The Sustainable Finance Department of Bangladesh Bank amends the policy framework for the Refinance Scheme for Renewable Energy and Environmentally Friendly Non-Energy Sectors by adding the sub-sector 'Occupational Health and Safety in Factories' to the eligible categories. This expansion allows industrial units that are members of the Bangladesh Association of Cleaner Production (BACP) and own their factories to access refinance for constructing safe working environments, fire safety equipment, roofs, and water storage tanks. The amendment is incorporated into existing participation agreements with the bank and applies immediately to all scheduled banks and financial institutions in Bangladesh.

Refinance Scheme for Renewable Energy and Environmentally Friendly Non-Energy Sectors.
Reference is invited to your GCSDR Circular No. 02 dated July 01, 2013, GCSDR Circular Letter No. 01 dated May 20, 2014, GCSDR Circular Letter No. 02 dated August 18, 2014, and GCSDR Circular Letter No. 06 dated October 12, 2014.
Under the aforementioned circulars and circular letters, refinance facilities are being provided for a total of 47 products across 9 sectors in the 'Refinance Scheme for Renewable Energy and Environmentally Friendly Non-Energy Sectors'. The sub-sector 'Occupational Health and Safety in Factories' has been included in the Refinance Scheme. This inclusion covers industrial units that are members of the Bangladesh Association of Cleaner Production (BACP) and own their factories, for the purpose of constructing safe working environments in factories, fire extinguishing materials, fire protection materials, roofs, and water storage tanks along with the required number of pumps for underground water, as well as renovation, reconstruction, and replacement works for this purpose.
In all other respects, the instructions mentioned in GCSDR Circular No. 02/2013 and GCSDR Circular Letter No. 02/2014 shall remain applicable. For Shariah-based banks and financial institutions, the aforementioned inclusion shall be considered operative regarding the authorization of renewable energy and environmentally friendly initiatives issued under GCSDR Circular No. 06/2014.
The aforementioned inclusion shall be deemed to have been added to the Participation Agreements (Participation Deeds) already executed with Bangladesh Bank under the Refinance Scheme for Renewable Energy and Environmentally Friendly Non-Energy Sectors.
These instructions shall come into force immediately.
