SGDB N° 037/2014: Social Housing Credit Interest Rates and Exchange Rate System Version 4.32

The Central Bank of Bolivia requires financial entities to correct reporting errors regarding social housing credit interest rates, specifically mandating that the commercial value for construction loans includes the appraisal value plus the construction budget per Supreme Decree No. 1842, and that the UFV quotation used for conversion corresponds to the date the rate is agreed with the client rather than the disbursement date. To enforce these standards, the Bank will release version 4.32 of the Social Housing Credit Interest Rates and Exchange Rate System on September 5, 2014, which includes validators to flag rates exceeding the maximum limits established in Supreme Decree No. 1842. This new version becomes effective on September 9, 2014, for reporting information dated September 8, 2014.

Ladies and Gentlemen:

After reviewing the interest rate information for social housing loans reported through the reference system, errors in the reported information were identified. In this regard, entities must pay special attention to the following aspects:

  • For loans intended for construction, renovation, and/or expansion, the reported commercial value must consider the value of the housing according to the appraisal plus the value of the construction budget as established in Supreme Decree No. 1842.
  • The UFV quotation to convert the commercial value of the housing must be the one corresponding to the moment when the rate is agreed with the client, not that of the disbursement date.

Additionally, in order to improve the quality of the information sent, version 4.32 will be published, which will include information validators for social housing credits whose rates are outside the maximum limits established in Supreme Decree No. 1842.

The new version will be available for download on the intranet of the Financial System Supervisory Authority on Friday, September 5, 2014, with effect from September 9, 2014, so that information from September 8, 2014, can be reported.
