The Board of Directors of the Central Bank of Bolivia revokes four specific regulations: the specific regulations for extraordinary credits to the Ministry of Economy and Public Finance for FARIP (Resolution No. 104/2021), for liquidity credit obligations in 2020 (Resolution No. 110/2021), and for operational capital for central state public enterprises and SEDEM (Resolution No. 148/2021); and the regulation for the administration of fiscal accounts enabled at the Central Bank (Resolution No. 14/2022). This action eliminates normative instruments deemed extraordinary and non-recurring whose purposes have been fulfilled, thereby removing unnecessary accumulated regulations from the institution.

SUBJECT: MONETARY OPERATIONS MANAGEMENT – REVOKE THE REGULATIONS APPROVED BY BOARD RESOLUTIONS NO. 104/2021, 110/2021, NO. 148/2021 AND NO. 14/2022.
HAVING REVIEWED:
Law No. 1670 of October 31, 1995, of the Central Bank of Bolivia (BCB) and its amendments.
Board Resolution No. 104/2021 of September 22, 2021, which approves the Specific Regulation for the Extraordinary Credit to the Ministry of Economy and Public Finance intended for the Trust for Support of the Reactivation of Public Investment (FARIP) within the framework of Law No. 1389 of August 24, 2021.
Board Resolution No. 110/2021 of October 1, 2021, which approves the Specific Regulation for the Extraordinary Credit to the MEFP intended to Finance the Payment of Obligations generated by the Contracting of Liquidity Credits in the 2020 Management Period, within the framework of Law No. 1393 of September 13, 2021.
Board Resolution No. 148/2021 of December 28, 2021, which approves the Specific Regulation for the Extraordinary Credit to the Ministry of Economy and Public Finance for Operational Capital for Public Enterprises of the Central Level of the State and of SEDEM.
Board Resolution No. 14/2022 of February 8, 2022, which approves the Regulation for the Administration of Fiscal Accounts enabled at the BCB.
The Statute of the BCB approved by Board Resolution No. 95/2022 of October 6, 2022.
The report BCB-GOM-SOSP-DOSP-INF-2026-6 of May 18, 2026, issued by the Monetary Operations Management (GOM).
The report BCB-GAL-SANO-DLBCI-INF-2026-120 of May 19, 2026, issued by the Legal Affairs Management (GAL).
CONSIDERING:
That Law No. 1670 in its article 1 establishes that the BCB is the sole monetary and exchange authority of the country, with administrative, technical, and financial competence and specialized normative faculties of general application, in the manner and, with the scope established in the present Law. In its articles 44 and 54 subsections a) and o), it determines that the Board of Directors is the

highest authority of the BCB, which has the attributes to issue norms and adopt general decisions that are necessary for the BCB to fulfill the functions, competencies, and faculties assigned to it by the present Law; as well as to approve, modify, and interpret the Statute and Regulations of the BCB, by two-thirds of the votes of all its members, without the need for any additional administrative act.
That the Statute of the BCB in numerals 1) and 30) of its article 10 provides that its Board of Directors has the attributes to approve general decisions and issue norms that are necessary for the BCB to fulfill the functions, competencies, and faculties assigned by the Law and to approve, modify, and interpret the Statute and Regulations of the BCB.
CONSIDERING:
That through the report BCB-GOM-SOSP-DOSP-INF-2026-6, the GOM concludes that the Regulations approved by Board Resolutions No. 148/2021, 104/2021, and 110/2021 were designed as instruments of an extraordinary and non-recurring nature to implement credits authorized by specific legal provisions, for which they do not constitute permanent applicable norm for future operations and that maintaining them in force, whose purpose has been fulfilled, results in an unnecessary accumulation of norms for the institution. Furthermore, it concludes on the pertinence of revoking Board Resolution No. 14/2022; recommending that the Board of Directors of the BCB consider its treatment.
That through the report BCB-GAL-SANO-DLBCI-INF-2026-120, the GAL concludes that the proposal of the GOM to revoke: i) The Specific Regulation for the Extraordinary Credit to the Ministry of Economy and Public Finance for Operational Capital for Public Enterprises of the Central Level of the State and of SEDEM, approved by Board Resolution No. 148/2021 of December 28, 2021; ii) The Specific Regulation for the Extraordinary Credit to the Trust for Support of the Reactivation of Public Investment (FARIP), within the framework of Law No. 1389 of August 24, 2021, approved by Board Resolution No. 104/2021 of September 22, 2021; iii) The Specific Regulation for the Extraordinary Credit to the Ministry of Economy and Public Finance intended to Finance the Payment of Obligations generated by the Contracting of Liquidity Credits in the 2020 Management Period, within the framework of Law No. 1393 of September 13, 2021, approved by Board Resolution No. 110/2021 of October 1, 2021; and iv) The Regulation for the Administration of Fiscal Accounts enabled at the BCB approved by Board Resolution No. 14/2022 of February 8, 2022, is legally viable and does not violate the current legal framework, corresponding to the Board of Directors of the BCB to approve such determination in accordance with what is established in article 54 subsections a), and o); and the

numerals 1) and 30) of article 10 of the Statute of the BCB.
THEREFORE,
THE BOARD OF DIRECTORS OF THE CENTRAL BANK OF BOLIVIA
RESOLVES:
Article 1.- Revoke the Specific Regulation for the Extraordinary Credit to the Ministry of Economy and Public Finance intended for the Trust for Support of the Reactivation of Public Investment (FARIP), within the framework of Law No. 1389 of August 24, 2021, approved by Board Resolution No. 104/2021 of September 22, 2021.
Article 2.- Revoke the Specific Regulation for the Extraordinary Credit to the MEFP intended to finance the payment of obligations generated by the Contracting of Liquidity Credits in the 2020 Management Period, within the framework of Law No. 1393 of September 13, 2021, approved by Board Resolution No. 110/2021 of October 1, 2021.
Article 3.- Revoke the Specific Regulation for the Granting of the Extraordinary Credit of Operational Capital for Public Enterprises of the Central Level of the State and of SEDEM, approved by Board Resolution No. 148/2021 of December 28, 2021.
Article 4.- Revoke the Regulation for the Administration of Fiscal Accounts enabled at the BCB approved by Board Resolution No. 14/2022 of February 8, 2022.
Article 5.- The Presidency and General Management are charged with the execution and compliance of this Resolution.
