ASFI Circular Letter CC-7994 2020 of December 1, 2020

Authorized Financial Intermediation Entities (EIFs) are required to validate and verify that beneficiary accounts for the Anti-Hunger Bonus are unipersonal, active, and correctly registered with the beneficiary's Identity Card number prior to crediting funds. EIFs must implement an API with the payment service provider to perform this validation within one minute of request receipt, ensuring data confidentiality and security. The implementation of this interface must be completed within seven administrative business days from the issuance of the circular.

Gentlemen:

Within the framework of what is stipulated in Paragraph III of Article 5 of Supreme Decree No. 4392 of November 13, 2020, it is the obligation of authorized Financial Intermediation Entities (EIFs) to pay the Anti-Hunger Bonus to perform, prior to making the corresponding account credits for the payment of said Bonus, the validation and verification that the receiving account is unipersonal, registers the beneficiary's Identity Card number, and is active, without any restrictions to perform balance movements. Furthermore, they must ensure that the data of said beneficiaries enjoy the right to reserve and confidentiality, in accordance with current provisions. The General Manager or equivalent instance in each EIF is responsible for compliance with what is established in this Circular Letter.

For the purpose of carrying out the aforementioned verification, the EIFs must consider what is detailed in the attached annex.

Annex to Circular Letter ASFI/DNP/CC-7994/2020

  1. The company providing the payment platform service will send a request to the Financial Intermediation Entity (EIF) in order to verify the data of the account registered by the person benefiting from the Anti-Hunger Bonus, indicating the following information: 1.1. The type of identity document of the beneficiary (only Identity Card is accepted). 1.2. The identification document number of the beneficiary. 1.3. The complement code of the beneficiary's identity document (if applicable). 1.4. The account number registered by the beneficiary.

  2. The EIF, with the information sent, must validate in its financial platform that the account: 2.1. Exists in its system. 2.2. Is unipersonal. 2.3. Registers the same number and complement (if applicable) of the beneficiary's Identity Card. 2.4. Is in an active state. 2.5. Is without any restrictions to perform balance movements.

  3. Upon conclusion of the validation process, the EIF will respond to the request with a message containing the following information: 3.1. Response code (correct validation, incorrect validation). 3.2. Description of this response (e.g., Correct, Validation Error, Timeout, Unknown Error). 3.3. Account status (e.g., enabled, blocked, inactive, non-existent, with fund retention or others), a simple description of the account status.

The validation performed by the EIF and the corresponding response must be carried out within a maximum time of 1 minute, counted from the moment the request is received, so that the beneficiary has immediate information, allowing the credit to proceed to the corresponding account; this process must be executed, complying with the security procedures established for beneficiary authentication.

In order to comply with the aforementioned process, the EIFs must develop a computer application programming interface (API) with the Payment Service Provider company, with the purpose of being able to verify the beneficiary's account in the EIF, thereby avoiding possible security risks in the integration.

The maximum deadline for the implementation of the aforementioned interface will be 7 administrative business days, computable from the issuance of the Circular Letter, of which this annex forms part.
