Scheduled banks in Bangladesh are authorized to disburse agricultural loans to residents of the 111 newly included enclaves under the Bangladesh-India Land Boundary Agreement. Loans against land ownership may be granted based on a certificate from the Upazila Executive Officer or Sub-Registrar, accompanied by the owner's photograph, until land ownership issues are resolved. If ownership cannot be established, special group agricultural loans (with crop hypothecation) may be disbursed to two or more farmers upon verification of citizenship certificates. These measures are effective immediately and supplement previous directives in ACD Circular Letter No. 05.
