The Manual of Perceptions of Public Servants of the Dependencies and Entities of the Federal Public Administration establishes general provisions to regulate remuneration for civil and military personnel, classifying salary tables into central sector curve and specific curve types. It prohibits public servants from receiving remuneration greater than that established for the President of the Republic or equal to or greater than their hierarchical superior, unless justified by technical specialization or multiple jobs, and excludes individuals contracted for professional services under fee regimes from its application. Dependencies and entities must register authorized salary tables with the Human Resources Policy Unit within 45 natural days following authorization by the Budget Policy and Control Unit.

AGREEMENT issuing the Manual of Perceptions of Public Servants of the Dependencies and Entities of the Federal Public Administration

ROGELIO EDUARDO RAMÍREZ DE LA O, Secretary of Finance and Public Credit, and ROBERTO SALCEDO AQUINO, Secretary of Public Administration, based on Articles 31, Section XXIV, and 37, Section VII, of the Organic Law of the Federal Public Administration; 65, Section II, 66 and 70 of the Federal Budget and Fiscal Responsibility Law; 24 of the Federal Law on Remuneration of Public Servants; 3, first paragraph, of the Internal Regulations of the Secretariat of Finance and Public Credit, and 6, Section I, 11 and 14 of the Internal Regulations of the Secretariat of Public Administration, and
CONSIDERATIONS
That Article 66 of the Federal Budget and Fiscal Responsibility Law establishes that it corresponds to the Secretariat of Finance and Public Credit and to the Secretariat of Public Administration, within the scope of their respective competencies, to issue the manual of perceptions of public servants of the dependencies and entities of the Federal Public Administration, which shall include the table of ordinary perceptions and the rules for their application, in accordance with the perceptions authorized in the Expenditure Budget;
That Article 24 of the Federal Law on Remuneration of Public Servants states that the manual of remuneration of public servants issued by the Secretariat of Finance and Public Credit and the Secretariat of Public Administration, within the scope of their respective competencies, shall strictly adhere to the provisions of the Federal Expenditure Budget, and that the rules established in said manual shall strictly adhere to the provisions of said Law;
That in matters of remuneration of public servants of the Federal Public Administration, it corresponds to the Secretariat of Finance and Public Credit to exercise budgetary control of personal services and to the Secretariat of Public Administration to establish norms and guidelines for personnel planning and administration;
That it is necessary to regulate the granting of remuneration that must be covered to public servants, in congruence with what is provided in Articles 75 and 127 of the Political Constitution of the United Mexican States and in the Federal Expenditure Budget of the Corresponding Fiscal Year, and attending to the heterogeneity of the elements and concepts that characterize the different groups of public servants, so that there is an adequate balance between control, auditing and implementation costs and the obtaining of results in the programs and projects of the dependencies and entities of the Federal Public Administration;
That Articles 127, first paragraph, of the Political Constitution of the United Mexican States; 65, Section II, second paragraph, of the Federal Budget and Fiscal Responsibility Law, and 3, first paragraph, of the Federal Law on Remuneration of Public Servants provide that public servants shall receive adequate and irrevocable remuneration for the performance of their function, employment, position or commission, which must be proportional to their responsibilities;
That the establishment and operation of the budgetary control system of personal services referred to in Article 70 of the Federal Budget and Fiscal Responsibility Law requires promoting the development and implementation of the remuneration system of public servants of the dependencies and entities of the Federal Public Administration, and
That in terms of the Federal Law on Republican Austerity it corresponds to the Secretariat of Finance and Public Credit and to the Secretariat of Public Administration, within the scope of their respective attributes, to issue provisions for the application of said legal order, therefore we have seen fit to issue the following
AGREEMENT
Sole Article.- The Manual of Perceptions of Public Servants of the Dependencies and Entities of the Federal Public Administration is issued, as follows:
Purpose
Article 1.- This provision has the purpose of establishing the general provisions to regulate the granting of remuneration of public servants of the dependencies and entities of the Federal Public Administration.
