STD Circular Letter No. 04: Reporting of Loans and Advances in the CMSME Sector in the Quarterly SBS-3 Statement

The Statistics Department of the Central Bank of Bangladesh directs all scheduled banks to report loans and advances in the Cottage, Micro, Small, and Medium Enterprises (CMSME) sector in the quarterly SBS-3 statement, effective for the April-June 2025 quarter. This directive implements a revised CMSME definition issued by the SME & Special Programs Department on March 17, 2025, which includes unorganized/individual entrepreneurs as a new category. Banks must adhere to the updated CMSME definitions and reporting codes provided in the circular's annexure.

Dear Sir,

Regarding the reporting of information on loans and advances distributed in the Cottage, Micro, Small, and Medium Enterprises (CMSME) sector in the quarterly SBS-3 statement.

In accordance with the Master Circular SME&SPD Circular No. 01 issued by the SME & Special Programs Department (SME&SPD) on March 17, 2025, the definition of the CMSME sector has been revised, and a new sector covering unorganized/individual entrepreneurs has been added alongside Cottage, Micro, Small, and Medium Enterprises.

In this regard, instructions are hereby given to submit the quarterly SBS-3 statement in accordance with the updated CMSME codes provided in the attached table.

These instructions will be effective from the reporting for the April-June 2025 quarter.

  1. CMSME Definition: The CMSME sector includes Cottage, Micro, Small, and Medium Enterprises as defined by the SME & Special Programs Department (SME&SPD) Master Circular No. 01 dated March 17, 2025.
  2. Unorganized/Individual Entrepreneurs: This new category covers unorganized/individual entrepreneurs who are not registered under any specific act or law, such as the Companies Act, Partnership Act, Cooperative Societies Act, etc.
  3. CMSME Codes:
    • Cottage Sector: Investment up to 10 Lakh BDT.
    • Micro Sector: Investment up to 10 Lakh BDT.
    • Small Sector: Investment up to 10 Lakh BDT.
    • Medium Sector: Investment up to 15 Lakh BDT.
    • Unorganized/Individual Entrepreneurs: Investment up to 10 Lakh BDT.
