AGREEMENT designating to the Ministry of Security and Citizen Protection for use by its Decentralized Administrative Body, the National Guard, the Federal Property named "State Coordination of the National Guard Campeche, Coordination of the Highway Security Battalion and Installations" Campeche "and Station Campeche", with Federal Real Estate Registry 4-1386-7, with an area of 1,727 square meters, located at Avenida Resurgimiento number 201 by Calle 1, Colonia Miramar, Postal Code 24030, Locality San Francisco de Campeche, Municipality of Campeche, State of Campeche.

A seal with the National Coat of Arms is placed at the margin, which reads: United Mexican States.- TREASURY.- Ministry of

Treasury and Public Credit.- Institute of Administration and Appraisal of National Assets.- DST-06/2024.

Battalion and Installations" Campeche "and Station Campeche", with Federal Real Estate Registry 4- 1386-7, with an area of 1,727 square meters, located at Avenida Resurgimiento number 201 by

Calle 1, Colonia Miramar, Postal Code 24030, Locality San Francisco de Campeche, Municipality of

Campeche, State of Campeche.

VÍCTOR JULIÁN MARTÍNEZ BOLAÑOS, President of the Institute of Administration and Appraisal of National Assets, a Decentralized Administrative Body of the Ministry of Treasury and Public Credit, based on the provisions of articles 2 fraction I, 17, 26, 31 fractions XXIX and XXX of the Organic Law of the Federal Public Administration; 2 fractions II, IV, V, VI and VII, 3 fraction III, 4 paragraphs first and

second, 6 fraction XXI, 11 fraction I, 13, 28 fractions I, III and VII, 29 fractions I and V, 61, 62, 66, 70 and 101

fraction V of the General Law of National Assets; 4, section G, fraction V, 48 and 49 of the Internal Regulations

of the Ministry of Treasury and Public Credit; and 3 fractions VIII, IX and X, 4 fraction I, subsection a) and 6 fractions

XXVI and XXXIII of the Regulations of the Institute of Administration and Appraisal of National Assets; I deem it appropriate to

issue this agreement, taking into account the following:

CONSIDERATIONS

FIRST. - That among the assets subject to the public domain regime of the Federation, there is

the federal property named "State Coordination of the National Guard Campeche,

Coordination of the Highway Security Battalion and Installations" Campeche "and Station Campeche",

with Federal Real Estate Registry 4-1386-7, with an area of 1,727 square meters, located at Avenida

Resurgimiento number 201 by Calle 1, Colonia Miramar, Postal Code 24030, Locality San Francisco de

Campeche, Municipality of Campeche, State of Campeche.

SECOND. - That the ownership of the property described in the preceding Consideration is accredited

through Public Deed number 53, dated August 1, 1967, granted before the notary Lic. Manuel P.

Abreu de la Torre, Notary for National Assets in the State of Campeche, of the then Ministry of

National Heritage, in which the sale of the urban plot marked as lots seven and eight with frontage

to Avenida Resurgimiento of the City of Campeche is recorded, assigned in the referred Title of ownership,

in favor of the Federal Government, which is registered in the Federal Public Property Registry under Folio

Real 4874 dated July 15, 1981; and through a letter dated May 9, 2005, the Commissioner of the

Preventive Federal Police appeared and requested the Director of the Public Property Registry and of the

Commerce of Campeche, to register the correction of measurements and boundaries of the plot, in view of the fact that the

measurements and boundaries do not match the actual ones of the property; obtaining from the Urban Development Directorate, Department of Cadastre, Campeche, the Verification of Measurements and Boundaries Report dated April 6, 2005, giving a land area of 1,738.83 square meters, documents that

are registered in the Federal Public Property Registry under Folio Real 4874/1 dated July 21

THIRD. - That the Topographic Plan prepared at a scale of 1:200, registered under number DRPCPF- 3443-2010-T/ dated December 14, 2010 and certified on January 15, 2019; by the Directorate of

Public Registry and Real Estate Control, reports the measurements and boundaries of the property in question, it should be noted that the notes table indicates that "THE PROPERTY IS COVERED BY DEED

NUMBER 53 DATED AUGUST 1, 1967 (MARKED IN SAID DEED AS LOTS 7 AND

8), WHICH REPORTS AN AREA OF 1,720.03 M2, AND THE CORRECTION OF MEASUREMENTS WITH

A RESULTANT OF 1,738.83 M2, WITH REGISTRATION OF SHEETS 68 TO 70, VOLUME CLXXIX BOOK V OF

DATE MAY 9, 2005 AND THE AREA RESULTING FROM THE TOPOGRAPHIC SURVEY

IS 1,727.22 M2, WHICH GIVES A DIFFERENCE OF LESS THAN 11.61 M2, DIFFERENCE BEING

WITHIN THE TOLERANCE".

FOURTH. - That through letter number OM/DGRMSG/549/2018 dated October 18, 2018, the

General Director of Material Resources and General Services of the Ministry of the Interior, requested the

designation of the property described in Consideration First, so that it continues to be used as the

"State Coordination and Police Station Campeche", for use by its Decentralized Administrative

Body Federal Police.