Definitions
Article 2.- The definitions provided in Articles 2 of the Federal Budget and Fiscal Responsibility Law; 2 of the Regulations of the Federal Budget and Fiscal Responsibility Law, and 6 of the Federal Law on Remuneration of Public Servants shall be applicable for the Manual of Perceptions of Public Servants of the Dependencies and Entities of the Federal Public Administration. Additionally, for the purposes of this provision, it shall be understood by:
I. Category: Group of personnel occupying positions authorized to the dependencies and entities that, due to their branch of technical or professional specialty, require a particular remuneration scheme and that are created in accordance with applicable provisions;
II. Compensations: The ordinary perceptions complementary to the tabular base salary, which are covered to the corresponding public servants and that are integrated into wages and salaries. These perceptions do not form part of the calculation base to determine basic benefits, as well as social security quotas and contributions, except those that expressly determine the applicable specific provisions. Said payment concepts may not form part of the calculation base for purposes of indemnification or liquidation, with the exception of the specific cases established by the Expenditure Budget;
III. Code: The nomenclature that allows identifying if a position is base or confidence, to which branch it belongs, what activities it comprises: technical, administrative, professional or others, as well as other attributes inherent to the position in question;
IV. Grade: The value given to a position of the Salary and Wage Table according to the Position Valuation System;
V. Group: The set of positions of the Salary and Wage Table with the same hierarchy or rank, regardless of their denomination, resulting from the value in points obtained in the Position Valuation System;
VI. Law of the Institute: The Law of the Institute of Security and Social Services for State Workers;
VII. Manual: The Manual of Perceptions of Public Servants of the Dependencies and Entities of the Federal Public Administration;
VIII. Level: The scale of ordinary perceptions that correspond according to a position of the Salary and Wage Table. For command and liaison personnel, where applicable, it consists of their identification from lower to higher by means of digits 1, 2 and 3 of the Salary and Wage Table with central sector salary curve. In the case of operative personnel that adjusts to the cited Table, levels are identified by digits from 1 to 11. The groups of personnel that adjust to the Salary and Wage Table with specific salary curve, may have levels different from these;
IX. Chief Officer: Chief Officers of the Secretariats of National Defense and Navy;
X. Position Valuation System: The methodology to determine the value of positions by group and grade, where the value is obtained from the information and characteristics of these;
XI. Tabular Base Salary: The amounts listed in the Salary and Wage Tables, which constitute the applicable calculation base to compute basic benefits in favor of public servants, as well as quotas and contributions for social security concepts;
XII. Wages and Salaries: The amounts that must be covered to public servants for concept of tabular base salary and, where applicable, compensations for services rendered to the dependency or entity in question, according to the respective contract or appointment. Wages and salaries are established through amounts in monthly terms, from an annual base expressed in 360 days;
XIII. Salary and Wage Table: The instrument that allows representing the monetary values with which amounts for concept of wages and salaries are identified in monthly or annual terms, that apply to a determined position or category, based on the group, grade, level or code authorized, as corresponds, according to the different types of personnel;
XIV. Heads of the AFUs: Heads of the Administration and Finance Units or areas that perform equivalent functions of the dependencies, including their decentralized administrative bodies, and of the entities of the Federal Public Administration;
XV. UPCP: The Budget Policy and Control Unit of the Secretariat, and
XVI. UPRH: The Human Resources Policy Unit of the Federal Public Administration of the Public Administration.
Scope of Application
Article 3.- This provision is of general observance and mandatory for the dependencies and entities of the Federal Public Administration.
Article 4.- The remuneration of the types of personnel referred to in Article 31 of the Regulations, and that are included in Annex 1 of this Manual, are subject to the application of the Manual.
Article 5.- The Secretariat and the Public Administration may issue provisions that regulate, in a complementary manner, the granting of ordinary perceptions and, where applicable, extraordinary perceptions of the types of personnel to which the Manual applies.
Article 6.- Individuals contracted to provide professional services under the fee regime are excluded from the application of this Manual.
Article 7.- The Chief Officer, the Heads of the AFUs and the general directors of human resources and finance or equivalents, within the scope of their respective attributes, shall be responsible for the application of the Manual.
