Amending Circular 9/21 of the Single Circular on Insurance and Sureties
The National Commission of Insurance and Sureties amends Annexes 34.1.21-b and 34.4.3 of the Single Circular on Insurance and Sureties to update the General Register of Foreign Reinsurers and the list of authorized representation offices. The amendments record the registration of four new reinsurers, the cancellation of two reinsurers, and note changes in denomination, location, and legal status for existing entities during the period from January 1 to June 30, 2021. This circular entered into force the day after its publication in the Official Journal of the Federation on July 15, 2021.

The
National
Commission
of
Insurance
and
Sureties,
based on
the
provisions
of
articles
366,
fraction
II,
367,
fraction
II,
372,
fractions
VI
and
XLII,
and
381
of
the
Law
of
Insurance
and
Surety
Institutions,
and
CONSIDERING
That
in
accordance
with
the
provisions
of
article
107
of
the
Law
of
Insurance
and
Surety
Institutions,
in
concordance
with
Chapter
34.1.
of
the
Single
Circular
on
Insurance
and
Sureties,
it
is
the
competence
of
the
National
Commission
of
Insurance
and
Sureties
to
maintain
the
General
Register
of
Foreign
Reinsurers
in
which
the
first-tier
reinsurers
from
abroad
that
meet
solvency
and
stability
requirements
to
carry
out
operations
and
comply
with
the
diversification
of
liabilities
assumed
by
insurance
institutions
and
mutual
insurance
societies
and
surety
institutions
in
the
country
are
listed;
which
implies
giving
follow-up,
among
others,
to
the
movements
of
registration,
cancellation,
and
changes
in
the
legal
status
presented
by
such
entities
from
abroad.
That
in
terms
of
what
is
provided
in
Disposition
34.4.3.
of
the
Single
Circular
on
Insurance
and
Sureties,
the
information
regarding
the
Representation
Offices
authorized
by
the
National
Commission
of
Insurance
and
Sureties
to
establish
themselves
in
the
Mexican
Republic,
in
accordance
with
article
108
of
the
Law
of
Insurance
and
Surety
Institutions,
is
made
known
through
Annex
34.4.3.
of
the
mentioned
Circular.
That
in
view
of
the
above,
it
is
necessary
to
update
Annexes
34.1.21-b.
and
34.4.3.
of
the
Single
Circular
on
Insurance
and
Sureties,
with
the
information
regarding
the
granting
of
registration
in
the
General
Register
of
Foreign
Reinsurers
of
the
first-tier
reinsurers
from
abroad,
that
meet
the
solvency
and
stability
requirements
to
carry
out
operations
and
comply
with
the
diversification
of
liabilities
assumed
by
the
insurance
institutions
and
mutual
insurance
societies
and
surety
institutions
of
the country,
as
well
as
changes
in
the
legal
status
presented
by
such
entities
from
abroad;
likewise,
regarding
the
information
that
said
reinsurers
provide
to
the
National
Commission
of
Insurance
and
Sureties
regarding
the
Representation
Offices
authorized
by
the
National
Commission
of
Insurance
and
Sureties
to
establish
themselves
in
the
Mexican
Republic,
in
accordance
with
article
108
of
the
Law
of
Insurance
and
Surety
Institutions.
For
the
foregoing,
the
National
Commission
of
Insurance
and
Sureties
has
resolved
to
issue
the
following
modification
to
the
Single
Circular
on
Insurance
and
Sureties
in
the
following
terms:
