FROM: GENERAL MANAGEMENT TO: PARTICIPANTS IN THE HIGH-VALUE PAYMENT SYSTEM (SIPAV) SUBJECT: SPECIAL POWER OF ATTORNEY FOR THE EXCHANGE OF DIGITAL CERTIFICATES IN SIPAV
Ladies and Gentlemen:
The Central Bank of Bolivia informs all SIPAV participants that the Central Bank of Bolivia's digital certificate will expire on Wednesday, November 7, 2012, at 12:05:18 a.m. Consequently, SIPAV participants must submit to the Financial Entities Management, by October 31, 2012, the special power of attorney that their legal representatives will use, considering that the document must contain the following text:
FOR SIGNER OR SIGNATORY:
(Name of the entity), in its capacity as a participant in the High-Value Payment System, grants power to (name of the legal representative), to act on its behalf and representation and in its capacity as a signer or signatory of the self-signed digital certificates that we issue, to generate the digital signature to be used in any electronic document digitally signed in the High-Value Payment System, issued in the name of (name of the entity).
FOR THE EXCHANGE OF DIGITAL CERTIFICATE:
(Name of the entity), in its capacity as a participant in the High-Value Payment System, grants power to (name of the legal representative), to act on its behalf and representation to deliver and receive self-signed digital certificates, as well as to sign the respective acts of exchange of digital certificates of the High-Value Payment System.

The special powers of attorney are essential to carry out the exchange of digital certificates (operations and revocation) to operate in SIPAV.