General Provisions
Article 8.- No public servant may receive remuneration, in terms of Article 14 of this Manual, for the performance of their function, employment, position or commission, greater than that established for the President of the Republic in the Expenditure Budget, otherwise, the corresponding adjustments shall be made, as well as the recoveries and deposits that proceed, in terms of applicable provisions.
Article 9.- No public servant may receive remuneration equal to or greater than their hierarchical superior; unless the excess is a consequence of the performance of several public jobs, that their remuneration is a product of general working conditions derived from qualified technical work or by specialization in their function. The remuneration or, where applicable, the sum of said remunerations shall not exceed half of the remuneration established for the President of the Republic in the Expenditure Budget, in terms of applicable provisions.
Article 10.- The Manual considers the remuneration of public servants for:
I. Civil personnel, in the following terms:
a) Operative: comprises positions that are identified with salary levels from 1 to 11 that adjust to the Salary and Wage Table with central sector salary curve and levels different from the previous ones that adjust to a Salary and Wage Table with specific salary curve, as well as equivalent positions.
In Annex 2 of this Manual the Salary and Wage Table with central sector salary curve applicable to operative positions of the dependencies and entities is presented, which shall serve as a reference, where applicable, for the approval and registration of the Salary and Wage Table with specific salary curve;
b) Categories: comprises the group of personnel occupying positions created in accordance with applicable provisions that, due to their branch of technical or professional specialty, require particular treatment for the determination and application of a Salary and Wage Table with specific salary curve, and
c) Command and Liaison: comprises positions of hierarchical groups " P " to " G " , as well as the President of the Republic, that adjust to the Salary and Wage Table with central sector salary curve; likewise, it comprises positions that adjust to a Salary and Wage Table with specific salary curve and equivalents.
For purposes of this Manual, public servants of superior command are considered those who occupy a position of hierarchical groups "G" to "K", and public servants of middle command those who occupy a position of the following lower hierarchical groups up to hierarchical group "O" and their equivalents.
In Annex 3A of this Manual the Table of gross wages and salaries of the President of the Republic and of public servants of command and liaison of the dependencies and their equivalents in the entities is presented, which shall serve as a reference, where applicable, for the approval and registration of the Salary and Wage Table with specific salary curve, and
II. Military personnel: comprises perceptions of military public servants in the Secretariats of National Defense and Navy for concept of pay, additional pay, allowances and other remunerations in terms of applicable provisions.
In Annex 1 of this Manual the list of dependencies and entities with the type of Salary and Wage Table that applies to them is presented. In Annex 3B of this Manual the limits of the applicable monthly net ordinary perception for dependencies and entities are presented.
Article 11.- Adjustments to organic, occupational and salary structures, as well as to position rosters that derive from conversion or other modifications of positions, including categories, shall be made through compensated movements and shall not increase the regularizable budget of personal services.
The hierarchical group "L" shall only be used as salary reference for public servants to whom a Salary and Wage Table with specific salary curve applies, as well as for those heads of entities whose table is associated with the central sector salary curve and that, due to the conformation of their occupational, salary and organizational structure, the position of hierarchical group "L" is assigned to the head of the entity. In this last case, additionally, prior authorization of the Secretariat and of the Public Administration shall be required, within the scope of their respective competencies.
Entities with table associated with the central sector salary curve, other than the entities indicated in the previous paragraph, shall be subject to the following:
a) They must carry out the conversion of positions of hierarchical group "L" corresponding to Deputy General Direction to hierarchical group "M" in accordance with the equivalences established in the "Converter of the table of gross wages and salaries of the President of the Republic and of public servants of command and liaison of the dependencies and their equivalents in the entities" that is attached as Annex 3C, and
b) They may not carry out hiring processes for the occupation of positions of hierarchical group "L" corresponding to Deputy General Direction, so those that are vacant, for their occupation in terms of applicable legal provisions, must be located in the level that corresponds to them of hierarchical group "M" in accordance with what is indicated in the previous subsection.
Article 12.- Remuneration of public servants, as well as its granting shall be regulated by applicable provisions, the Manual, and those specific ones that, for such effects, issue the Secretariat and the Public Administration, within the scope of their respective competencies.
Dependencies and entities must carry out corresponding actions so that in the granting of remuneration the principles and measures of austerity provided in the Federal Law on Republican Austerity and in the Federal Law on Remuneration of Public Servants are observed.
