This standard operating procedure establishes a framework for Pakistani nationals and naturalized citizens currently holding Proof of Registration (POR) cards to obtain a Computerized National Identity Card (CNIC) by canceling their existing POR status. Applicants must submit specific pre-1978 documentation or formal citizenship certificates to a Regional Verification Board, alongside a 5,000 PKR processing fee, to initiate database reconciliation. Following verification, successful applicants will have their POR record moved to history, while cases with unauthentic credentials face denial of service and potential revocation of existing identification.
NADRA had issued Proof of Registration (POR) cards to Afghan citizen in coordination with Ministry of SAFRON through a MOU between Government of Afghanistan and Government of Pakistan and UNHCR. POR database is being maintained by NADRA, however, ownership of the PoR database lies with Government of Pakistan (Ministry of SAFRON to manage in collaboration with UNHCR).
To protect any kind of fraud, all those people who apply for Pakistani National Identity Card, their data is matched with each other and also with POR/NARA card holder. Currently, few Pakistanis have obtained POR Card (Afghan Card) with malafied intention (Financial benefits or to travel abroad) but now are experiencing problem once data is matched with POR Card holder’s database. There are also few Afghanis who are POR Card holder but over period of time have been Naturalized and granted Pakistani Citizenship, they are also unable to obtain Pakistan National Identity Card. Accordingly, they approach Ministry of SAFRON for cancellation of POR cards and MOI for issuance of CNICs. To address problem of these two categories policy has been formulated for cancellation of data of POR Card so that Pakistani ID Card be prepared for them. POR card is also required to be cancelled and database to be updated. This SOP would only deal those records whose expiry date is 31-12-2015 or before.
All such applicants who are holding CNIC or have applied for CNIC but are blocked in NADRA Database because they are in possession of POR Card will be asked to approach concerned NADRA Regional Verification Board along with following documents:
After evaluation of all requirement, Board will forward the case with recommendations to HQ Islamabad for final approval from Chairman NADRA or by DG Operations on behalf of Chairman NADRA.
Ministry of SAFRON (Chief Commissionerate for Afghan Refugees)/UNHCR will be informed about the reasons for the cancellation of POR cards, legal status of the individual and date of issuance of CNICs after cancellation of POR card/updation of POR Database. Original POR (if available) will also be submitted to SAFRON.
POR Card would be marked as Move to History, which will remove it from the active records, but not from the database as such.
POR Card will be returned to the individual and CNIC Cancellation process would be started, if the Naturalization/Citizenship Certificate is found unauthentic or his claim as Pakistani National is not proved.
