AGREEMENT designating to the Decentralized Public Body of the Government of the State of Mexico, the Mexiquense Council of Science and Technology, the federal real estate known as "Juan de la Granja Radio Station," with Federal Real Estate Registry 15-9107-5 and an area of 4,711,255.5510 square meters, and "Cerrillos Regional Training Center," with Federal Real Estate Registry 15-15718-6, and an area of 223,282.8350 square meters, located at Calle Independencia number 159, Tlachaloya Neighborhood, San Carlos Locality, Postal Code 50294, Toluca Municipality, State of Mexico, and Calle Independencia number 112, San Cayetano Morelos/Cerrillo Piedras Blancas Neighborhood, Cerrillo Piedras Blancas Locality, Postal Code 50295, Toluca Municipality, State of Mexico, respectively.

A seal bearing the National Coat of Arms is placed at the margin, which reads: United Mexican States.- Treasury.- Secretariat of

Treasury and Public Credit.- Institute of Administration and Appraisals of National Assets.- DST-08/2025.

AGREEMENT DESIGNATING TO THE DECENTRALIZED PUBLIC BODY OF THE

GOVERNMENT OF THE STATE OF MEXICO, THE MEXIQUENSE COUNCIL OF SCIENCE AND TECHNOLOGY, THE

FEDERAL REAL ESTATE KNOWN AS "JUAN DE LA GRANJA RADIO STATION", WITH

FEDERAL REAL ESTATE REGISTRY 15-9107-5 AND AN AREA OF 4,711,255.5510 SQUARE

METERS, AND "CERRILLOS REGIONAL TRAINING CENTER", WITH FEDERAL REAL ESTATE

REGISTRY 15-15718-6, AND AN AREA OF 223,282.8350 SQUARE METERS, LOCATED AT

CALLE INDEPENDENCIA NUMBER 159, TLACHALOYA NEIGHBORHOOD, SAN CARLOS

LOCALITY, POSTAL CODE 50294, TOLUCA MUNICIPALITY, STATE OF MEXICO AND CALLE INDEPENDENCIA

NUMBER 112, SAN CAYETANO MORELOS/CERRILLO PIEDRAS BLANCAS NEIGHBORHOOD, CERRILLO

PIEDRAS BLANCAS LOCALITY, POSTAL CODE 50295, TOLUCA MUNICIPALITY, STATE OF

MEXICO, RESPECTIVELY.

DR. PABLO ISRAEL ESCALONA ALMERAYA, President of the Institute of Administration and Appraisals of

National Assets, a Decentralized Administrative Body of the Secretariat of Treasury and Public Credit,

based on the provisions of Articles 2, fraction I, 17, 26, fraction VI, 31, fractions XXIX and XXX of

the Organic Law of the Federal Public Administration; 2, fractions II, IV, V, VI and VII, 3, fraction III, 4, first paragraph,

6, fraction XXI, 11, fraction I, 13, 28, fractions I, III and VII, 29, fractions I and V, 61, 62, 66, 70 and 101

fraction V of the General Law of National Assets; 4, section G, fraction V, 48 and 49 of the Internal Regulations

of the Secretariat of Treasury and Public Credit; and 3, fractions VIII, IX and X, 4, fraction I, subsection a) and 6, fractions

XXVI and XXXIII of the Regulations of the Institute of Administration and Appraisals of National Assets; I deem it appropriate

to issue this agreement, taking into account the following:

CONSIDERATIONS

FIRST.- That among the assets subject to the public domain regime of the Federation, the

federal real estate known as "Juan de la Granja Radio Station", with Federal Real Estate Registry 15-9107-5 and an area of 4,711,255.5510 square meters, and "Cerrillos Regional Training Center", with Federal Real Estate Registry 15-15718-6, and an area of 223,282.8350 square meters, located at Calle Independencia number 159, Tlachaloya Neighborhood, San Carlos Locality,

Postal Code 50294, Toluca Municipality, State of Mexico, and Calle Independencia number 112, San Cayetano Morelos/Cerrillo Piedras Blancas Neighborhood, Cerrillo Piedras Blancas Locality, Postal Code 50295,

Toluca Municipality, State of Mexico, respectively.

