico, based on the strengthening of people's competencies.

PRODUCT SYSTEM: Set of elements and concurrent agents of the productive processes of agricultural products, including the supply of technical equipment, productive inputs, financial resources, primary production, collection, transformation, distribution, and marketing.

CREDIT SUBJECT: The natural or legal person who meets the requirements to be evaluated and subsequently favored with the granting of a credit, in cash or sale of an article with payment facilities.

TECHNOLOGY TRANSFER: Process by which Natural Persons (NP) or Legal Persons (LP) of the target population incorporate and apply technological knowledge to their productive, processing, commercial, and service systems, among others, which allow them to improve the efficiency, profitability, and productivity of their companies.

INVESTMENT UNIT (UDIS): Unit of account whose equivalence in national currency is published by the Bank of Mexico in the Official Gazette of the Federation.

ADMINISTRATIVE UNIT: FIRA branch offices called Agencies, State Residences, TDCs, and Sub-directorates located in the federal entities, where the target population can present Support requests, the addresses and phone numbers can be consulted on the institutional portal (www.fira.gob.mx).

TECHNOLOGY TRANSFER UNITS: Those that incorporate production, transformation, marketing, or service technologies.

LINKED USERS: Natural and legal persons who carry out activities in the agricultural, forestry, fisheries, food, and rural sectors, who have active funding and/or guarantee service with FIRA, as well as Financial Intermediaries with and without direct operation with FIRA (according to the characteristics defined by FIRA).

ANNEX 12: TERMS OF REFERENCE FOR TRAINING EVENTS

Training events eligible for support will be focused on fulfilling the purpose of achieving greater financial inclusion of producers, seeking to facilitate their access to formal financing; fostering the increase in productivity, efficiency, and profitability of their companies, and promoting the responsible and sustainable development of the agricultural, forestry, fisheries, food, and rural sectors, as well as the strengthening and integration into value chains; promoting the formation and strengthening of External Providers of Specialized Services, strengthening the preparation of students and graduates of Higher Education Institutions, as well as strengthening Financial Intermediaries that operate directly with FIRA, Parafinancial Companies, and Financial Entities Recognized by Legislation, that operate FIRA financial services.

The events must induce and facilitate the target population to organize themselves to constitute themselves as credit subjects, develop their productive capacities, strengthen their companies, integrate economically into value chains, link to markets in better conditions, and with a focus on responsible and sustainable development; as well as the strengthening of Financial Intermediaries, Parafinancial Companies, and Financial Entities, that operate FIRA financial services, so that they are in conditions to expand and deepen the coverage of complete financial services in the rural environment.

Considering themes that impact the fulfillment of institutional priority objectives, such as the following:

  • Induction of producers to their formal organization, development of financial education, and schemes for credit massification; structuring and formation of legal associative figures.

  • Analysis of resources, strategic planning, formulation of productive projects, and preparation of basic business plans.

  • Improvements to the productive process (technologies, training, and skills development), market and product demand analysis, demonstration of technologies, and training to use risk management tools such as:

FINCAS, insurance, coverages, contract farming, and sureties.

  • For the integration of producers into value chains or events related to the development of administrative, productive, or marketing capacities.

  • Strengthening of external providers of specialized services that are oriented to the structuring of projects, the formation and development of credit subjects, the promotion of organization, financing, and technological development, or any other topic oriented to institutional priority objectives.

  • For the Adoption of Technological Innovations, knowledge of the characteristics of the product demanded by the market, technological supply that improves productive processes, and human resource training, establishment of Technology Transfer Units, process improvements for product conditioning, logistics, marketing, development and administration of collection centers, packaging, and service units, among others.

  • For the development of managerial skills of managers, directors, or members of the board of directors or supervisory boards of companies or producer organizations that receive FIRA financing.

  • For the Analysis of the Value Chain, identification of business opportunities that facilitate integration into the market, and to obtain certifications required in Integration into value chains and in the development of new products.

  • For the Operation and Consolidation of Integration Schemes, develop and strengthen the supplier network; open new markets; develop supply logistics centers, commercial infrastructure, and logistics for market access, and in general, topics related to marketing.

  • For promotion, execution, design, structuring, establishment, operation, coordination, supervision, and development of business schemes based on the result of the diagnostic and mapping of value chains.

  • For projects with environmental benefits, dissemination, adoption of technologies, and implementation of projects related to one or more of the following aspects: reduce causes and effects of climate change, efficient use of water and energy, conservation of the environment, rational use of natural resources, development of biofuels and renewable energy sources, and topics related to responsible and sustainable development.

  • For processes of obtaining negotiable certificates of reduction of greenhouse gases.

  • To disseminate programs, regulations, products, and services related to FIRA.

  • For executives and internal and external operators of Financial Intermediaries, or parafinancial companies, to develop and strengthen their capacities and certify their competencies related to project evaluation, credit process, and other financial services demanded by FIRA's target population.

  • For the preparation of strategic, operational, financial, and business plans of Non-Banking Financial Intermediaries, parafinancial companies, and financial entities.

  • For Non-Banking Financial Intermediaries, parafinancial companies, and financial entities to design and develop financial products that satisfy the needs of rural sector companies.

  • For the strengthening and development of the technical-productive competencies of external providers of specialized services.

  • Events related to the agri-food sector.

National training events may be developed by the Technology Development Centers (TDCs) that FIRA has or by providers who are registered with FIRA as external providers of specialized services.

The FIRA TDCs are: TDC Tezoyuca, located in the state of Morelos; TDC Tantakín, located in the state of Yucatán; TDC Salvador Lira López, located in the state of Michoacán; TDC Villadiego, located in the state of Guanajuato, and TDC La Noria, located in the state of San Luis Potosí.
