The SME & Special Programs Department of Bangladesh Bank mandates scheduled banks and financial institutions to submit updated monitoring data for loans and investments disbursed under the COVID-19 stimulus package for the CMSME sector. This circular cancels previous reporting instructions and requires the submission of weekly disbursement details via email within three working days of the week's end, along with a detailed monthly report on CD containing approval and disbursement data within five working days of the following month. Dear Sir,
Context of monitoring loans/investments provided to the CMSME sector under the stimulus package due to the outbreak of Novel Coronavirus (COVID-19).
Reference is drawn to your attention to SMESPD Circular No. 1 dated: 13/04/2020, SMESPD Circular Letter No. 1 dated: 30/04/2020, and SMESPD Circular Letter No. 5 dated: 22/06/2020 regarding the subject matter.
Through the aforementioned circular, instructions were given to each bank and financial institution to submit information according to the tables provided in Annexure-2 and 2 (A & B) regarding approved and disbursed working capital loans/investments under the discussed package, and through the second circular letter, to submit information according to Annexure 2 and Revised Annexure-2 (A & B) provided with SMESPD Circular No. 01/2020. Furthermore, through the third circular letter, instructions were given to change the submission of information regarding loan/investment approval and disbursement from a monthly basis to a fortnightly basis.
Now, in order to closely monitor the progress of the implementation of the discussed stimulus package according to the target within the stipulated time frame and to submit relevant information to the SME & Special Programs Department of Bangladesh Bank by banks and financial institutions, it has been decided to cancel the previous instructions provided through the aforementioned circulars/circular letters regarding submission to Bangladesh Bank and provide the following instructions:
a) Submission of "Weekly Disbursement Report" regarding loan/investment disbursement according to Annexure 'B' to the Focal Point Officer's email (soft@smespd.bb.gov.bd) within 03 (three) working days after the end of the week; and
b) Submission of a detailed monthly report (CD format) regarding loan/investment approval and disbursement according to Annexure 'C' and 'D' to the Focal Point Officer within 05 (five) working days of the following month.
Other instructions contained in the aforementioned circulars/circular letters will remain unchanged.
This circular letter is issued under the powers conferred by Section 45 of the Bank Company Act, 1991.
These instructions will come into force immediately.
