This circular establishes the procedures for financial entities to submit requests to participate in the daily sessions of the Bolsín. Requests must be submitted by 15:00 daily via the Foreign Exchange Operations System (SIOC) with national currency provision, in person at the BCB's Single Window for La Paz-based entities without SIOC access, or by email for entities in other regions. Financial entities lacking sufficient national currency resources in their current or reserve accounts by the deadline will have their requests rejected and be suspended from Bolsín sessions for five business days. This document supersedes Circulars SGRAL N° 013/2009 and SGDB N° 009/2010.

Ladies and Gentlemen:
In compliance with Article 13 of the Foreign Exchange Operations Regulations, approved by the Board of Directors Resolution of the Central Bank of Bolivia (BCB), No. 031/2009, the procedure for submitting requests to participate in the daily sessions of the Bolsín is detailed below:
- Requests must be sent or presented by 15:00 each day.
- Requests shall be made according to the following modalities: 2.1 Financial entities that have access to the Foreign Exchange Operations System (SIOC) must register their request by making the respective provision of funds in national currency. 2.2 Financial entities with their head office in La Paz and that do not have access to the SIOC must submit their request at the BCB's Single Window, in a sealed envelope containing Form No. 1520-004 "Request for the Sale of US Dollars through the Bolsín". (http://www.bcb.gob.bo/index.php?q=servicios/formularios&cat=27) 2.3 Financial entities with their head office in other parts of the country and that do not have access to the SIOC must send their request to the email address bolsin@bcb.gob.bo attaching the scanned Form No. 1520-004.
- For modalities 2.2 and 2.3, if the financial entity does not have national currency resources in its current account and reserve account, reserve account, or current account by 15:00, its request will be rejected and it will be suspended from participating in Bolsín sessions for five (5) business days.

EXTERNAL CIRCULAR OF THE CENTRAL BANK OF BOLIVIA
Circulars SGRAL No. 013/2009 of April 22, 2009 and SGDB No. 009/2010 of April 27, 2010 are hereby repealed.
The BCB's Foreign Operations Sub-Management (Phone 2409090 Ext. 1802-1811) will handle inquiries regarding this Circular.
