The people of Namibia enacted this Constitution to establish a sovereign, secular, democratic, and unitary state founded on democracy, the rule of law, and justice. It vests all governmental power in the people, guarantees fundamental human rights including life, liberty, equality, and fair trial, and establishes the Executive, Legislature, and Judiciary as primary state organs. Serving as the supreme law, it supersedes prior colonial frameworks by codifying citizenship criteria, delineating regional and local governance structures, and implementing comprehensive transitional provisions for national independence.
