Amending Circular 9/22 of the Single Circular on Insurance and Sureties
The National Commission of Insurance and Sureties amends Annexes 34.1.21-b and 34.4.3 of the Single Circular on Insurance and Sureties to publish updated information regarding registrations, cancellations, and legal status changes of foreign reinsurers in the General Register of Foreign Reinsurers, as well as the list of their representation offices in Mexico. The amendments specifically record the registration of Aspen American Insurance Company, Swiss Re Corporate Solutions America Insurance Corporation, and Seguros G&T, alongside updates to the composition of the British, Czech, and Spanish Pools. Additionally, the annex lists 18 foreign reinsurers operating representation offices in Mexico as of August 31, 2022, noting the merger of Swiss Re Corporate Solutions Ltd with Swiss Reinsurance Company Ltd. This circular entered into force the day after its publication in the Official Gazette of the Federation on September 12, 2022.

AMENDING CIRCULAR 9/22 OF THE SINGLE CIRCULAR ON INSURANCE AND SURETIES
(Annexes 34.1.21-b and 34.4.3.)
The National Commission of Insurance and Sureties, based on the provisions of articles 107, 108,
256, 366, sections II and X, 372, sections VI, IX and XLII, 373 and 381 of the Law of Insurance and Surety Institutions, and
CONSIDERING
That article 107 of the Law of Insurance and Surety Institutions, in conjunction with Chapter
34.1. of the Single Circular on Insurance and Sureties provides that it is the competence of the National Commission of
Insurance and Sureties to maintain the General Register of Foreign Reinsurers in which appear
first-tier reinsurers from abroad that meet solvency and stability requirements to carry out the
operations and comply with the diversification of liabilities that insurance and mutual
insurance institutions and surety institutions in the country assume; which implies following up, among
others, on the movements of registration, cancellation, and changes in the legal status presented by such
entities from abroad.
That article 108 of the Law of Insurance and Surety Institutions provides that this Commission may
authorize the establishment of representation offices in the Mexican Republic by those
Foreign Reinsurers that are registered in the General Register of Foreign Reinsurers, information that is made known through Annex 34.4.3. of the aforementioned Circular.
That in view of the foregoing, it is necessary to modify Annexes 34.1.21-b and 34.4.3. of the Single
Circular on Insurance and Sureties, to publish updated information related to the granting of
registrations in the General Register of Foreign Reinsurers, so that insurance and mutual
insurance institutions and surety institutions in the country can comply with the obligation to diversify the
liabilities assumed, as well as to publish changes in the legal status presented by
such entities from abroad and information regarding their Representation Offices.
For the above stated, the National Commission of Insurance and Sureties has resolved to issue the following
modification to the Single Circular on Insurance and Sureties in the following terms:

SINGLE.- Annexes 34.1.21-b and 34.4.3. of the Single Circular on Insurance and Sureties are modified.
TRANSITIONAL
SINGLE.- This Amending Circular shall enter into force the day after its publication in the
Official Gazette of the Federation.
The foregoing is made known to you, based on articles 107, 108, 256, 366, sections II
and X, 372, sections VI, IX and XLII, 373 and 381 of the Law of Insurance and Surety Institutions.
