Amendments to the Regulation on Requirements for Commercial Bank Capital Adequacy

The Central Bank of Uzbekistan amends the Regulation on Requirements for Commercial Bank Capital Adequacy to raise the minimum statutory capital for commercial banks to 100.0 billion sum by January 1, 2019. The amendments introduce a capital conservation buffer equal to 3.0% of risk-weighted assets, requiring banks to maintain a minimum K1 ratio of 13.0% and a K2 ratio of 10.0% starting January 1, 2019. The regulation also updates the minimum capital adequacy requirements for Tier 1 and Common Equity Tier 1 capital to 8% and 7.5% respectively by the same date.

On Amendments to the Regulation on Requirements for Commercial Bank Capital Adequacy

[Registered by the Ministry of Justice of the Republic of Uzbekistan on October 23, 2017, registration number 2693-2]

This resolution is based on the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 21/6 dated October 2, 2025 "On Approval of the Regulation on Requirements for Bank Capital Adequacy" (registration number 3697, dated 28.10.2025) and will lose its force on January 1, 2026.

In accordance with the Law of the Republic of Uzbekistan "On the Central Bank of the Republic of Uzbekistan" and the Resolution of the President of the Republic of Uzbekistan No. PQ-3270 dated September 12, 2017 "On Measures for Further Development and Increasing the Stability of the Republic's Banking System", the Board of the Central Bank of the Republic of Uzbekistan resolves:

  1. Amendments to the Regulation on Requirements for Commercial Bank Capital Adequacy, approved by the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 14/3 dated June 13, 2015 (registration number 2693, July 6, 2015) (Collection of Legislation of the Republic of Uzbekistan, 2015, No. 27, Article 360), shall be made in accordance with the Appendix.

  2. This resolution enters into force from the date of its official publication.

to the Resolution of the Board of the Central Bank of the Republic of Uzbekistan No. 26/7 dated September 23, 2017

Amendments being made to the Regulation on Requirements for Commercial Bank Capital Adequacy

Paragraph 3 shall be stated in the following wording:

"3. Starting from October 1, 2017, the minimum amount of the statutory capital of commercial banks shall be 100.0 billion sum.

Operating commercial banks must bring their statutory capital to this amount by January 1, 2019."

The words "minimum amount of capital" in Paragraph 4 shall be replaced with the word "of capital".

Paragraph 34 shall be stated in the following wording:

"34. The ratio of regulatory capital to the total sum of risk-weighted assets must not be less than 12.5 percent. The capital adequacy coefficient K1 of regulatory capital is calculated as follows:

K1 = RC / TRWA.

Starting from January 1, 2019, banks must ensure a minimum level of K1 of 0.13 (13.0 percent), taking into account the capital conservation buffer equal to 3.0 percent of risk-weighted assets.

The capital conservation buffer consists of an additional reserve equal to 3.0 percent of risk-weighted assets. The purpose of such a reserve is to guarantee the availability of capital reserves that banks can use to absorb losses during periods of financial and economic difficulties."

Paragraph 36 shall be stated in the following wording:

"36. The capital conservation buffer must consist of high-quality Tier 1 capital equal to 3.0 percent of all risk-weighted assets, and the K2 coefficient must not be less than 0.095 (9.5 percent) from January 1, 2017, and 0.10 (10.0 percent) from January 1, 2019, in accordance with Basel 3 standards."

  1. The table of Paragraph 37 shall be stated in the following wording:
