State Program on Implementing the Strategy of Actions on Five Priority Development Directions of the Republic of Uzbekistan for 2017-2021 in the Year of Active Investments and Social Development

The President of Uzbekistan approved a state program with a total project value of 16.9 trillion UZS and 8.1 billion USD to implement the 2017-2021 development strategy. The decree establishes an investment visa valid for three years, grants ten-year residence permits to foreign citizens investing over 3 million USD, and creates a Uzbek-UAE investment company with a 10 million USD charter capital. It mandates the restructuring of government bodies, the establishment of an Expert Council, and the introduction of simplified medical and educational access for foreign investors and their families.

On the State Program for Implementing the Strategy of Actions on Five Priority Development Directions of the Republic of Uzbekistan for 2017-2021 in the Year of Active Investments and Social Development

In 2018, declared as the "Year of Active Entrepreneurship, Support for Innovative Ideas and Technologies," a comprehensive set of measures was implemented in our country to introduce modern scientific achievements, innovative ideas, and technologies into the economy, social sphere, and state administration.

As part of the implementation of the 2018 State Program adopted, 76,000 projects worth 21 trillion UZS and 1 billion USD were implemented.

In accordance with the "Abad Qishloq" (Prosperous Village) and "Abad Mahalla" (Prosperous Neighborhood) programs, 3 trillion UZS was allocated for construction and landscaping works aimed at creating decent living conditions in over 400 villages and neighborhoods.

Within the framework of the "Every Family is an Entrepreneur" and "Yoshlar — kelajagimiz" (Youth — our future) programs, approximately 2 trillion UZS was allocated, and over 2,600 business projects were implemented locally.

Special attention was paid to the development of the social sphere, strengthening social protection of the population, and further improving the wage payment system, which made it possible to increase the real incomes of the population by 12 percent compared to 2017.

Opportunities for higher education were significantly expanded by opening new fields of study and increasing admission quotas.

Due to the introduction of a fundamentally new tax administration system, 5.5 trillion UZS was retained in the disposal of local budgets from the part of taxes executed exceeding the forecast. This is 6 times more than the 2017 indicators and 32 times more than the 2016 indicators.

In addition, the Concept of Improving the Tax Policy of the Republic of Uzbekistan, aimed at encouraging economic development, improving the business environment and investment attractiveness, increasing population incomes, and reducing the tax burden on business, was adopted.

In particular, the reduction of the single social payment rate to 12 percent and the abolition of mandatory allocations from the turnover (revenue) of legal entities to state target funds created conditions for additional funds to remain at the disposal of enterprises.

In 2018, 18 state visits were made, and investment agreements worth 50 billion USD were achieved. Currently, 456 projects with a value of 23 billion USD are being implemented in our country from foreign investment.

To ensure the implementation of the Strategy of Actions on Five Priority Development Directions of the Republic of Uzbekistan for 2017-2021, as well as to implement the tasks set forth in the Address of the President of the Republic of Uzbekistan to the Oliy Majlis on December 28, 2018: [ OKOZ: 1. 02.00.00.00 Fundamentals of State Administration / 02.08.00.00 General Issues of State Administration in the Field of Economy, Social and Cultural Construction / 02.08.01.00 State Programs, Concepts, etc.]

  1. Approve the State Program for Implementing the Strategy of Actions on Five Priority Development Directions of the Republic of Uzbekistan for 2017-2021 in the Year of Active Investments and Social Development (hereinafter referred to as the State Program), which envisages the implementation of projects with a total value of 16.9 trillion UZS and 8.1 billion USD, and is directed at:

in the field of improving the system of state and society construction — strengthening the activity of the parliament in adopting important decisions and controlling the execution of laws, optimizing the system of executive power, continuing administrative reforms, widely applying modern management methods in state administration, developing state services, forming a unified personnel policy aimed at attracting qualified specialists to the state service, reviewing the powers and responsibilities of local state authority bodies, and increasing their independence;

in the field of ensuring the supremacy of law and further reforming the judiciary and legal system — achieving real independence of the judiciary, taking necessary measures to ensure the peace, security, and legality of the population, preventing crime in a timely manner, and improving and liberalizing criminal legislation;

in the field of economic development and active attraction of investments — ensuring macroeconomic stability, creating necessary conditions for healthy competition, fundamentally improving the business and investment environment, seriously reducing the state's participation in the economy, maintaining high economic growth rates, combating the "shadow" economy and sharply reducing its share, and continuing to liberalize currency policy;

