The Central Bank of Jordan amends Article 16 of the original instructions by removing the phrase 'foreign currencies' and adding third-party commissions and indirect facility commissions to the fee structure. It establishes a new procedure for banks to submit fee modification proposals through the Banks Association by the end of January 2014. The amendment sets maximum cash transaction commissions at 0.5% for all branches and 2% for border centers, with a note that small amounts may incur a one-dinar fee. It also replaces the term 'account frozen' with 'all customer accounts at the bank are frozen' and allows banks to activate accounts based on written objections or specific agency documentation if customers or agents refuse to provide balance verification.

Amended Instructions on Fair and Transparent Customer Treatment No. (57) of 2013
Article (1): These instructions shall be known as the "Amended Instructions on Fair and Transparent Customer Treatment of 2013" and shall be read together with Instructions No. (56) dated 31/10/2012 referred to hereinafter as the Original Instructions as a single set of instructions and shall be applied from the date of their publication in the Official Gazette.
Article (2): Paragraph (b) of Article (16) of the Original Instructions is amended by deleting the phrase "(in foreign currencies)" contained in its text, as well as by adding the following phrase to the end of the paragraph: [ and commissions and fees imposed by a third party (e.g., JONET network usage fee) and commissions related to indirect facilities ].
Article (3): Paragraph (c) of Article (16) of the Original Instructions is amended by repealing its text and replacing it with the following text: [ c. 1. In the event that any modification/addition to the fees and commissions mentioned in the instructions becomes necessary, banks shall, through the Banks Association, starting from the beginning of 2014, compile all requests and proposals for modification of these fees and commissions, stating the justifications for such, and provide the Central Bank with a summary thereof by no later than the end of the first month of each year. 2. The Central Bank shall review the submitted requests and inform the Banks Association of the decision taken, and publish it in the Official Gazette ].

Article (4): Article (16) of the Original Instructions is amended by adding paragraph (e) to its text with the following text: [ The maximum limit for cash transaction commissions (deposit or withdrawal) in foreign currencies for all customers is as follows:
Article (5): Article (18) of the Original Instructions is amended by deleting the phrase "(account frozen)" contained in the preamble of the article and replacing it with the phrase [ all customer accounts at the bank are frozen ].
Article (6): Article (20) of the Original Instructions is amended as follows:
