Agreement Declaring Ineffective the Previous Agreement to Disincorporate Federal Public Domain Property at Paseo de la Reforma 1030 and Authorizing Its Reincorporation

AGREEMENT by which it is made known that the similar one by which the property with a surface area of 888.495 square meters, located at Avenida Paseo de la Reforma number 1030, Colonia Lomas de Chapultepec, Alcaldía Miguel Hidalgo, Mexico City, with Federal Real Estate Registry 9-17600-5, is disincorporated from the Federal Public Domain regime, becomes without effect, and its onerous ad-corpus alienation to a Public Institution is authorized.

A seal with the National Coat of Arms appears on the margin, which reads: United Mexican States.- TREASURY.- Ministry of Finance and Public Credit.- Institute of Administration and Appraisal of National Assets.

VÍCTOR JULIÁN MARTÍNEZ BOLAÑOS, President of the Institute of Administration and Appraisal of National Assets, a Decentralized Administrative Body of the Ministry of Finance and Public Credit, based on the provisions of Articles 1, 2, fraction I, 17, 26, 31, fractions XXIX and XXX of the Organic Law of the Federal Public Administration; 6, fraction XXI, 11, fraction I, 28, fraction I, 29, fraction I, and 101, fraction X of the General Law of National Assets; 1, 4, section G, fraction V, 48, and 49 of the Internal Regulations of the Ministry of Finance and Public Credit; and 1, 3, fractions VIII, X, and XXVI, 4, fraction I, subsection a), and 6, fraction XXXIII of the Regulations of the Institute of Administration and Appraisal of National Assets; and

CONSIDERING

FIRST.- That on May 6, 2022, the Administrative Agreement was published in the Official Gazette of the Federation, by which the property with a surface area of 888.495 square meters, located at Avenida Paseo de la Reforma number 1030, Colonia Lomas de Chapultepec, Alcaldía Miguel Hidalgo, Mexico City, with Federal Real Estate Registry 9-17600-5, was disincorporated from the Federal Public Domain regime, and its ad-corpus onerous alienation to a Public Institution was authorized.

SECOND.- That through an inter-institutional collaboration agreement dated June 16, 2022, this Institute of Administration and Appraisal of National Assets and the Institute to Return to the People What Was Stolen established the rights and obligations regarding the temporary custody of the property subject to this Agreement, which would be destined for onerous ad-corpus alienation.

THIRD.- That through a modifying agreement to the inter-institutional collaboration agreement signed on June 16, 2022, dated December 30, 2022, the Institute of Administration and Appraisal of National Assets and the Institute to Return to the People What Was Stolen agreed to modify clauses Second "Consideration", Third "Payment Method", and Twelfth "Term and Early Termination".

FOURTH.- That through an early termination agreement dated November 17, 2023, the agreement referred to in Consideration Second and its modifier described in Consideration Third of this Agreement were concluded early.

FIFTH.- That through official letter INDEP/DCJ/404/2023 dated November 21, 2023, the Corporate Legal Direction of the Institute to Return to the People What Was Stolen informed both the Corporate Direction of Assets and its Regional Coordination counterpart of the celebration of the Early Termination Agreement to the Inter-institutional Collaboration Agreement signed on June 16, 2022, requiring the physical delivery of the property to this Institute of Administration and Appraisal of National Assets.

SIXTH.- That through the Delivery Act INDEP - INDAABIN Property Reforma 1030 dated November 22, 2023, the Institute to Return to the People What Was Stolen carried out the material and legal delivery of the federal property described in Consideration First of this Agreement to this Institute of Administration and Appraisal of National Assets.

AGREES

FIRST.- The Administrative Agreement, published in the Official Gazette of the Federation on May 6, 2022, by which the property with a surface area of 888.495 square meters, located at Avenida Paseo de la Reforma number 1030, Colonia Lomas de Chapultepec, Alcaldía Miguel Hidalgo, Mexico City, with Federal Real Estate Registry 9-17600-5, was disincorporated from the Federal Public Domain regime, and its ad-corpus onerous alienation to a Public Institution was authorized, becomes without effect.

SECOND.- The property subject to this Agreement is incorporated into the Federal Public Domain regime.

THIRD.- This Agreement shall be published in the Official Gazette of the Federation and registered in the Federal Property Registry.

FOURTH.- This Agreement shall enter into force the day following its publication in the Official Gazette of the Federation.