SECOND.- That the ownership of the federal real estate known as "Juan de la Granja Radio Station"

is evidenced by Public Deed number 14 dated July 11, 1956, granted before the notary public Licentiate Enrique del Valle, Public Notary in charge of Notary Office number twenty-one as Substitute Notary and due to the absence of Mr. Licentiate Eduardo del Valle, Public Notary in charge of Notary Office number sixty-one of the then Federal District and of National Assets, in which the purchase and sale in favor of the Federal Government was recorded, regarding the grouping of fractions two, ten and the entirety of fractions numbers thirteen, twelve, fourteen and eleven known as San Juan, La Providencia, El Pozo,

Cañada Grande, Rama Blanca and San Jerónimo of the old Hacienda of San Antonio del Cerrillo de las Piedras, situated in the Municipality and District of Toluca, State of Mexico, with a total area of

four hundred seventy-four hectares, ninety-six areas, which document is registered in the Federal Public Property Registry under Folio Real 7428 dated October 13, 1981.

The ownership of the federal real estate known as "Cerrillos Regional Training Center" is evidenced

by Public Deed number 38 dated December 4, 1957, granted before the notary public Licentiate

Eduardo del Valle, Public Notary and of National Assets in charge of Notary Office

number sixty-one of the

then Federal District, in which the purchase and sale contract in favor of the Federal Government was recorded,

regarding the Main Building of the Former Hacienda of San Antonio del Cerrillo de las Piedras, in the Municipality and District of

Toluca, State of Mexico, with an area of two hundred thirty-one thousand sixty-nine square

meters, which document is registered in the Federal Public Property Registry under Folio Real 7428 of

date October 13, 1981.

THIRD.- That Topographic Plan number TOP-01, prepared at a scale of 1:7000, approved and registered

under number DRPCI/6890/15-09107-5/2020/T, dated September 9, 2020, by the Directorate of

Public Registry and Real Estate Control, attached to the General Directorate of Real Estate Policy and Management of the

Institute of Administration and Appraisals of National Assets, records the areas, measurements and boundaries

resulting from the topographic survey of the real estate subject to this Agreement, with areas of

4,711,255.551 square meters and 223,282.835 square meters.

FOURTH.- That by letter number 401.3S.1-2023/1463 dated May 10, 2023, the Director of the

INAH Center State of Mexico, of the National Institute of Anthropology and History, stated that the real estate

called "Juan de la Granja Radio Station",

"... due to its construction system of contemporary

materials, indicates that it is a construction of the 20th century, it is not adjacent to a historical monument.

Therefore, it is not the responsibility of the historical monuments area to regulate the interventions carried out

on it. "

That by letter number 401.3S.1-2023/1466 dated May 11, 2023, the Director of the INAH Center

State of Mexico, of the National Institute of Anthropology and History, stated that the real estate called

"Cerrillos Regional Training Center",

"... is a historical monument dating from the 19th century ...".

FIFTH.- That by letter number 1970-C/1410 dated November 6, 2024, the Director of

Architecture and Conservation of Immovable Artistic Heritage of the National Institute of Fine Arts and

Literature, informed that the real estate subject to this Agreement, "is (sic) included in the INBAL List of real estate with Artistic Value".

SIXTH.- That by letter number 228C43010/529/2024 dated November 15, 2024, the

General Director of the Mexiquense Council of Science and Technology requested the issuance of the

Administrative Agreement for the Designation of the federal real estate subject to this Agreement, for the creation of the

First Mexiquense Research Center, with which it intends to enhance scientific, technological, innovative and humanistic tools, which will be called "CIIRPAMEX" (Research and Advocacy Center for the Restoration of Mexiquense Landscapes).

SEVENTH.- That by letter DDU/DG/00540/2024 dated December 3, 2024, the Directorate of

Urban Development, attached to the General Directorate of Urban Development, Territorial Planning and Public Works of the Municipality of Toluca, State of Mexico, recorded that the authorized land use for the

real estate subject to this Agreement, are the following: "AG-MP (Medium Productivity Agricultural Area)", "H-200-B (Residential)" and "E-CT (Communications and Transport Equipment)".

EIGHTH.- That by Administrative Act dated January 23, 2025, the physical, legal, administrative and provisional delivery was recorded, carried out by the Institute of Administration and Appraisals of National Assets, a Decentralized Administrative Body of the Secretariat of Treasury and Public Credit, in favor of the Mexiquense Council of Science and Technology, regarding the real estate subject to this Agreement, registered in the Federal Public Property Registry under Folio Real number 7428/5 dated March 24, 2025.

NINTH.- That by Certificate of Alignment and Official Number with registration number 0575 of

date March 21, 2025, the General Directorate of Innovation, Planning and Urban Management of the

Municipality of Toluca, State of Mexico, recorded that the real estate called "Juan de la Granja Radio Station",

is located at Calle Independencia number 159, Tlachaloya Neighborhood,

San Carlos Locality.