in the field of social development — reducing unemployment among the population, increasing people's incomes, developing science and continuous education, improving the quality of medical services and expanding coverage of the population with them, strengthening social support for women and youth, improving people's living conditions, providing them with decent housing and increasing their well-being, establishing a healthy lifestyle in society, popularizing physical education and sports, and developing tourism;

in the field of ensuring security, interethnic concord and religious tolerance, as well as in the field of foreign policy — increasing the defense potential of our country, strengthening the capabilities of the Armed Forces of the Republic of Uzbekistan, forming a complex of the national defense industry, ensuring environmental security, rational use of water and other natural resources, and further increasing the effectiveness of foreign policy activity based on the principles of openness, mutual equality, and beneficial cooperation.   1. To ensure the effective and timely implementation of the measures envisaged in the State Program, especially those aimed at attracting foreign investments, creating a favorable investment environment, and increasing the level of social development of the regions of our country, the officials of the Administration of the President of the Republic of Uzbekistan, the Cabinet of Ministers, heads of ministries and departments, and diplomatic missions of the Republic of Uzbekistan abroad, who are personally responsible, shall be assigned to the regions of the country in accordance with Appendix 2.

It is established that the Chambers of the Oliy Majlis of the Republic of Uzbekistan will hear reports on the progress of the implementation of the State Program every quarter, submit proposals on eliminating existing problems and shortcomings, and take necessary measures to ensure the quality and timely execution of the measures in the State Program.   1. To discuss the progress of the implementation of investment projects and ensure the prompt and effective resolution of problems hindering investor activity, the practice of holding personal meetings with investors, including using modern information and communication technologies, is introduced monthly by the Prime Minister of the Republic of Uzbekistan together with the heads of ministries and departments, local executive authority bodies, and heads of diplomatic missions of the Republic of Uzbekistan abroad.   1. An Expert Council under the President of the Republic of Uzbekistan is established to provide advisory and expert support for reforms being implemented in the country, as well as to develop proposals aimed at reforming society and state life, developing the economy and social sphere, including improving the investment climate in the country.

The Cabinet of Ministers of the Republic of Uzbekistan and the National Agency for Project Management under the President of the Republic of Uzbekistan shall submit a draft Decree of the President of the Republic of Uzbekistan within two months, which envisages approving the following:

The composition of the Expert Council under the President of the Republic of Uzbekistan, including successful entrepreneurs, prominent state and public figures, scientists, including citizens of foreign countries and compatriots living abroad;

The Regulation on the Expert Council under the President of the Republic of Uzbekistan.

  1. The Ministry of Economy and Industry of the Republic of Uzbekistan, together with the State Committee for Investments, the Cabinet of Ministers of the Karakalpakstan Republic, and the Khakimliks of regions and the city of Tashkent, shall ensure the development of the Medium-Term Perspective Investment Policy Strategy of the Republic of Uzbekistan (hereinafter referred to as the Strategy) by June 1, 2019, taking into account the specific features of each region and primarily prioritizing directions for attracting investments.

  2. The Ministry of Foreign Affairs of the Republic of Uzbekistan, the Ministry of Foreign Trade, the State Committee for Investments, together with other interested ministries and departments, shall submit proposals within one week on specific measures aimed at further activating and developing cooperation in 2019 with foreign countries of the Republic of Uzbekistan — priority partners, in the fields of trade and economic, investment, cultural and humanitarian, political, as well as security cooperation.   1. The following procedure is established, according to which, starting from March 1, 2019:

an "investment visa" with a validity period of three years, with the possibility of extension without leaving the country, is introduced for founders (participants) of enterprises with foreign investment participation and their family members;

citizens of foreign countries, including founders (participants) of enterprises with foreign investment participation, who have invested more than 3 million USD to organize enterprises for the production of goods and provision of services on the territory of the Republic of Uzbekistan, are issued a residence permit in the Republic of Uzbekistan for 10 years in a simplified procedure;

foreign investors holding a residence permit or "investment visa" in the Republic of Uzbekistan, as well as their family members, have the right to use medical and educational services under the conditions provided for citizens of the Republic of Uzbekistan;

temporary registration of foreign investors, specialists attracted by them from among citizens of foreign countries, and their family members is carried out in the populated area where the investment project is being implemented, without the obligation to re-register in other regions of the country, for the duration of the visa's validity (or for 1 year if no visa is present).

