The Central Bank of the Republic of Türkiye (CBRT) assumes publication of Türkiye’s External Debt Statistics from the Ministry of Treasury and Finance, with the first release covering 2025 Q4 data scheduled for March 12, 2026. The CBRT discontinues publishing "Outstanding Loans Received from Abroad by Private Sector" statistics to avoid duplication. External debt statistics derived from securities liabilities will be compiled based on the residency of securities holders rather than the issuing country, aligning with international methodology. Additionally, a security-based calculation method is adopted for interest payments on securities liabilities within Balance of Payments Primary Income/Debit items, with this revision applied to January 2026 statistics released on March 12, 2026.
Türkiye Cumhuriyet Merkez Bankası (Central Bank of the Republic of Türkiye) Head Office Hacı Bayram Mahallesi İstiklal Caddesi 10 06050 Ulus Altındağ / Ankara +90 (312) 507 50 00 www.tcmb.gov.tr Press Release on Transfer of Publication of Türkiye’s External Debt Statistics to the CBRT and Methodological Change in Balance of Payments Statistics February 20, 2026 No: 2026-09 The Central Bank of the Republic of Türkiye (CBRT) will start publishing the External Debt Statistics of Türkiye, which are currently released by the Republic of Türkiye Ministry of Treasury and Finance (MoTF), in order to ensure publication of data on Türkiye’s external liabilities under one roof with a transparent and holistic approach. The CBRT will publish the External Debt Statistics of Türkiye starting with the release of the 2025 Q4 statistics on March 12, 2026. With the transfer of Türkiye’s External Debt Statistics publication to the CBRT, statistics on external debt stemming from securities liabilities will be compiled based on the residency of securities holders instead of the issuing country, in compliance with the international methodology. Thus, the CBRT will ensure statistical integration between the External Debt Statistics of Türkiye, and International Investment Position and Short-Term External Debt Statistics that are compiled according to the residency principle. On the other hand, the CBRT will discontinue the publication of “Outstanding Loans Received from Abroad by Private Sector” statistics to avoid repetition as the related data will be released under the External Debt Statistics of Türkiye. In addition, as part of the efforts to fully apply the residency principle in Balance of Payments Statistics, a security-based calculation method will be adopted in compiling the interest payments arising from securities liabilities, which are a component of Balance of Payments Primary Income/Debit item. This revision targeting an improvement in the data source will be reflected on January 2026 Balance of Payments Statistics that will be released on March 12, 2026.
