SMESPD Circular Letter No. 02: Special loan/investment facility provided to CMSME sector affected by Novel Corona Virus (COVID-19) pandemic

Bangladesh Bank requires all scheduled banks and financial institutions to enter data regarding loan/investment approvals and disbursements under the CMSME special incentive package into a dedicated online dashboard on the bank's website. Institutions must submit Form 'C' to the Information Systems Development and Support Department by March 14, 2021, to obtain user IDs for this dashboard. Additionally, banks must enter all previously approved or disbursed loans/investments related to the package within one week of the circular's issuance and continue sending weekly reports via email to the focal point officer alongside the new dashboard entries. These instructions are effective immediately under Section 45 of the Bank Company Act, 1991.

Dear Sir,

Context of special loan/investment facility provided to the CMSME (CMSME) sector due to the outbreak of Novel Corona Virus (COVID-19).

Reference is drawn to paragraph 3(a) of SMESPD Circular Letter No. 09 dated September 21, 2020, on the subject cited above.

  1. It was mentioned in the cited paragraph of the aforementioned circular that, according to Annexure 'B' attached to the circular, the "Weekly Status Report" regarding the distribution of loans/investments must be sent via email to the Focal Point Officer within 03 (three) working days after the end of the week.

  2. Now, in order to ensure implementation within the stipulated time frame for the special incentive package for the CMSME sector to counter the outbreak of COVID-19, to closely monitor the progress of package implementation, to ensure timely receipt of relevant information, and to take timely decisions, an online dashboard has been prepared on the website of Bangladesh Bank. Henceforth, banks/financial institutions must enter information regarding the approval/distribution of loans/investments under the CMSME special incentive package into the said dashboard immediately upon approval/distribution of the loan/investment. In this regard, banks/financial institutions must submit information to the Information Systems Development and Support Department of Bangladesh Bank in accordance with Form 'C' attached, for obtaining User IDs, by March 14, 2021. It is mentioned that, to gain a correct understanding of the CMSME incentive package by the concerned bank/financial institution and the subordinate banking sector, all information regarding loans/investments approved/distributed prior to the date of issuance of this circular must also be entered into the dashboard within 01 (one) week. It is further mentioned that, along with entering information regarding loan/investment approval/distribution into the dashboard from the date of issuance of this circular, the previous rule of sending the "Weekly Status Report" to the Focal Point Officer via email must be continued for the next 01 (one) month.

  3. These instructions will be implemented immediately.

  4. These instructions are issued under the powers conferred by Section 45 of the Bank Company Act, 1991.
