BOARD BOARD RESOLUTION NO. 25/2026 SUBJECT: TREASURY MANAGEMENT - MODIFY THE REGULATION ON MONETIZATION, DISTRIBUTION, DESTRUCTION OF MONETARY MATERIAL AND DESTRUCTION OF COUNTERFEIT MATERIAL.

VIEWED: The Law No. 1670 of October 31, 1995, of the Central Bank of Bolivia (BCB) and its modifications. The Board Resolution No. 94/2018 of July 24, 2018, which approves the Regulation on Monetization, Distribution, Destruction of Monetary Material and Destruction of Counterfeit Material and its modifications. The Board Resolution No. 95/2022 of October 6, 2022, which approves the Statute of the Central Bank of Bolivia. The report BCB-GTES-SAMM-DAMM-INF-2026-20 of March 13, 2026 from the Treasury Management (GTES). The report BCB-GAL-SANO-DLBCI-INF-2026-53 of March 13, 2026 from the Legal Affairs Management (GAL).

CONSIDERING: That Law 1670 in its article 3 establishes that the BCB will formulate general application policies in monetary, exchange, and payments system matters for the fulfillment of its object. That the aforementioned Law, in its article 10, provides that the BCB will exercise exclusively and inalienably the function of issuing the monetary unit of Bolivia, which is the "Boliviano," in the form of banknotes and metallic coins. In its article 11, it determines that the banknotes and coins issued by the BCB are legal tender throughout the territory of the Republic, with unlimited liberatory power. They will have the denominations, dimensions, designs, and colors established by its Board, which must make their characteristics public. Banknotes must bear the signatures of the President and the General Manager of the BCB and the serial number on both halves of them.

BOARD //2. B.R. No. 25/2026 That in its article 44, Law No. 1670, provides that the highest authority of the BCB is its Board. In subsections a), m), and o) of its article 54, it establishes as attributions of the BCB Board, to issue the norms and adopt the general decisions that were necessary for the BCB to fulfill the functions, competencies, and powers assigned to it by the Law; to authorize and supervise the printing, issuance, and destruction of banknotes and the minting and withdrawal of coins within the norms established by the Law; as well as to approve, modify, and interpret the Statute and Regulations of the BCB, by two-thirds of the votes of all its members, without the need for any additional administrative act. That the BCB Statute in numerals 1), 11), and 30) of article 10 of the BCB Statute provides that its Board has the attributions to approve general decisions and issue the norms that were necessary for the BCB to fulfill the functions, competencies, and powers assigned to it by the Law; as well as to approve the printing, issuance, and destruction of banknotes and coins; as well as, to approve, modify, and interpret the Statute and Regulations of the BCB. That the Regulation on Monetization, Distribution, Destruction of Monetary Material and Destruction of Counterfeit Material of the BCB in its article 1 establishes that its object is to regulate the monetization, distribution, demonetization, destruction of monetary material and destruction of counterfeit banknotes seized by Financial Intermediation Entities and sent to the BCB.

CONSIDERING: That through the report BCB-GTES-SAMM-DAMM-INF-2026-20, GTES concludes that the modification of articles 9 and 10 of the Regulation on Monetization, Distribution, Destruction of Monetary Material and Destruction of Counterfeit Material is technically viable, since it will guarantee the adequate distribution of all legal tender banknotes. That through report BCB-GAL-SANO-DLBCI-INF-2026-53, GAL concludes that the approval of the modification of the "Regulation on Monetization, Distribution, Destruction of Monetary Material and Destruction of Counterfeit Material" is legally viable as it does not violate the current legal framework, therefore it corresponds to the BCB Board to consider its approval in accordance with what is established in article 54, subsections a), m), and o) of Law No. 1670 and article 10, numerals 1), 11), and 30) of the BCB Statute.

No. 25/2026 THEREFORE, THE BOARD OF THE CENTRAL BANK OF BOLIVIA RESOLVES: Article 1.- Modify articles 9 and 10 of the Regulation on Monetization, Distribution, Destruction of Monetary Material and Destruction of Counterfeit Material, in the following manner: SAYS: "Article 9.- (Distribution of lower denomination banknotes through automatic teller machines). I. Financial Intermediation Entities (EIFs) that have automatic teller machines with two trays are obliged to distribute banknotes of ten or twenty Bolivianos in one of the trays and of fifty or one hundred Bolivianos, in the other. II. EIFs that have automatic teller machines with three trays are obliged to distribute banknotes of ten and twenty Bolivianos, and of fifty or one hundred Bolivianos. III. EIFs that have automatic teller machines with four or more trays are obliged to distribute, in at least seventy percent of them, banknotes of ten, twenty, fifty, and one hundred Bolivianos. In the remaining automatic teller machines with four or more trays, EIFs are obliged to distribute banknotes of ten, twenty, fifty, or one hundred Bolivianos. IV. For control purposes, EIFs must inform the ASFI in detail at least quarterly about the locations and the machines where national and foreign currency is distributed. V. EIFs must identify in a visible place for the public and their users, the machines that dispense Bolivianos and foreign currency." "Article 10. (Quality of monetary material). To guarantee the quality of MM, EIFs must deliver to the financial consumer, for any type of operation, only fit banknotes, according to what is established in the Manual for the Selection of Boliviano Banknotes, prioritizing the recirculation of fit banknotes from the Previous Family of Banknotes."

BOARD //4. B.R. No. 25/2026 SHOULD SAY: "Article 9.- (Distribution of lower denomination banknotes through automatic teller machines). I. EIFs that have automatic teller machines with two trays must distribute banknotes of ten or twenty Bolivianos in one of the trays and of fifty or one hundred Bolivianos, in the other. II. EIFs that have automatic teller machines with three trays must distribute banknotes of ten and twenty Bolivianos, and of fifty or one hundred Bolivianos. III. EIFs that have automatic teller machines with four or more trays must distribute, in at least seventy percent of them, banknotes of ten, twenty, fifty, and one hundred Bolivianos. In the remaining automatic teller machines with four or more trays, EIFs are obliged to distribute banknotes of ten, twenty, fifty, or one hundred Bolivianos. IV. In all cases, the distribution of the cuts of ten, twenty, and fifty Bolivianos will be carried out according to availability." "Article 10. (Circulation of monetary material). To guarantee the circulation of monetary material, EIFs must deliver to the financial consumer, for any type of operation, banknotes available for national circulation."

Article 2.- The modifications will enter into force from March 13, 2026. Article 3.- The Presidency and the General Management are in charge of the execution and compliance of this Resolution. La Paz, March 13, 2026 —
