AGREEMENT by which the federal property denominated " Federal Judicial Police " , with an area of 694.00 square meters, located at

Jaime Nunó Street number 25, Morelos Colony, Postal Code 06200, Cuauhtémoc Borough, City of

Mexico. With Federal Real Estate Registry number 9-17641-7.

VÍCTOR JULIÁN MARTÍNEZ BOLAÑOS,

President of the Institute of Administration and Appraisals of National

Assets, Decentralized Administrative Body of the Secretary of the Treasury and Public Credit, with

foundation in the provisions of articles 2 section I, 17, 26, 31 sections XXIX and XXX of the Organic Law

of the Federal Public Administration; 2 sections II, IV, V, VI and VII, 3 section III, 4 paragraphs first and

second, 6 section XXI, 11 section I, 13, 28 sections I, III and VII, 29 sections I and V, 61, 62, 66, 70 and 101

section V of the General Law of National Assets; 4 section G, section V, 48 and 49 of the Internal Regulations

of the Secretary of the Treasury and Public Credit; and 1, 3 sections VIII, IX and X, 4 section I, subsection a) and 6

sections XXVI and XXXIII of the Regulations of the Institute of Administration and Appraisals of National Assets;

I have deemed fit to issue this agreement, taking into account the following:

CONSIDERATIONS

FIRST. - That within the assets subject to the public domain regime of the Federation, is

found the federal property denominated " Federal Judicial Police " , with Federal Real Estate Registry

number 9-17641-7, with an area of 694.00 square meters, located at Jaime Nunó Street number 25,

Morelos Colony, Postal Code 06200, Cuauhtémoc Borough, City of Mexico.

SECOND. - That the possession of the federal property is accredited by means of Declaration of Subjection to the

Public Domain Regime number DSRDPF/840/2018 dated December 7, 2018, published in the

Official Gazette of the Federation on December 24, 2018, which is registered in the Public Registry of the

Federal Property under Real Folio 151983, dated January 11, 2019.

THIRD. - That the Topographic Plan number SC-550-2019, prepared at scale 1:100, approved and

registered on August 23, 2019, under number DRPCI/6635/9-17641-7/2019/T and certified on April 25

2022 by the Directorate of Public Registry and Real Estate Control, records the area, measures and

boundaries of the area of the property in question ; it is important to highlight that in its notes box

it is specified that the topographic survey of the physical limitation of the property yielded an area of 700.894

square meters, existing an area difference of 6.894 square meters, representing the

0.99% of an increased area, which is within the tolerable limit permitted by the Institute

of Administration and Appraisals of National Assets.

FOURTH. - That by letter number 1078-C/0785 dated July 10, 2023, the Directorate of Architecture

and Conservation of Real Estate Artistic Heritage of the National Institute of Fine Arts and Literature , commented

that the property object of this instrument, is not considered an artistic monument, likewise,

it is not included in the INBAL List of Properties with Artistic Value and is not adjacent

to any property included in the INBAL List of Properties with Artistic Value.

FIFTH . - That by means of letter number 401.4S.15-2023/1864 dated July 12, 2023 , the

National Coordination of Historical Monuments of the National Institute of Anthropology and History, informed

that the property described in Consideration First of this Agreement is not a historical monument, does not

border a historical monument and is not located within a Zone of historical monuments declared

by the Federal Executive.

SIXTH. - That by means of letter SAF/DGPI/1661 /2023 dated August 22, 2023, the General

Directorate of Real Estate Heritage of the Government of the City of Mexico, requested the destination of the property described in

Consideration First of this instrument, to be used by the Secretary of Citizen Security

of the City of Mexico for the implementation of the Integral Center of Security and Road Education of the

City of Mexico.

SEVENTH. - That by means of Administrative Act dated September 8, 2023, registered in the Registry

Public of the Federal Property, under Real Folio 151983/8 dated September 20, 2023, it was

recorded the physical, legal, administrative and provisional delivery made by the Secretary of the Treasury and Public

Credit, through its Decentralized Administrative Body, Institute of Administration and Appraisals of

National Assets, in favor of the Government of the City of Mexico , regarding the property subject of this

Agreement.

EIGHTH. - That according to the Unique Certificate of Digital Land Use Zoning, with number

of folio 63467-151GOLU23D dated October 24, 2023, issued by the General Directorate of

Urban Planning of the City of Mexico, determines that the property subject of this Agreement, applies

the zonings: HM/12/30/Z (Mixed Residential, 12 levels maximum construction, 30% minimum of

free area and density Z: What the Zoning of the Program indicates. When it comes to minimum housing, the

Delegational Program will define it). Maximum Construction Area: 6,208.25 square meters.

NINTH.

That the General Directorate of Administration of the Federal Real Estate Heritage of the Institute of

Administration and Appraisals of National Assets, in accordance with the provisions of article 11

section V,

of the Regulations of this Institute, knew and reviewed from the technical legal point of view, the operation that is

authorized. The legal and technical documentation that supports the legal and administrative situation of the fraction of the

property, as well as of this Agreement, is in the processing file integrated by said General

Directorate and was duly integrated and verified with that in the Federal Real Estate Information System and

Parastatal.

Likewise, and with foundation in article 9 section XIV in relation to article 11, section V of the

Regulations of the Institute, the Legal Unit issued a favorable opinion regarding this Agreement.

For the foregoing and in accordance with the provisions established in articles 61, 62, 66 and 70 of the

General Law of National Assets, and being purpose of the Federal Executive the optimal use of the

federal real estate heritage, privileging the public institutions of the different levels of Government

with federal properties for the provision of public services under their charge, I have deemed fit to issue the

following:

AGREEMENT

FIRST. - The federal property denominated " Federal Judicial Police " is destined, with Federal Real

Estate Registry number 9-17641-7, located at Jaime Nunó Street number 25, Morelos Colony, Postal Code

06200, Cuauhtémoc Borough, City of Mexico, to the Government of the City of Mexico, for the implementation

of the Integral Center of Security and Road Education of the City of Mexico.

SECOND. -

If the Government of the City of Mexico, gives the federal property that is destined to it, a use

different from that established by this Agreement, without the prior authorization of the Secretary of the Treasury and

Public Credit, through the Institute of Administration and Appraisals of National Assets; or well, leaves it

to use or need, said property with all its improvements and accessions will be withdrawn from its service to be

administered directly by this Institute, in accordance with article 68 of the General Law of National

Assets.

THIRD. - In case construction, reconstruction, modification, works are projected

adaptation, conservation, maintenance, repair and demolition of the destined property, prior to its

realization, the Government of the City of Mexico, must manage before the authorities of the levels of

corresponding government the obtaining of licenses, permits, authorizations or any other similar that is

required.

FOURTH. - The Government of the City of Mexico , must custody and watch the property, being

obliged to cover the necessary expenses for its conservation and maintenance, and other inherent services

that, where appropriate, are generated, as well as the corresponding insurance against damage to the property, of

accordance with the provisions of section IV of article 32 and 66 of the General Law of National Assets.

FIFTH. - The destination only confers to the Government of the City of Mexico, the right to use

the destined property for the authorized use, but does not transmit the ownership of the same nor grants real right

any over it, in accordance with article 70 of the General Law of National Assets.

SIXTH. - The Institute of Administration and Appraisals of National Assets, within the scope of its attributes,

will monitor the strict compliance with this Agreement.

This Agreement will enter into force the day after its publication in the Official Gazette of the Federation.