Article 13.- In no case may benefits be authorized or granted for the same concept, regardless of their denomination, that imply a double benefit.
Remuneration System
Article 14.- Remuneration or compensation is considered any perception in cash or in kind, including Christmas bonuses, gratuities, prizes, rewards, bonuses, stimuli, commissions, compensations and any other, with the exception of supports and expenses subject to verification that are proper to the development of work and travel expenses in official activities. Likewise, security services that public servants require by reason of the position held are excluded.
Services or insurance referred to in Article 22 of the Federal Law on Republican Austerity may not be contracted with public resources, when granted in contravention of what is provided in some decree or general provision, general working conditions or collective work contracts.
Retirements, pensions or retirement pay, liquidations for services rendered and loans or credits shall not form part of remuneration, when assigned by law, legislative decree, collective contract or general working conditions.
Article 15.- Remunerations referred to in the previous article are integrated by ordinary and extraordinary perceptions, grouped in the following concepts:
A. Ordinary Perceptions:
I. In cash, which comprises:
a) Wages and Salaries:
i) Tabular Base Salary, and
ii) Where applicable, Compensations scheme determined by applicable provisions;
b) Benefits based on applicable labor regime, which are susceptible of being granted to public servants according to the type of personnel that corresponds;
Benefits are classified in:
i) By mandate of law, and
ii) By provision of the Federal Executive;
II. In kind, in terms of applicable provisions, and
B . Extraordinary Perceptions, which consist of:
I. Stimuli, recognitions, rewards, incentives and payments equivalent to the same, which are granted exceptionally to public servants, conditioned to compliance with results commitments subject to evaluation, in terms of applicable provisions;
II. Where applicable, payment of overtime hours, and
III. Other perceptions of exceptional character authorized by the Secretariat and the Public Administration, within the scope of their respective competencies, subject to applicable provisions.
Ordinary Perceptions
Wages and Salaries
Article 16.- The Salary and Wage Table is classified, based on the particularities of the dependencies and entities, in:
I. Salary and Wage Table with central sector salary curve, and
II. Salary and Wage Table with specific salary curve.
Article 17.- It corresponds to the UPCP and to the UPRH, within the scope of their respective competencies, to rule and, where applicable, issue the Salary and Wage Tables applicable to public servants of command, liaison, operative, categories, and military.
The UPCP, in terms of Article 9, Section II, of the Expenditure Budget and of applicable legal provisions, and based on budgetary availability, may update the Salary and Wage Tables provided in Annexes 2 and 3A of this Manual, which shall be public in terms of Article 40 of this Manual.
For purposes of the previous paragraph, the UPCP shall make known to the UPRH the modification of the Salary and Wage Tables, so that the latter establishes corresponding actions for update in the respective registration.
Dependencies and entities are responsible for requesting the update of their Salary and Wage Tables, derived from authorized modifications to occupational and salary structures, in accordance with applicable legal provisions.
It is responsibility of the Chief Officer and of the Heads of the AFUs to register before the UPRH the Tables referred to in the previous paragraphs, within the 45 natural days following their authorization by the UPCP.
Article 18.- The Salary and Wage Tables referred to in Article 16 of this provision, that issue the UPCP and the UPRH, within the scope of their respective competencies, shall take as reference those that are presented in the annexes of this Manual, in terms of what is established in Article 13, Section II, of the Expenditure Budget, and shall contain their respective application rules considering, among others, the following criteria:
I. The gross monthly amount granted to public servants for concept of wages and salaries, shall be integrated by the tabular base salary and, where applicable, the compensations referred to in Article 2, Section II, of this Manual;
II. In the case of entities, for the application of the gross monthly amount for concept of wages and salaries, authorization of their governing body shall be required;
III. In no case shall the gross monthly amount exceed the amounts listed in the authorized Salary and Wage Tables, nor modify the composition established in the same for the tabular base salary and compensation;
IV. In the amounts of tabular base salary and compensations benefits shall not be included;
V. The granting of Christmas bonus or gratification that corresponds to public servants in accordance with applicable provisions, shall be subject to the terms of the decree that issues for such effects the Federal Executive;
VI. The Salary and Wage Tables for civil personnel shall consider only gross monthly amounts for concept of tabular base salary and, where applicable, compensations; for military personnel only gross monthly amounts for concept of pay shall be considered. Dependencies and entities shall not exceed maximum limits of net perceptions for concept of wages and salaries, subject to provisions contained in the Expenditure Budget;
VII. Amounts included in the Salary and Wage Tables authorized for no reason shall be modified by the dependencies and entities;
VIII. Modifications to groups, grades and levels, as well as to the denomination of positions or any other concept corresponding to the authorized Salary and Wage Tables that intend
...to be carried out by the dependencies and entities, will require the express authorization of the Secretariat and of the Secretariat of Public Function, within the scope of their respective competencies;
IX. To determine the group and grade of a management or liaison position in the dependencies and entities with a central sector salary curve, the applicable Position Valuation System must be used.
