The National Council for Accounting Harmonization (CONAC) amends the Government Accounting Manual by updating definitions and account structures for assets, liabilities, public treasury/equity, income, and expenses, while adding a new account for changes in accounting estimates. These modifications become mandatory for public entities starting January 1, 2025. Federated entities must publish the agreement within 30 business days and report adoption actions to the Technical Secretariat within 15 business days after the publication deadline.

AGREEMENT Reforming the Government Accounting Manual

The National Council for Accounting Harmonization, based on articles 6, 7, 9 and 14 of the General Law of Government Accounting, approved the following:

Considerations
That on December 31, 2008, the General Law of Government Accounting (LGCG) was published in the Official Gazette of the Federation, which has as its object to establish the general criteria that will govern Government Accounting and the issuance of financial information by public entities, in order to achieve their adequate harmonization, to facilitate the registration and auditing of assets, liabilities, income and expenses by public entities, and in general, to contribute to measuring the effectiveness, economy and efficiency of public spending and income.
That within this framework and in compliance with its functions, the National Council for Accounting Harmonization (CONAC) published in the Official Gazette of the Federation on November 22, 2010, the Agreement by which the Government Accounting Manual is issued.
That it is necessary to carry out reforms to the Government Accounting Manual so that the financial information is consistent with the regulations issued by CONAC and complies with the objectives of the LGCG.
For the above, the National Council for Accounting Harmonization approved the following:
Agreement Reforming the Government Accounting Manual
SINGLE ARTICLE. The Government Accounting Manual is reformed in "Chapter III Chart of Accounts", to repeal the section "CONTENT OF THE CHART OF ACCOUNTS", as well as reform the sections: "GENERAL ASPECTS" in its last paragraph; the denomination of the section "DEFINITION OF ACCOUNTS" to remain as "LIST OF ACCOUNTS AND THEIR DEFINITIONS"; the definitions in the genres are modified: 1 Asset, 2 Liability, 3 Public Treasury/Equity, 4 Income and Other Benefits and 5 Expenses and Other Losses; in the groups: 1.1 Current Asset, 1.2 Non-Current Asset, 2.1 Current Liability, 2.2 Non-Current Liability, 3.1 Contributed Public Treasury/Equity, 3.2 Generated Public Treasury/Equity; in the items: 1.2.6 Accumulated Depreciation, Impairment and Amortization of Assets, 3.2.1 Result of the Period (Savings/Excess) and 3.2.5 Rectifications of Results of Previous Periods, and in the accounts: 1.2.6.1 Accumulated Depreciation of Real Estate, 1.2.6.2 Accumulated Depreciation of Infrastructure, 1.2.6.3 Accumulated Depreciation of Movable Assets, 1.2.6.5 Accumulated Amortization of Intangible Assets, 3.2.5.1 Changes in Accounting Policies, 3.2.5.2 Changes due to Accounting Errors, 5.5.1.3 Depreciation of Real Estate, 5.5.1.4 Depreciation of Infrastructure, 5.5.1.5 Depreciation of Movable Assets and 5.5.1.7 Amortization of Intangible Assets, and account 3.2.5.3 Changes in Accounting Estimates is added. TRANSITORY CLAUSES
FIRST. This Agreement will enter into force the day after its publication in the Official Gazette of the Federation and its application will be mandatory starting January 1, 2025.
SECOND. The modification of item 3.2.1 Result of the Period (Savings/Excess), will be understood as also made for the Statement of Activities, Statement of Financial Position, Statement of Changes in Public Treasury and Statement of Changes in Financial Position, in which said change will be reflected subsequently, so public entities must carry out the corresponding actions in the issuance of their financial statements starting from the mandatory application of this agreement.
THIRD. The Federated Entities, in compliance with what is established in article 7, second paragraph, of the LGCG, must publish this Agreement, in their official written and electronic dissemination media, within a period of 30 business days following the publication of the present in the Official Gazette of the Federation.
FOURTH. In terms of article 15 of the LGCG, the Technical Secretary will keep a record on an Internet page of the acts that the public entities of the federated entities, municipalities and territorial demarcations of the Mexico City carry out to adopt the decisions of the Council. For these purposes, the Accounting Harmonization Councils of the Federated Entities will send to the Technical Secretariat the information related to said acts to the electronic address conac_sriotecnico@hacienda.gob.mx, within a period of 15 business days counted from the conclusion of the period established in the previous transitory clause.

04 of December of the year two thousand twenty-four, based on articles 11 of the General Law of Government Accounting; 8 fraction IV and 23 fraction IX of the Internal Regulations of the Secretariat of Finance and Public Credit and rule 20 of the Operation Rules of the National Council for Accounting Harmonization, the Head of the Government Accounting Unit of the Undersecretariat of Expenditures of the Secretariat of Finance and Public Credit, in my capacity as Technical Secretary of the National Council for Accounting Harmonization, HEREBY STATE AND CERTIFY that the document consisting of 17 useful pages, initialed and collated, corresponds to the text of the Agreement Reforming the Government Accounting Manual, approved by the National Council for Accounting Harmonization, which was available to the members of said Council in its third session held, first call, on November 26 of this year, a situation that is certified for the legal effects corresponding. - The Technical Secretary of the National Council for Accounting Harmonization,