That by Certificate of Alignment and Official Number with registration number 0576 dated March 21, 2025,

the General Directorate of Innovation, Planning and Urban Management of the Municipality of Toluca,

State of Mexico, recorded that the real estate called "Cerrillos Regional Training Center",

is located at Calle Independencia number 112, San Cayetano Morelos/Cerrillo Piedras Blancas Neighborhood, Locality

of Cerrillo Piedras Blancas.

TENTH.- That the General Directorate of Federal Real Estate Asset Administration of the Institute of

Administration and Appraisals of National Assets, in accordance with what is provided in Article 11, fraction V,

of the Regulations of this Institute, knew and reviewed from a technical-legal point of view, the operation that is

authorized. The legal and technical documentation supporting the legal and administrative situation of the real estate,

as well as of this Agreement, is in the procedural file integrated by said General Directorate and was

properly compared with that held in the Federal and Paraestatal Real Estate Information System.

Likewise, based on Article 9, fraction XIV in relation to Article 11, fraction V of the

Regulations of the Institute, the Legal Unit issued an opinion regarding the present Agreement.

Therefore, and in accordance with the provisions established in Articles 61, 62, 66 and 70 of the General

Law of National Assets, and being the purpose of the Federal Executive, the optimal use of the

federal real estate asset, prioritizing public institutions of different levels of Government

with federal real estate for the provision of public services under their charge, I have deemed it appropriate to issue the

following:

AGREEMENT

FIRST.- The federal real estate known as "Juan de la Granja Radio Station", with Federal Real Estate Registry 15-9107-5 and an area of 4,711,255.5510 square meters, and

"Cerrillos Regional Training Center", with Federal Real Estate Registry 15-15718-6, and an area of

223,282.8350 square meters, located at Calle Independencia number 159, Tlachaloya Neighborhood,

San Carlos Locality, Postal Code 50294, Toluca Municipality, State of Mexico, and Calle Independencia

number 112, San Cayetano Morelos/Cerrillo Piedras Blancas Neighborhood, Cerrillo Piedras Blancas Locality,

Postal Code 50295, Toluca Municipality, State of Mexico, respectively, are designated to the Decentralized Public

Body of the Government of the State of Mexico, the Mexiquense Council of Science and Technology, for the

creation of the First Mexiquense Research Center, with which it intends to enhance scientific, technological, innovative and humanistic tools, which will be called "CIIRPAMEX" (Research and Advocacy Center for the Restoration of Mexiquense Landscapes).

SECOND.- If the Decentralized Public Body of the Government of the State of Mexico, the Mexiquense

Council of Science and Technology, gives the federal real estate designated to it a use different from that

established by this Agreement, without prior authorization from the Secretariat of Treasury and Public Credit,

through the Institute of Administration and Appraisals of National Assets; or if it ceases to use or

need said assets with all their improvements and accessions, they will be withdrawn from their service to be

administered directly by this Institute, in accordance with the provisions of Article 68 of the General

Law of National Assets.

THIRD.- In case construction, reconstruction, modification, adaptation, conservation, maintenance, repair and demolition works are planned in the designated real estate, prior to their

realization, the Decentralized Public Body of the Government of the State of Mexico, the Mexiquense Council

of Science and Technology, must apply to local and federal authorities for the obtaining of licenses,

permits, authorizations or any other similar that is required, (specifically before the National Institute

of Anthropology and History, regarding the federal real estate known as "Cerrillos Regional Training

Center", as it is a historical monument, and before the National Institute of Fine Arts and Literature, by

being included in the INBAL List of real estate with Artistic Value).

FOURTH.- The Decentralized Public Body of the Government of the State of Mexico, the Mexiquense

Council of Science and Technology, must safeguard and monitor the real estate, being obliged to cover the

necessary expenses for their conservation and maintenance, and other inherent services that, if any, are

generated, as well as the corresponding insurance against damage to the real estate, in accordance with the

provisions of Articles 32, fraction IV and 66 of the General Law of National Assets.

FIFTH.- The designation only grants the Decentralized Public Body of the Government of the State of

Mexico, the Mexiquense Council of Science and Technology, the right to use the designated real estate for the authorized use, but does not transfer ownership of them, nor grants any real right over

them, in accordance with the provisions of Article 70 of the General Law of National Assets.

SIXTH.- The Institute of Administration and Appraisals of National Assets, within the scope of its attributes,

through the General Directorate of Federal Real Estate Asset Administration, will monitor the strict

compliance with this Agreement.

This Agreement will enter into force the day following its publication in the Official Gazette of the Federation.
