The document amends Paragraph 4.3.4(d) of SMESPD Circular Letter No. 4/2015 dated July 14, 2015, by specifying that new entrepreneurs applying for loans must hold a certificate of successful training in entrepreneurship development, business management, marketing, or other technical areas from a government or private enterprise development institution approved by Bangladesh Bank. It officially recognizes 28 specific institutions for this purpose, as listed in Annexure-B, and mandates that scheduled banks and financial institutions consider certificates issued by these recognized entities when processing new entrepreneur loans. All other provisions of the referenced circular and letter remain unchanged.

Dear Sir,
Regarding the amendment/addition to the circular on "Refinancing Fund for New Entrepreneurs in Cottage, Micro & Small Sector".
Reference is invited to Paragraph 4.3.4(d) of SMESPD Circular Letter No. 4/2015 issued on 14 July, 2015, on the subject cited above.
It is mentioned in the said circular that, "The new entrepreneur applying for the loan must possess a certificate of successful training in entrepreneurship development, business management, marketing, etc., or other technical issues (product production, processing, machinery repair, etc.) from any government or private enterprise development institution approved by Bangladesh Bank." In light of the percentage mentioned in the circular, 28 enterprise development institutions have been recognized to provide training to entrepreneurs interested in taking up new ventures (see Annexure-B). The certificates issued by the said institutions will be considered at the time of granting loans to new entrepreneurs.
All other provisions of the relevant circular and circular letters shall remain unchanged.
