SMESPD Circular Letter No. 01: Financing to all disabled SME entrepreneurs including blind under Bangladesh Bank Fund

The document amends the policy guidelines for the Small Enterprise Sector Refinancing Scheme 'Bangladesh Bank Fund' to provide 100% refinancing for loans granted to all disabled SME entrepreneurs, including the blind, at an interest rate of 10% (Bank Rate + 5%). It sets the refinancing limit for these entrepreneurs between a minimum of 10,000 BDT and a maximum of 500,000 BDT. The circular mandates adherence to existing government and Bangladesh Bank policies regarding lending to persons with disabilities and takes immediate effect.

Dear Sir, Subject: Regarding certain amendments/additions to the policy guidelines of the Small Enterprise Sector Refinancing Scheme "Bangladesh Bank Fund" for the purpose of distributing low-interest loans to all disabled SME entrepreneurs including the visually impaired.

We draw your attention to Circular No. SMESPD Circular No. - 02 issued by this department on 04/09/2011. Under the said circular, it has been decided to make the following additions/amendments to the policy guidelines of the Small Enterprise Sector Refinancing Scheme "Bangladesh Bank Fund":

  1. 100% refinancing facility will be provided under the said fund, subject to fund availability, against loans granted to all disabled SME entrepreneurs including the visually impaired at an interest rate of 10% (Bank Rate + 5%).

  2. The refinancing limit for all disabled SME entrepreneurs including the visually impaired is hereby fixed from a minimum of 10,000 (Ten Thousand) Taka to a maximum of 5,00,000 (Five Lakh) Taka.

  3. Existing policy guidelines of the Government of the People's Republic of Bangladesh and Bangladesh Bank regarding the provision of loans to persons with disabilities must be followed.

Other existing policy guidelines of the "Bangladesh Bank Fund" will remain unchanged.

This circular will take immediate effect.
