SD Circular No. 03: Regarding the Monthly Submission of Private Sector Medium and Long Term (MLT) External Debt Data

The document mandates that all approved dealer banks and their offshore banking units in Bangladesh submit data on private sector medium and long-term external debt on a monthly basis, effective from July 2026. Banks are required to complete five specific Return forms, upload hard copies of UD-1/UD-2 forms and loan agreements, and submit these materials to the Statistics Department by the 15th of the following month. Previous instructions regarding quarterly submissions remain unchanged except for this new frequency requirement, which is issued under Section 45 of the Bank Company Act, 1991, and takes immediate effect.

Dear Sir,

Regarding the Monthly Submission of Data/Information on Private Sector Medium and Long Term External Debt.

Reference is invited to STD Circular Letter No. 06/2014, dated September 30, 2014, and SD Circular Letter No. 01/2023, dated January 30, 2023.

According to the aforementioned circulars, instructions have been issued for your bank to regularly submit data/information on private sector medium and long-term external debt by completing the relevant five (5) Returns (Return No. 1; Return No. 2; Return No. 3; Return No. 4; Return No. 5) and uploading them to the e-Return portal on the Bangladesh Bank website, along with hard copies of UD-1/UD-2 forms and documents regarding loan agreements, to the Statistics Department by the 15th of the following month on a quarterly basis. Now, in order to assess the country's ability to repay external debt, ensure overall economic stability, formulate monetary policy, closely monitor external debt, prepare statistics on Balance of Payments and Foreign Investment status, and monitor overall financial health, it has been decided to collect data/information on private sector medium and long-term external debt on a monthly basis instead of quarterly. In this regard, you are advised to comply with the following instructions:

a) Data on private sector medium and long-term external debt must be regularly completed and submitted on a monthly basis starting from July 2026. The relevant five (5) Returns must be uploaded to the e-Return portal on the Bangladesh Bank website by the 15th day of the following month after the end of each month, and hard copies of UD-1/UD-2 forms and documents regarding loan agreements must be submitted to the Statistics Department by the 15th of the following month on a monthly basis.

b) In addition, other instructions mentioned in previous circulars regarding this matter will remain unchanged.

These instructions are issued under the powers conferred by Section 45 of the Bank Company Act, 1991 (amended up to 2023), and will take effect immediately.