Dependencies and entities with a salary curve different from that of the central sector must carry out the valuation of their positions through the valuation system authorized and registered in the Secretariat of Public Function, without prejudice to their ability to opt to incorporate into the Position Valuation System applicable to the central sector;
X. When making payments for personal services, the dependencies and entities must comply, regarding the group and grade, with the organic, occupational and salary structures ruled, approved and/or registered, as appropriate, by the Secretariat and the Secretariat of Public Function within the scope of their respective competencies, and
XI. The cost of the application of the authorized Salary and Wage Tables must be covered with charge to the resources of the budget authorized to the dependencies or entities.
Article 19.- The dependencies and entities must observe the Salary and Wage Tables that are issued under the terms of article 17 of this Manual and adjust to the gross monthly amounts of tabular base salary and, where applicable, compensations established therein.
Article 20.- The dependencies and entities that have an occupational structure adjusted to the central sector salary curve must observe the composition of tabular base salary and compensation established for the corresponding salary levels in the Salary and Wage Tables with a central sector salary curve.
In the case of dependencies and entities that have an occupational structure with a specific salary curve authorized by the Secretariat and the Secretariat of Public Function, within the scope of their respective competencies, they may maintain the composition of tabular base salary and compensation that they have authorized, provided that they do not exceed the total gross monthly amount, for concept of salaries and wages, according to the equivalent level for the corresponding salary levels in the Salary and Wage Tables with a central sector salary curve.
Article 21.- The UPCP and the UPRH, within the scope of their respective competencies, will determine the cases in which, due to the nature of the functions, it is necessary to create other distinct categories, in terms of article 31 of the Regulation, upon prior justification by the corresponding dependency or entity and, where applicable, will issue the Salary and Wage Tables with a specific salary curve and their respective application rules for said categories.
Benefits
Article 22.- The dependencies and entities will only grant the benefits that correspond to the management, liaison, operational, category and military personnel, based on the labor regime that is applicable to them.
By Legal Mandate
Article 23.- Remuneration includes within the benefits scheme, the contributions for social security and savings for retirement that the dependencies and entities make in favor of public servants, in terms of the applicable provisions.
Article 24.- The benefits provided for public servants subject to the Federal Law of Workers in the Service of the State, Regulatory of Section B) of Article 123 of the Constitution, are the following:
I. The quinquennial premium will be granted based on seniority, for every 5 years of services effectively rendered up to reaching 25 years.
For purposes of the assignment or payment of the quinquennial premium for years of service, the time of service will be accredited through the exhibition of single service sheets in original or certified copy that the dependency or entity issues for such effect. The years of service will be computed without considering the time corresponding to unjustified absences, suspension and leaves without pay.
If seniority is accredited to receive the payment corresponding to a quinquennium or more, the subsequent ones will be effected automatically by the dependency or entity in which the public servant works, unless it is a reentry or is located in the assumption of incorporation into a retirement or voluntary separation program or equivalent. In these cases, the interested parties may compute their seniority from their reentry into public service.
The quinquennial premium will be delivered on a monthly basis, biweekly as follows:

ii. 185 10 to less than 15 years
iii. 235 15 to less than 20 years
iv. 260 20 to less than 25 years
v. 285 25 years onwards
II. The vacation premium, which is equivalent to 50 percent of 10 days of tabular base salary, will be granted to public servants for each of the 2 vacation periods they have the right to enjoy.
