ACD Circular Letter No. 04: Agricultural loan disbursement in newly included 111 enclaves in Bangladesh

Scheduled banks in Bangladesh are authorized to disburse agricultural loans to residents of the 111 newly included enclaves under the Bangladesh-India Land Boundary Agreement. Loans against land ownership may be granted based on a certificate from the Upazila Executive Officer or Sub-Registrar, accompanied by the owner's photograph, until land ownership issues are resolved. If ownership cannot be established, special group agricultural loans (with crop hypothecation) may be disbursed to two or more farmers upon verification of citizenship certificates. These measures are effective immediately and supplement previous directives in ACD Circular Letter No. 05.

ACD Circular Letter No. 04

To: Chief Executive/Managing Directors All Scheduled Banks operating in Bangladesh.

Dear Sir,

Regarding the disbursement of agricultural loans for the benefit of residents of 111 enclaves included in the territory of Bangladesh under the Bangladesh-India Land Boundary Agreement.

Reference is invited to ACD Circular Letter No. 05, dated 02 August, 2015, issued by this department on the subject cited above.

Recently, regarding the provision of agricultural loans against agricultural land for the benefit of residents of the 111 newly included enclaves in Bangladesh, until the issue of land ownership is resolved, agricultural loans may be disbursed in accordance with the Agricultural and Rural Credit Policy and Procedure, against a certificate from the Upazila Executive Officer/Sub-Registrar regarding land ownership, along with a photograph of the land owner.

Furthermore, if land ownership cannot be established, special group agricultural loans (against crop hypothecation) may be disbursed to two or more farmers on a group basis for agricultural work, after verifying citizenship certificates.

Other instructions previously issued in ACD Circular Letter No. 05 regarding this matter will remain unchanged.

This directive will take effect immediately.
