SD Circular Letter No. 01: Regarding Submission of NBFI 2, NBFI 3 and Other Returns

Non-Bank Financial Institutions (NBFIs) are required to submit NBFI-2 and NBFI-3 reports via the relevant RIT Web Portal by the 20th of the following month, accompanied by a summary sheet signed by the Managing Director or authorized officer. Additionally, monthly deposit and interest/profit rate details must be uploaded by the 10th of the subsequent month, while branch codes must be applied for within 7 working days of a new branch's commencement. NBFIs must also submit an annual branch list by January 10th and immediately notify the department of any changes in government or private NBFI status.

Dear Sir,

Regarding the submission of NBFI-2 and NBFI-3 and other returns.

Pursuant to Section 12 of the Financial Institutions Act, 1993 and the Financial Institutions Regulations, 1994 (amended up to June 2003), Non-Bank Financial Institutions have been submitting NBFI-2 and NBFI-3 returns to the Statistics Department on a quarterly basis. Given the importance of these returns in national financial planning, it is essential that the data/information be accurate. To ensure the submitted returns are correct and error-free, the following decisions have been taken by this department, which are mandatory for Non-Bank Financial Institutions:

  1. The NBFI-2 and NBFI-3 Reporting Form (attached) must be filled out when opening a new customer account and stored attached to the Account Opening form.
  2. The NBFI-2 (Deposits) and NBFI-3 (Advances) returns for each quarter (along with the Summary Sheet) must be uploaded via the relevant RIT Web Portal by the 20th of the following month.
  3. The Summary Sheet (Deposits & Advances) must be submitted along with a Forwarding Letter, signed by the Managing Director or, in their absence, by the officer-in-charge/second-highest officer.
  4. Arrangements must be made for experienced and skilled officers at branches and the head office to fill out the Account Opening form and submit the aforementioned returns accurately and on time.
  5. Details of deposits and interest/profit rates for each month must be uploaded via the relevant RIT Web Portal by the 10th of the following month.
  6. For the submission of returns to Bangladesh Bank, an application for the branch code must be made within 7 working days of the commencement of operations of a new branch.
  7. The 'Guidelines to Fill in the NBFI Returns-1, 2 & 3 (Second Edition)' can be collected from this department if needed.
  8. A list of branches as of December 31st each year must be submitted by January 10th in accordance with Annexure-A (Chapter: 9, Page: 97) of the aforementioned Guidelines.
  9. In the case of change/transition of type for government and private NBFIs, immediate notification must be sent via letter along with the relevant documents.