Public servants with more than six consecutive months of service will have the right to enjoy two periods of ten business days of vacation per year, based on the proposal of each public servant to their hierarchical superior. The first period will be granted preferably during the vacation periods of the school calendar established by the Secretariat of Public Education, and the second period will be granted preferably in the month of December; without affecting the fulfillment of institutional objectives and goals.
Newly hired public servants who complete six consecutive months of service may enjoy this benefit in the immediate following vacation period, as appropriate.
If due to the needs of the service the public servants do not enjoy the vacation days in the relevant fiscal year, they may enjoy them subsequently, once the causes that prevented it cease, subject where applicable to the authorization of the immediate boss.
Vacation days not enjoyed must not be compensated with any economic perception, and
III. An annual Christmas bonus, which public servants will receive for an amount equivalent to 40 days of salary at least, which must be covered in 50 percent before December 15 and the remaining 50 percent no later than January 15, in terms of the corresponding provisions.
Article 25.- The benefits provided for public servants subject to the Federal Labor Law, are the following:
I. The seniority premium, which consists of the amount of 12 days of salary for each year of services, will be covered to public servants who voluntarily separate from their employment, provided they have completed 15 years of services. Likewise, it will be paid to those who separate for justified cause and to those who are separated from their employment, regardless of the justification or unjustification of the dismissal;
II. The vacation premium which must not be less than 25 percent on the salaries that correspond to them during the vacation period.
Public servants who have more than 1 year of services will enjoy an annual period of paid vacations, which in no case may be less than 12 business days, and which will increase by 2 business days, up to reaching 20, for each subsequent year of services; from the sixth year, the vacation period will increase by 2 days for every 5 of services.
Vacations will be granted to public servants within the 6 months following the completion of the year of services, and
III. A Christmas bonus for an amount equivalent to 15 days of salary at least, which must be covered before December 20.
Article 26.- The different types of personnel will have the specific benefits provided for in other legal ordinances, distinct from those indicated in articles 24 and 25 of this Manual, subject to the limits of remunerations established in accordance with article 127 of the Political Constitution of the United Mexican States, to the authorized Salary and Wage Tables and to the other applicable provisions.
Article 27.- When a public servant dies and has at least a seniority in the service of 6 months, the family members or those who have lived with him on the date of death and who take charge of the burial expenses, will receive up to the amount of 4 months of ordinary perceptions for concept of salaries and wages that they were receiving on that date.
The dependencies and entities will establish the requirements and procedures to cover the concepts referred to in the previous paragraph.
When the deceased person had a compatibility ruling to perform in more than one budgetary position, the interested party may opt to direct their petition to that dependency or entity in which they had a higher remuneration assigned, but their double payment will not proceed in any case, nor its fractionation.
Article 28.- Operational personnel will have the benefits that derive from the application of the laws that regulate their labor regime, authorized in terms of the applicable provisions contained in their general working conditions, collective labor contract or annual salary revisions, as appropriate.
Article 29.- The dependencies and entities will grant paternity leave to public servants, without any type of discrimination based on the sex of the applicant, consisting of five business days with pay, for the birth of their children or in the case of adoption of an infant, in terms of the Federal Labor Law, of the General Law for Equality between Women and Men and of the other applicable provisions.
For the case of maternity leave, it will be granted in accordance with the applicable regulations.
By Provision of the Federal Executive
Article 30.- Insurance is granted in order to contribute to the economic stability, security and well-being of public servants.
The conditions that are generally established in the personal insurance that the dependencies and entities grant as a benefit to public servants, must strictly comply with what is provided in article 22 of the Federal Law of Republican Austerity, and apply to the totality of the members of the community or of the insurable group according to annex 4 of this Manual. These insurances are the following:
I. The institutional life insurance has the purpose of covering only the losses due to death or due to total disability, invalidity or total permanent disability, in accordance with the applicable provisions.
The basic insured amount will be the equivalent to 40 months of gross monthly ordinary perception and the corresponding premium will be covered by the dependencies and entities.
