Submission of private sector long term external debt data through Rationalized Input Template (RIT) in parallel to hard copy according to revised timeline

Scheduled banks in Bangladesh must upload private sector long-term external debt data, including loans approved by the Board of Investment and those availed by enterprises in EPZ areas, via the Rationalized Input Template (RIT) within one month after the end of each reference quarter. Banks are required to submit three specific RITs (T_ME_Q_LTED_GENERAL_INFO, T_ME_Q_LTED_TRANCHE_INFO, and T_ME_Q_LTED_SCHEDULE) once, while two other RITs must be uploaded quarterly until the loan is settled, alongside enclosing the confirmation page with the forwarding letter. Hard copies of ED-1/ED-2 forms and loan agreements must also be submitted to the Statistics Department within one month after the end of the reference quarter, superseding previous instructions in StD circular no.-03/2014.

Private sector long term (maturity more than one year) external debt statistics is being compiled by this department as part of its regular activities using Debt Management and Financial Analysis System (DMFAS) software provided by UNCTAD. General information, tranche information, drawing, payment schedule, repayments (principal, interest, commission etc.) of each loan has been registered in DMFAS software using the hard copy (ED-1 & ED-2) sent by AD banks/OBUs. The debt compilation on private sector long term external debt is being seriously hampered due to inconsistency/error/irrelevance in ED-1/ED-2 form and lack of full coverage in long term external debt (especially foreign borrowing of 100% foreign enterprises located in EPZ areas). Under this circumstances, banks will have to upload the relevant templates regarding private sector long term external debt including both foreign loan approved by Board of Investment (BOI) and foreign loan availed by industrial enterprises located in EPZ areas through RIT within one month after end of reference quarter and enclosed the confirmation page of uploaded template with the forwarding letter of the reference quarter. It is mentioned that three RITs (T_ME_Q_LTED_GENERAL_INFO, T_ME_Q_LTED_TRANCHE_INFO and T_ME_Q_LTED_SCHEDULE) will have to upload once (multiple times, if necessary) and two RITs will have to upload regularly on quarterly basis in the Bangladesh Bank website until the loan is settled. It is also stated that hard copies of ED-1/ED-2 form and loan agreements will have to submit the statistics department within one month after end of reference quarter instead of instructions given in the statistics department’s StD circular no.-03/2014, dated May 12, 2014.
