Agreement Reforming Provisions of the Guidelines for the Use of Resources for Pavement Actions in Municipalities Derived from Proceeds from the Regularization of Used Foreign Vehicles for Fiscal Year 2024

AGREEMENT by which various provisions of the Guidelines for the exercise of resources destined for pavement actions in the corresponding municipalities, derived from the proceeds generated by reason of the regularization of used vehicles of foreign origin during the fiscal year 2024, are reformed, published on February 15, 2024, and reformed by the diverse published on May 9, 2024.

AGUSTÍN RODRÍGUEZ BELLO, Head of the Budgetary Policy and Control Unit of the Ministry of

Treasury and Public Credit, based on articles 31 of the Organic Law of the Federal Public Administration;

1, 75 and 85 of the Federal Budget and Fiscal Responsibility Law;

23, section I,

subparagraph c), subsubparagraph vii), second paragraph, of the Regulations of the Federal Budget and Fiscal Responsibility

Law;

4, section C, section II, and 21 of the Internal Regulations of the Ministry of Treasury and Public

Credit, and 9 of the "Decree by which the regularization of used vehicles of foreign origin is promoted"

published in the Official Journal of the Federation on December 29, 2022, and its reforms

published in that official dissemination organ on dates March 31, June 30, September 29, 1 and 29 of

december 2023, March 28 and September 26, 2024, and

CONSIDERING

That the "Guidelines for the exercise of resources destined for pavement actions in the

municipalities that correspond, derived from the proceeds that are generated by reason of the

regularization of used vehicles of foreign origin during the fiscal year 2024" published

in the Official Journal of the Federation on February 15, 2024 and modified by agreement published in that

official dissemination organ on May 9, 2024 were issued with the objective of establishing the

specific provisions that regulate the application, monitoring, control, accountability and transparency

of the resources that are generated in the fiscal year 2024 in terms of what is established in the "Decree by

which the regularization of used vehicles of foreign origin is promoted", published in the Diario

Oficial de la Federación on December 29, 2022 and reformed by various decrees published in that

official dissemination organ on dates March 31, June 30, September 29, 1 and 29 December 2023,

and March 28, 2024;

That by reason of the reform to the Decree mentioned in the previous consideration published in the Diario

Oficial de la Federación on September 26, 2024, its validity was extended until September 30,

2026, and

That with the purpose of keeping up to date the regulations that regulate the exercise of resources that are

generated in the fiscal year 2024 by reason of the regularization of used vehicles of foreign

origin, it has been decided to issue the following

Agreement by which various provisions of the Guidelines for the exercise of

resources destined for pavement actions in the corresponding municipalities, derived from

the proceeds that are generated by reason of the regularization of used vehicles of

foreign origin during the fiscal year 2024, published in the Diario Oficial de la

Federación on February 15, 2024 and reformed by the diverse published in that organ of

official dissemination on May 9, 2024

Sole Article. Numbers 1 and 4, section II, of the Guidelines for the exercise of the

resources destined for pavement actions in the corresponding municipalities, derived from the

proceeds that are generated by reason of the regularization of used vehicles of foreign origin

during the fiscal year 2024, published in the Diario Oficial de la Federación on February 15

2024 and reformed by the diverse published in that official dissemination organ on May 9, 2024, are reformed,

to read as follows:

Chapter I

Of the general provisions

1. These guidelines aim to establish the specific provisions for the exercise

of the resources that, charged to General Branch 23 Salary and Economic Provisions, the Ministry of

Treasury and Public Credit will allocate for pavement actions in the municipalities of the states referred to

in the "Decree by which the regularization of used vehicles of foreign origin is promoted"

published in the Official Journal of the Federation on December 29, 2022, and its reforms published in that

official dissemination organ, derived from the proceeds that are generated in the fiscal year 2024

by reason of the regularization of used vehicles of foreign origin, as well as the regulations that

regulate the application, monitoring, control, accountability and transparency of those resources.

TRANSITORY

SOLE. - This Agreement will enter into force on the day of its publication in the Official Journal

of the

Federation.
