Scheduled banks and NBFCs operating in Bangladesh are required to submit monthly card transaction data (credit, debit, prepaid, and other cards) through the designated web portal by the 10th of the following month, in accordance with the finalized Operation Manual. This requirement, issued under the Banking Company Act 1991 and Finance Company Act 2023, becomes effective on April 1, 2025, and replaces previous ad-hoc data submission requests with a standardized, automated process to support big data analytics and policy formulation.

Dear Sir,
Regarding the monthly submission of information on card (credit/debit/prepaid/other) based transactions through the portal as per the Operation Manual.
Reference is drawn to your attention to the letter of this department dated December 22, 2022, with Source No.- DS, BDADS-1(4)/2022-2276.
You are aware that cards are currently a popular medium of transaction worldwide. The usage and demand for cards in Bangladesh are increasing significantly. Considering this increased demand, efforts have been made to collect more comprehensive information/data regarding cards. It is evident that the collection of this extensive information/data regarding card transactions will further enrich the Big Data repository of this department. The Central Bank, Commercial Banks/Financial Institutions, researchers, and other relevant stakeholders (Stakeholders) will be able to use this information/data to conduct customer spending behavioral pattern analysis and explore insightful information, thereby enabling the launch of various timely innovative products and the formulation of necessary policies. To this end, an Operation Manual has been finalized for the automated and accurate collection, compilation, storage, and analysis of information/data for each card-based transaction from all scheduled banks/NBFCs providing card services operating in the country, and for reporting card and card transaction-related information/data on the portal (https://www.bb.org.bd/en/index.php/about/guidelist).
You are hereby advised to regularly submit card-related information monthly (by the 10th of the month following the reported month) through the portal (https://ereturns.bb.org.bd/ccrud/upload bigdata) according to the Data Template provided in the attached Operation Manual. It is noted that once the Rationalized Input Templates (RIT) are fully prepared, the current Operation Manual will be transformed into a comprehensive Guideline, and you will be informed accordingly in due course.
This circular is issued under the powers conferred by Section 45 (amended up to 2023) of the Banking Company Act 1991 and Section 38(1) of the Finance Company Act, 2023.
This directive shall come into effect from April 1, 2025.