FIFTH. - That through Decree reforming, adding and repealing various provisions of

the Organic Law of the Federal Public Administration, published in the Official Gazette of the Federation on November 30

2018, it states in its Transitional Fourteenth that "the mentions contained in other laws,

regulations and in general in any administrative provision, regarding the Ministry of the Interior, in what

refers to the powers transferred by virtue of this Decree to the Ministry of Security and

Citizen Protection, shall be understood to refer to the latter".

SIXTH. - Through letter number SSPC/UAF/DGRMSOP/00850/2021 dated March 22, 2021, the

General Directorate of Material Resources, Services and Public Works of the Ministry of Security and

Citizen Protection, requested to continue the procedures aimed at obtaining the Administrative

Agreement for the Designation of the property indicated in Consideration First of this instrument, for occupation by its Decentralized Administrative Body, National Guard.

SEVENTH. - That through letter SSPC/UAF/DGRMSOP/01283/2021 dated April 26, 2021, the Director

General of Material Resources, Services and Public Works of the Ministry of Security and Citizen

Protection, stated: "Under oath of telling the truth, for the purposes of compliance with the provisions of

fraction V of Article 62 of the General Law of National Assets, I inform you that considering the

documentary background of the file available, the age of the property in question and its architectural composition, it is considered that it does not have the characteristics established in

the Law of the Matter, to be considered a Historical or Artistic Monument", in accordance with the Criteria for

Administration of Federal Real Estate Heritage 2/2011, issued by the Committee for Federal and Parastatal Real Estate Heritage, published in the Official Gazette of the Federation on January 19, 2012.

EIGHTH. - That through letter number DOPYDUS/SPIU/DNYS/3771 dated June 29, 2022,

the Directorate of Public Works and Sustainable Urban Development of the H. City Council of Campeche,

determined that the property described in Consideration First of this Agreement corresponds to the

following official number: Avenida Resurgimiento number 201 by Calle 1, Colonia Miramar, in that City,

(formerly Lots 7 and 8 Colonia Resurgimiento), Municipality of Campeche, State of Campeche.

NINTH. - That through Land Use Authorization with folio number AUS-374 dated October 04

2022, the Directorate of Public Works and Sustainable Urban Development, granted the update of

Land Use for Administrative Office of the State Coordination of the National Guard in the State of

Campeche.

TENTH. - That the General Directorate of Administration of Federal Real Estate Heritage of the Institute of

Administration and Appraisal of National Assets, in accordance with what is provided by article 11 fraction V,

of the Regulations of this Institute, knew and reviewed from a technical-legal point of view, the operation that is

authorized. The legal and technical documentation supporting the legal and administrative situation of the property, as well as of this Agreement, is in the processing file integrated by said General Directorate and was

properly compared with that held in the Federal and Parastatal Real Estate Information System.

Likewise, based on article 9 fraction XIV in relation with article 11, fraction V of the

Regulations of this Institute, the Legal Unit issued an opinion regarding the present Agreement.

Therefore, and in accordance with the provisions established by articles 61, 62, 66 and 70 of the Law

General of National Assets, and being the purpose of the Federal Executive the optimal use of the

federal real estate heritage, prioritizing public institutions of different levels of Government

with federal properties for the provision of public services under their charge, I have deemed it appropriate to issue the

following:

AGREEMENT

FIRST. - The federal property named "State Coordination of the National Guard

Campeche, Coordination of the Highway Security Battalion and Installations" Campeche "and Station

Campeche", with Federal Real Estate Registry 4-1386-7, with an area of 1,727 square meters, located

at Avenida Resurgimiento number 201 by Calle 1, Colonia Miramar, Locality San Francisco de Campeche,

Municipality of Campeche, State of Campeche, is designated to the Ministry of Security and Citizen Protection for

it to continue using its Decentralized Administrative Body, the National Guard, as the State Coordination

and Police Station Campeche.

SECOND. - If the Ministry of Security and Citizen Protection through its Decentralized Administrative

Body, the National Guard, gives the property designated to it, a use different from that established by this

Agreement, without prior authorization from the Ministry of Treasury and Public Credit,

through the Institute of Administration and Appraisal of National Assets; or if it ceases to use or need said asset with all

its improvements and accessions, it will be withdrawn from its service to be administered directly by this Institute, in accordance with the provisions of article 68 of the General Law of National Assets.

THIRD. - In case construction, reconstruction, modification,

adaptation, conservation, maintenance, repair and demolition works are planned in the designated property, prior to its

realization, the Ministry of Security and Citizen Protection through its Decentralized Administrative

Body, the National Guard, must manage before local and federal authorities the obtaining of

licenses, permits, authorizations or any other similar that is required.

FOURTH. - The Ministry of Security and Citizen Protection through its Decentralized Administrative

Body, the National Guard, must safeguard and monitor the property, being obliged to cover the

necessary expenses for its conservation and maintenance, and other inherent services that may arise, as well as the corresponding insurance against damage to the property, in accordance with the provisions of articles 32 fraction IV and 66 of the General Law of National Assets.

FIFTH. - The designation only confers to the Ministry of Security and Citizen Protection through

its Decentralized Administrative Body, the National Guard, the right to use the designated property

for the authorized use, but does not transfer ownership of it nor grants any real right

over it, in accordance with the provisions of Article 70 of the General Law of National Assets.

SIXTH. - The Institute of Administration and Appraisal of National Assets, within the scope of its powers,

will monitor strict compliance with this Agreement.

This Agreement will enter into force the day after its publication in the Official Gazette of the Federation.