The basic insured amount may be increased by express will of the public servant and with charge to their perception, through payroll deduction. The options for increase of the insured amount will be 34, 51 or 68 months of gross monthly ordinary perception.
Those public servants who due to total disability, invalidity or total permanent disability, have collected the corresponding insured amount and reincorporate to work in the same dependency or entity, or in a different one, will only be subjects of the granting of the institutional life insurance with a coverage for death, without the benefit of total disability, invalidity or total permanent disability.
The contracts or policies of the institutional life insurance with additional benefits may only consider total disability, invalidity or total permanent disability;
II. The retirement insurance is granted in favor of public servants who leave the dependencies and entities and are located in the years of age and contribution to the Institute of Security and Social Services for State Workers, with the purpose of facing the contingencies inherent to the separation from public service.
For the granting of this benefit, the payment of the premium will be the responsibility of the public servant in 50 percent and the other 50 percent by the corresponding dependency or entity. When due to the behavior of the loss rate it is required to modify the percentages indicated above, the authorization of the Secretariat will be requested.
In the case of public servants who opt for the pension system based on individual accounts referred to in the Law of the Institute, the insured amount will be granted in accordance with what is established in annex 5A of this Manual.
In the case of public servants who opt for the pension system provided for in the tenth transitory article of the Decree issuing the Law of the Institute, the insured amount will be granted in accordance with what is established in annex 5B of this Manual, and
III. A insurance may be granted, where applicable, in accordance with the "Agreement issuing the Guidelines that must be observed for the granting of civil liability and legal assistance insurance to public servants of the Federal Public Administration", published in the Official Gazette of the Federation on December 13, 2005 and its reforms.
Article 31.- The food aid consists of the granting of $1,215.00 pesos monthly gross to operational, management and liaison personnel, that adjust to the Salary and Wage Tables with central sector salary curve.
Article 32.- The gratification will be granted to public servants in terms of the decree that the Federal Executive issues for such effect.
Article 33.- In terms of the applicable provisions, for the case of benefits to personnel that adjust to the Salary and Wage Tables with central sector salary curve, the following concepts may be included:
I. Multiple Social Security;
II. Services Aid;
III. Compensation for Development and Training, and
IV. Transport Aid.
Article 34.- The Secretariat and the Secretariat of Public Function, within the scope of their respective competencies, may determine the schemes that are most convenient for the granting of the benefits that are granted by provision of the Federal Executive.
Extraordinary Perceptions
Article 35.- The dependencies and entities may only cover extraordinary perceptions to civil or military personnel that are authorized, in accordance with the specific provisions.
For the granting of extraordinary perceptions for concept of stimuli for outstanding performance or recognitions or similar incentives, the authorization of the UPCP and of the UPRH will be required, within the scope of their respective competencies and in accordance with the applicable provisions.
Other Provisions
Article 36.- A payment for concept of personal risk premium may be granted to military management personnel, in terms of what is established in the Expenditure Budget and in the specific provisions that the Secretariat and the Secretariat of Public Function issue. It should be noted that, in accordance with article 6, section B, fraction V, of the Federal Law of Remunerations of Public Servants the payment of this premium is not considered remuneration or retribution.
Article 37.- A gross monthly economic support may be granted to career personnel assigned to the National Guard for concept of payment of the lease of housing for residential use when, in the development of the work they perform for the fulfillment of official functions regulated and authorized, they must temporarily remain in a geographic area different from that which they are originally from or habitually reside, or well, that is subject to change of assignment or commission, and that has the need to rent a housing in the place where they were assigned or where they are deployed for needs and development of service acts.
The economic support will be granted in accordance with the amounts that the Secretariat authorizes, through the UPCP, and will be subject to the availability of resources in the authorized budget of the National Guard and to the applicable provisions; which will be covered with charge to the specific item 15901 Other benefits of the Classifier by Object of Expenditure for the Federal Public Administration.
In no case may the economic support be granted to National Guard personnel when they receive any type of support for the same concept, regardless of its denomination, that implies a double benefit.
