The Ministry of Finance and Public Credit and the State of Sonora extend the validity of their 2005 agreement regarding the temporary importation of vehicles into Sonora until December 31, 2024. This extension maintains the facilitation of procedures for foreigners and Mexican residents abroad to temporarily enter vehicles into the state without requiring a bond or deposit, provided the vehicles circulate exclusively in the Northwest region of the state. The agreement entered into force the day after its signing on December 19, 2023.

AGREEMENT EXTENDING THE VALIDITY OF THE AGREEMENT BETWEEN THE FEDERAL GOVERNMENT, THROUGH THE MINISTRY OF FINANCE AND PUBLIC CREDIT, AND THE FREE AND SOVEREIGN STATE OF SONORA, FOR THE TEMPORARY IMPORTATION OF VEHICLES INTO THE STATE OF SONORA, PUBLISHED IN THE FEDERAL OFFICIAL GAZETTE ON NOVEMBER 25, 2005.
The Federal Government, through the Ministry of Finance and Public Credit, hereinafter referred to as the "Ministry," represented by its Head, C. Rogelio Eduardo Ramírez de la O, and the Government of the Free and Sovereign State of Sonora, hereinafter referred to as the "State," represented by C. Francisco Alfonso Durazo Montaño, in his capacity as Constitutional Governor of said State, have decided to enter into this Agreement, in accordance with the following articles of federal legislation: Article 26, Section A of the Political Constitution of the United Mexican States; Articles 31, fractions XII and XXXII of the Organic Law of the Federal Public Administration; and Articles 3 and 6, fraction XXVI of the Internal Regulations of the Ministry of Finance and Public Credit; as well as the following articles of state legislation: Articles 79, fractions XVI and XLI of the Political Constitution of the Free and Sovereign State of Sonora; Articles 2 and 9 of the Organic Law of the Executive Power of the State of Sonora; and Clause NINTH of the Agreement between the Federal Government, through the Ministry of Finance and Public Credit, and the Government of the Free and Sovereign State of Sonora, for the temporary importation of vehicles into the State of Sonora, published in the Federal Official Gazette on November 25, 2005, in accordance with the following background and clauses:
BACKGROUND
On November 25, 2005, the Agreement between the Federal Government, through the Ministry of Finance and Public Credit, and the Government of the Free and Sovereign State of Sonora, for the temporary importation of vehicles into the State of Sonora, was published in the Federal Official Gazette;
The object of the aforementioned Agreement is to support and facilitate the procedures that foreigners and Mexican residents abroad must fulfill to temporarily import their vehicles into the State without the granting of a bond or deposit to guarantee their return, provided they circulate exclusively in the Northwest of the State's territory;
That in accordance with the instrument published in the Federal Official Gazette on December 28, 2022, the validity of the Agreement in question concludes on December 31, 2023, with the possibility of being extended for the time established by both parties; and
That in this context, the Ministry and the State have considered it convenient to continue the facilities for the temporary importation of vehicles into the State of Sonora, and therefore have agreed to enter into this instrument to extend the validity of the aforementioned Agreement, in accordance with the following:
CLAUSE
SINGLE CLAUSE.- The validity of the "Agreement between the Federal Government, through the Ministry of Finance and Public Credit, and the Government of the Free and Sovereign State of Sonora, for the temporary importation of vehicles into the State of Sonora," published in the Federal Official Gazette on November 25, 2005, is extended until December 31, 2024.
TRANSITIONAL PROVISION
SINGLE TRANSITIONAL PROVISION.- This Agreement shall enter into force the day following its signing and shall be published in the Official Bulletin of the State and in the Federal Official Gazette.
This Agreement is signed in five copies of equal validity, in Mexico City, on December 19, two thousand twenty-three. - The Secretary of Finance and Public Credit, Rogelio Eduardo Ramírez de la O. - Signature. - The Constitutional Governor of the State of Sonora, Francisco Alfonso Durazo Montaño. - Signature.