  1. The proposal of the Recovery and Development Fund of the Republic of Uzbekistan, the State Committee for Investments, the Ministry of Finance, and the Ministry of Economy and Industry of the Republic of Uzbekistan regarding the establishment of the Uzbek-UAE Investment Company (hereinafter referred to as the Investment Company) together with the Abu Dhabi Development Fund (UAE) is approved.

Deputy Prime Minister of the Republic of Uzbekistan — Chairman of the State Committee for Investments of the Republic of Uzbekistan S.R. Kholmurodov and Executive Director of the Recovery and Development Fund of the Republic of Uzbekistan Sh.A. Vafoyev are authorized to sign the charter agreement on the establishment of the Uzbek-UAE Investment Company.   1. It is established that starting from March 1, 2019, a social pension is paid to mothers who have a child with a disability from childhood, after they reach pension age, if they do not have the work experience necessary for assigning a pension.

  1. Organizing systematic work on training the unemployed population, especially youth, in professions with high demand in the labor market, as well as introducing a national system of vocational skills training and certification, shall be considered a priority task of the Ministry of Employment and Labor Relations of the Republic of Uzbekistan in 2019.

It is established that creating attractive incentive factors for citizens, especially youth, to improve their qualifications, including organizing training centers for the unemployed and unemployed citizens based on vocational colleges included in the structure of the Ministry of Employment and Labor Relations on the basis of public-private partnership, is expected to focus on establishing vocational training based on modern educational and production technologies and introducing a national system of vocational skills that includes assessment of professional qualifications.

  1. It is established that starting from the 2019/2020 academic year:

the procedure for accepting documents to higher education institutions through state service centers will be introduced gradually;

a procedure for allocating separate quotas for admission to higher education institutions based on a competition among applicants consisting of persons who have served mandatory military service and have a recommendation from the command of military units will be introduced.

  1. The State Inspection for Quality Control of Education under the Cabinet of Ministers of the Republic of Uzbekistan shall, by March 1, 2019:

jointly with the Ministry of Higher and Secondary Special Education, the Ministry of Employment and Labor Relations, and the Ministry of Economy and Industry, approve the procedure for higher education institutions to independently establish admission quotas taking into account the future needs of economic sectors and the social sphere, as well as the institutions' opportunities to organize the preparation of qualified personnel, and provide for the implementation of this procedure from 2019/2020;

jointly with the Ministry of Higher and Secondary Special Education, submit proposals on eliminating artificial barriers in certifying the equivalence of foreign diplomas and optimizing the process of their recognition.

  1. The Ministry of Internal Affairs of the Republic of Uzbekistan, together with the Prosecutor General's Office, the State Security Service, the Ministry of Justice, and other interested agencies, shall, within one month, submit a draft law to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan providing for:

liberalization of crimes related to violation of the rules of stay in the Republic of Uzbekistan;

differentiation of administrative liability measures for violating the rules of stay in the Republic of Uzbekistan, ensuring expedited consideration of cases of this category by authorized state bodies.

b) making the voluntary association of citizens, compatriots living abroad, and non-governmental non-profit organizations to assist in the implementation of planned reforms, including those envisaged in the State Program, the main task of the "Yuksalish" All-National Movement, including through:

establishing open dialogue with the people and business community;

forming an effective system of public control;

mobilizing the efforts and forces of citizens, especially youth, as well as state power and management bodies, non-governmental non-profit organizations, and other institutions of civil society;

active participation in the discussion of the implementation of planned reforms, including those envisaged in the State Program, in the Chambers of the Oliy Majlis of the Republic of Uzbekistan and local councils of people's deputies;

regular submission of analytical information and proposals to the Chambers of the Oliy Majlis of the Republic of Uzbekistan, the Administration of the President of the Republic of Uzbekistan, and the Cabinet of Ministers of the Republic of Uzbekistan;

c) electing the head of the All-National Movement from among the deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, and the heads of regional branches from among the deputies of local councils of people's deputies, who at the same time serve as advisors to the Chairman of the Cabinet of Ministers of the Karakalpakstan Republic, the heads of regions, and the Mayor of Tashkent city.

The Cabinet of Ministers of the Republic of Uzbekistan shall adopt a government resolution on organizing the activities of the "Yuksalish" All-National Movement within two weeks.