It will correspond to the National Guard to issue the specific provisions for the granting of the economic support for concept of payment of the lease of housing for residential use for career personnel in active service, where the requirements, the restrictions and the procedure for its authorization and granting will be established, the rules for the integration of the files, the scheme of expense verification, the transparency and accountability of the resources, the assumptions in which the support will be canceled or suspended, among other guidelines or elements that are considered necessary. These provisions must be subject to the measures provided for in the Federal Law of Republican Austerity and to those issued by the Federal Executive.
The economic support referred to in this article corresponds to own expenses of the development of the work that are carried out in the fulfillment of official functions regulated and authorized, in accordance with what is indicated in article 6, section B, fraction II, of the Federal Law of Remunerations of Public Servants, therefore it is not considered remuneration or retribution.
Transparency
Article 38.- The information of each one of the salary levels relative to the ordinary and extraordinary perceptions, both in cash and in kind, authorized in accordance with the Manual, must be subject to what is established in the legislation on transparency and access to information and, in the other applicable provisions.
Article 39.- The dependencies and entities must publish on the corresponding transparency portal, the inventory of positions or staff of positions indicating the positions and the authorized salary levels that have a budgetary position, in accordance with the authorized occupational structure.
Article 40.- The remunerations and the Salary and Wage Tables that correspond to each salary level will be public and must specify and differentiate the totality of their fixed and variable elements both in cash and in kind.
Article 41.- In the granting of remunerations to personnel, the dependencies and entities must observe the principles of transparency and public ethics, avoiding conflicts of interest, in accordance with what is referred to by article 24 of the Federal Law of Republican Austerity.
Interpretation
Article 42.- The Secretariat, through the UPCP, and the Secretariat of Public Function, through the UPRH, within the scope of their respective competencies and in terms of the applicable provisions, will interpret for administrative effects this Manual, and will resolve the cases not provided for therein.
Likewise, the UPCP and the UPRH, within the scope of their respective competencies and in terms of the applicable provisions, may establish, jointly, exception measures to what is provided for in the Manual.
Surveillance
Article 43.- It corresponds to the Secretariat of Public Function and to the internal control bodies in the dependencies and entities, within the scope of their attributes, the surveillance of the compliance of this Manual.
TRANSITORY PROVISIONS
First.- This Agreement will enter into force on the day following its publication in the Official Gazette of the Federation.
Second.- The Agreement issuing the Manual of Perceptions of Public Servants of the Dependencies and Entities of the Federal Public Administration, published in the Official Gazette of the Federation on May 31, 2022, is repealed, as well as the administrative provisions that oppose this Manual.
Third.- The Secretariat may modify the conditions of the retirement insurance provided for in article 30, fraction II, of this Manual, to adapt them to the social security scheme provided for public servants subject to the labor regime referred to in article 123, section B, Constitutional.
Fourth.- It will correspond to the Chief Office of the Secretariat to observe the provisions provided for in the Manual until the assumptions referred to in Transitory Provisions Third and Ninth of the "Decree reforming, adding and repealing various provisions of the Organic Law of the Federal Public Administration", published in the Official Gazette of the Federation on May 3, 2023, are met.

Insured Sums of Retirement Insurance for the workers (male/female) who chose the pension system based on individual accounts
For the years 2023 and 2024
To receive the insured sum of $25,000.00 pesos, male workers must comply with 30 years or more of contribution to the Institute and female workers must comply with 28 years or more of contribution to the Institute; and with the requirements established for the collection of retirement insurance (in accordance with the conditions established in the respective policy or contract, as applicable), as well as present original (for verification), and simple copy of the Pension Grant issued by the ISSSTE, which is the document in which the granting of the pension to the public servant is recorded.

Insured Sums of Retirement Insurance for the workers (male/female) who chose the pension system established in Article Ten Transitory of the Law of the Institute of Security and Social Services for State Workers
For the years 2023 and 2024
a) Male workers who have contributed 30 years or more and have a minimum age of 57 years, and female workers who have contributed 28 years or more and have a minimum age of 55 years, will have the right to an insured sum equivalent to $25,000.00 pesos.
b) Male workers who reach 60 years of age or more and 15 years or more of contribution to the Institute, will have the right to an insured sum according to the following table:
